(KGTV) - The San Diego County Office of Education appointed a fiscal advisor with power to stay and rescind any financial decision made by the troubled Sweetwater Union High School District, the SDCOE said Friday.The SDCOE named the advisor, Dr. Mark Skvarna, to serve as the “eyes and ears” of county education officials inside the district, SDCOD spokesperson Music Watson told 10News. Dr. Skvarna will exercise authority to control any action by the Sweetwater board that’s inconsistent with the district’s ability to meet its financial obligations, wrote SDCOE Assistant Superintendent of Business Services Michael Simonson."What that means is that our fiscal advisor and the county superintendent of schools have authority to review board agenda items with a fiscal impact, comment on them and in extreme events rescind any action taken by the board that we believe is not in their best financial interest," said Simonson.SUHSD’s finances have been under the microscope since a million dollar budget shortfall for the 2018-2019 school year was announced. District officials previously said the shortage was due to expenses from staff raises, including costs of substitute teachers and an unexpected million expense for utilities. This is an adult problem that we are trying to resolve to the best of all of our abilities the kids should not feel anything," Simonson said. (KGTV) - A ruptured gas line forced one building to evacuate in Chula Vista Friday.Chula Vista fire crews discovered a one-inch gas line sheared with gas blowing in the 100 block of 3rd Avenue around 3 p.m. A nearby building was evacuated, according to CVFD.Nearby Fredericka Manor Retirement Community also advised its residents and visitors to shelter in place.Firefighters were not able to immediately determine the cause of the break. (KGTV) - Surveillance video captured masked burglars as they went shopping inside a Chula Vista home last Friday.When Gerard arrived last weekend at his parent's home off Procter Valley Road, he was greeted with ransacked rooms. "Stressed and anxious walking through the home," said Gerard, who asked us not to use his last name.Off the master bedroom, he found a shattered sliding door and broken shutters."Shocked and nervous, because I had to tell my parents who were out of the country that their home had been broken into, and no one wants to hear that news," said Gerard.A motion activated camera revealed the intruders: two masked burglars, one with a flashlight and the other with a backpack, going from room to room around 8:30 p.m. In a second clip, they are seen emerging from the family room before heading toward a bedroom. CHULA VISTA (KGTV) - A former San Diego psychiatrist who reportedly had offices in Chula Vista, San Ysidro, Kearny Mesa and El Cajon pleaded guilty Monday to a felony charge of having sexual contact with seven female patients during office visits and a misdemeanor count of sexual battery for groping an eighth woman.Leon Fajerman, 75, will be ordered to serve 365 days in custody and be required to register as a sex offender at a sentencing hearing Jan. 18.Judge Francis Devaney will consider alternatives to actual jail time, according to Deputy District Attorney Carolyn Matzger, City News Service reported.REPORT: San Diego County psychiatrist charged with sexual battery, having sex with patientFajerman -- who has been a licensed physician in California since 1978 -- voluntarily surrendered his medical license in May, state records show.In September 2017, court records showed that Fajerman assaulted three female patients, including one who said he groped her breasts and buttocks, according to the Union-Tribune.The complaints were turned in to the Medical Board of California.
