SAN DIEGO (CNS) - For yet another week, San Diego County avoided the fate of dropping into the dreaded purple tier of California's coronavirus monitoring system, with an adjusted case rate of 6.5 new daily COVID-19 cases per 100,000 population.While the county's unadjusted case rate is 7.4 per 100,000 -- enough to be in the most restrictive purple tier, which has a floor of 7 per 100,000 -- the high volume of tests the county is able to perform daily allows for an adjustment from the state. This adjustment has kept the county in the red tier for several weeks, saving it from having to shut down nearly all non-essential indoor businesses.The state data, which is updated every Tuesday, reflects the previous week's case data to determine where counties stand in the state's four-tiered reopening system.San Diego County did show modest improvement, dropping 0.4 from last week's unadjusted case rate of 7.8. The testing positivity rate continued an upward trend, rising 0.2% from last week to reach 3.5%, but remains low enough for this metric to remain in the orange tier. If a county reports statistics meeting metrics in a higher tier for two consecutive weeks, it will move into that more restrictive tier for a minimum of three weeks.The state's health equity metric, which looks at the testing positivity for areas with the lowest healthy conditions, dropped from 5.5% to 5.1% and entered the orange tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.County health officials reported 269 new COVID-19 infections and seven deaths Tuesday, bringing the case total to 55,210 and the death toll to 877.Five men and two women died between Oct. 22 and Oct. 25, with one death occurring July 19. Their ages ranged from early 60s to mid-80s. All had underlying medical conditions.Of the 10,456 tests reported Tuesday, 3% returned positive, bringing the 14-day rolling average percentage of positive cases to 2.7%. The 7-day daily average of tests is 11,173.Two new community outbreaks were confirmed Tuesday, one in a daycare and one in a business. In the past seven days, 24 community outbreaks were confirmed. A community outbreak is defined as three or more COVID-19 cases in a setting and in people of different households over the past 14 days.Of all cases, 3,875 -- or 7% -- have required hospitalization. And 898 -- or 1.6% -- of all cases and 23.2% of hospitalized cases had to be admitted to an intensive care unit.All students at San Diego State University, meanwhile, remained under a stay-at-home advisory announced Thursday. The advisory began at 6 p.m. Friday and will run through Nov. 2 at 6 a.m. University officials said the move was made to discourage students from participating in Halloween events where physical distancing cannot be done. SAN DIEGO (CNS) - A San Diego County Superior Court judge ruled Friday that he is allowed under state law to reconsider his prior decision to place a sexually violent predator known as the ``Bolder-Than-Most'' rapist back into the community, where the felon would continue treatment under a conditional release program.Last October, San Diego Superior Court Judge David M. Gill ordered Alvin Ray Quarles, 56, released to a home in Jacumba Hot Springs. SAN DIEGO (CNS) - More than 28,000 defaulted bills were sent out to San Diego County taxpayers this week, but the county's treasurer announced Tuesday that his office is offering penalty relief."We know many of the late bills are due to COVID-19, and we want our taxpayers to know there could be relief," Treasurer-Tax Collector Dan McAllister said. "They may qualify to have their penalties waived if they file for a COVID-19 cancellation request. Our customers must provide documentation as evidence to show how the pandemic impacted their ability to pay their second installment by April 10."The 28,623 defaulted bills McAllister's office sent out went to property taxpayers who failed to pay all their 2019-20 property taxes."We're sending 6,195 more defaulted bills than we sent last year," he said. "We expected to see an increase in tax defaults due to COVID-19's impact on the San Diego economy and workforce."The defaulted bills total over 7 million; last year, million in defaulted taxes was due.The deadline to pay the 2019-20 annual tax bill was June 30. Beginning July 1, late bills will incur a 1.5% penalty each month -- 18% each year -- until they are paid. SAN DIEGO (CNS) - A teenage suspect was behind bars today in connection with the 7-month-old slaying of another young man in a Southcrest- area neighborhood.Raheem Malik Meals, 18, was arrested Friday on suspicion of murdering 20-year-old Ismail Abouabid on Jan. 15, according to San Diego police.Patrol officers responding to a report of a possible traffic accident in the 4000 block of Boston Avenue shortly before noon that day found Abouabid mortally wounded behind the wheel of a parked vehicle, bleeding from the head, Lt. Matt Dobbs said.Abouabid, who had recently relocated to San Diego from Erie, Pennsylvania, was pronounced dead at the scene.Witnesses told investigators three male teenagers had been with the victim just prior to his death and walked off toward a nearby park just before he was found.Police initially reported that Abouabid had been shot to death but later backed off from those statements.``The mechanism for the (victim's) injury is not being released at this time,'' Dobbs said Tuesday.The lieutenant also declined to disclose a suspected motive for the alleged slaying or reveal what led investigators to identify Meals as a suspect in the case. 1186

SAN DIEGO (CNS) - A local meal delivery nonprofit began sales Monday for its 15th annual Mama's Pies Thanksgiving Bake Sale, which raises funds to combat hunger among residents with illnesses like cancer and HIV. During the sale, which runs through Nov. 24, residents can order pumpkin, apple, pecan and Dutch apple pies to be delivered Nov. 27, the day before Thanksgiving. Nearly 20 local bakeries and caterers are expected to bake pies for the annual fundraiser and more pie bakers are needed, according to the organization. ``Our annual bake sale is a time-honored tradition that gives community members from around the region an opportunity to give back to our neighbors in need,'' said Mama's Kitchen Executive Director Alberto Cortes. ``Whether you're purchasing a pie, making a donation or volunteering for pie delivery, every hand up counts.'' Mama's Kitchen met its goal of 0,000 raised during last year's bake sale and aims to raise at least 0,000 during this year's six-week sale, which the organization says will fund the delivery of some 51,000 meals for residents with critical illnesses. All proceeds from the sale will directly benefit the organization's services that combat hunger. Volunteers with the AIDS Assistance Fund founded the organization in 1990 to support HIV and AIDS patients.
