LOS ANGELES (KGTV) - A vigil held Wednesday for a bicyclist killed at an intersection in South Los Angeles on Tuesday became the scene of another hit-and-run crash that injured a pedestrian."The driver of a tan-colored Honda Accord drove through the vigil at the intersection of Manchester and Normandie avenues shortly after 1 p.m.," Los Angeles police Officer Tony Im said. The video from the scene captured the sedan striking the pedestrian, who is then flung into the air, appearing to hit his head on the car windshield and finally landing on the asphalt.RELATED: GOOD SAMARITAN HIT WHILE HELPING MOTORISTAfter rolling to his feet, he hopped over to the sidewalk on one foot, seemingly injuring his right leg. He then collapsed onto the sidewalk where onlookers came to his aid.As the suspected hit-and-run motorist drove off, a group from the dozens of bicyclists taking part in the vigil attempted to follow the vehicle, including people running after the driver.During the vigil, "some rocks and bottles were thrown toward responding officers and a patrol vehicle, but no officers were injured and no arrests were made," Im said.Police were able to eventually clear the intersection. A department SUV can be seen having its rear window smashed.According to the LAPD's South Traffic Division, the bicyclist killed Tuesday was a man in his early 20s, who was struck by a white Porsche Cayenne SUV. The victim was identified in news reports as 22-year-old Frederick Frazier."The driver of the SUV that hit the young man was heading east on Manchester when the collision occurred. The driver then headed south on Budlong Avenue before traveling west. It was last seen westbound near La Salle Avenue Elementary School," police said.CNS contributed to this report. 1808

LOS ANGELES (CNS) - Travelers coming through Los Angeles International and Van Nuys airports and Union Station beginning Wednesday will be required to sign a form acknowledging California's recommended 14-day self-quarantine in response to rising coronavirus rates. The form will be available at travel.lacity.org, Mayor Eric Garcetti said during a coronavirus briefing Monday.Garcetti urged people to not travel over the Thanksgiving holiday, not even to go across town because of how widespread COVID-19 cases have been and that it's too dangerous at this time.Garcetti said he is confident the Los Angeles County Board of Supervisors, which is slated at Tuesday's meeting to discuss coronavirus- related restrictions and closures, will make the right decisions."I know this is not popular with everybody, but if we don't take these actions now, when will we?" Garcetti said. "I know there may be some push and pull ... but I think the policies that (the county Department of Public Health) adopted are clear."Garcetti said when local government has hesitated implementing COVID- 19 restrictions, businesses have had to remain closed for longer because of the spread of the virus. But he also said he knows businesses are struggling."I've spoken with our City Council President (Nury Martinez), I've spoken with our county supervisors, and know that if those orders do come down, where we have to stop outdoor dining or limit the hours of other businesses, we will take the funds that we have in business assistance and surge them into those industries to get us through this period to keep those businesses alive to protect those jobs and to make sure that they can stand up again," Garcetti said.Garcetti said Los Angeles County could be out of hospital beds for coronavirus patients by Christmastime, if the rate of COVID-19 positive cases continues on its current trend.Field hospitals may have to be established if that happens, Garcetti said. However, Garcetti said he doesn't think the U.S. Navy's hospital ship Mercy will need to return. It docked at the Port of Los Angeles for use in non- coronavirus cases over the spring and summer as safeguard against a lack of hospital beds that did not materialize.Garcetti said he had a discussion Monday with President-elect Joe Biden and Vice President-elect Kamala Harris regarding the state of Los Angeles and its fight against COVID-19, telling them the virus will spread further if people don't follow health protocols."It doesn't matter what you've done last week or last month," Garcetti said he told Biden and Harris. "COVID doesn't care what we've done before today."COVID only cares how we are acting right now, and the moment we stop acting to protect lives, the moment we ignore the numbers or hope that somehow they will just go away is the moment lives are lost."COVID-19 testing sites in Los Angeles will be closed Thursday and Friday for Thanksgiving, but will reopen Saturday, Garcetti said. 2968

LONDON (AP) — An American tourist from Louisiana helped stop a hammer-wielding thief who unsuccessfully tried to steal the Magna Carta at Salisbury Cathedral, working in tandem with a church employee to prevent the man from escaping.Matthew Delcambre, of New Iberia, Louisiana, told The Associated Press that he and his wife Alexis were sightseeing in the southwestern English city when a man tried to shatter the glass encasing the precious manuscript in the church's Chapter House. After Alexis tried to raise the alarm to others, Delcambre and other bystanders banded together to try to hold the thief back behind the doors of the Chapter House. When the thief pushed past them, the 56-year-old IT expert gave chase into an outer courtyard. He grabbed the man's arm near the courtyard gate and knocked away the hammer. A church employee tackled him and held him down."It wasn't me by myself," he said. "It was completely a group effort."The Magna Carta, which was protected by two layers of thick glass, wasn't damaged.Wiltshire police said Saturday that a 45-year-old man was freed on bail until Nov. 20 as officers continue their investigation.Salisbury Cathedral's Magna Carta is one of four existing specimens of the 1215 charter that established the principle that the king is subject to the law. It is considered the founding document of English law and civil liberties and influenced the creation of the U.S. Constitution. The document, Latin for "Great Charter" was short-lived. Despotic King John, who met disgruntled barons and agreed to a list of basic rights, almost immediately went back on his word and asked the pope to annul it, plunging England into civil war. It was re-issued after the king's death.Even so, its importance cannot be underestimated, as it has inspired everyone from Mahatma Gandhi to Nelson Mandela. Matthew Delcambre, the director for the Center for Business & Information Technologies at the University of Louisiana at Lafayette, said he has been a bit taken aback by the attention his efforts have earned, but told his story so that his efforts would not be exaggerated at the expense of others.Of all those who played a part in corralling the thief, he credits his wife Alexis first and foremost, since it was she who noticed the thief coming out of the disabled bathroom wielding the hammer and tried to get help. He played down earlier reports which depicted him as the hero, and said the people who should get the credit are cathedral workers and volunteers who tried to protect the Magna Carta."The heroes are the staff employees of the cathedral who protected the document, helped catch the guy and helped retain him until the police got there," he said. "It was a team effort." 2735
