(KGTV) - The mother of two girls found dead in their San Bernardino County home will be charged with their murders when she is released from the hospital, Ontario police said Thursday. Officers said Linda Nguyen, 47, was placed under arrest and will be booked when she is medically cleared. She is currently unresponsive, police said. The bodies of Nguyen’s daughters, aged 4 months and 14 years, were discovered by their father Tuesday when he returned home from work. Among the evidence were two suicides notes written by Nguyen “indicating that she intended to kill the children and to kill herself," police Sgt. Bill Russell told reporters. "We do know that the mother was dealing with depression prior to the incident and had dealt with that in the past," he said. (KGTV/AP) - California Attorney General Xavier Becerra filed a lawsuit Tuesday against the Trump administration over a decision to include a citizenship question on the upcoming U.S. Census.On Monday, the U.S. Commerce Department announced the reinstatement of the citizenship status question for the 2020 census. The question has not been a part of the census since World War II.Commerce Department officials said adding the question will help the Justice Department enforce the Voting Rights Act, which protects minority voting rights. It said that between 1820 and 1950, almost every decennial census asked a question on citizenship in some form.“Secretary [Wilbur] Ross has determined that reinstatement of a citizenship question on the 2020 decennial census questionnaire is necessary to provide complete and accurate census block level data,” officials said in a press release issued Monday.The population count taken every 10 years is more than an academic exercise. It's required by the Constitution and used to determine the number of seats each state has in the House as well as how federal funds are distributed to local communities. It helps communities determine where to build everything from schools and grocery stores to hospitals.A coalition of state attorneys general, including Becerra, urged the department last month to not add such a question, saying it could lower participation among immigrants and cause a population undercount.In an op-ed published on the San Francisco Chronicle website, Becerra said a citizenship question “would discourage noncitizens and their citizen family members from responding to the census, resulting in a less accurate population count.”Becerra also added: “California, with its large immigrant communities, would be disproportionately harmed by depressed participation in the 2020 census. An undercount would threaten at least one of California’s seats in the House of Representatives (and, by extension, an elector in the electoral college.) A 10-year-old Great Pyrenees found himself in a tight situation after he somehow found his way into a culvert near his home. Cheatham County Animal Control posted photos from Wednesday's rescue on its Facebook page. Jack’s owners noticed he was missing after he failed to eat his morning meal. They heard whining coming from a 15-inch-wide culvert near their house and called 911. "He was in so much pain, I guess he just couldn't go anymore. He just couldn't hardly catch his breath," Pete Greco, Jack's owner, said. Fire officials arrived and began cooling him off from the end of the culvert. Greco, along with firefighters, animal control, and construction workers from across the street, began to dig and cut through the culvert. Crews had to slice the culvert at the edge of the driveway without tearing up the concrete. “Without the ability to use a control pole (nothing to grab onto as he was faced away from us) we ended up having to remove a little bit more of the culvert top, and we crawled inside the culvert and hauled his keister out," animal control wrote in the Facebook post. “You could literally see the relief in his eyes, you could also hear the sighs of relief behind us from the family eagerly awaiting to see their little boy safe and sound.” "I don't see how he would have gotten in there," Greco said. "He probably smelled something." Jack was removed on a gurney and taken to a local animal clinic to be checked out. On Thursday, Jack was resting at home, and Greco said he plans to put up something that will prevent an animal from entering the culvert again. "I mean, he was stuck. A 14-year-old student at Anchor Bay High School in Fair Haven, Michigan was suspended and then faced expulsion after reporting a possible threat to the app OK2SAY.The teen's 10-day suspension ended on Monday night, with an expulsion hearing in front of the school board.  Dozens of supporters showed up with signs.The hearing lasted nearly six hours, with attorneys on both sides questioning school administrators, the school resource officer and the boy's parents. The ninth-grader used the app to anonymously report that he overheard someone saying they were going to shoot up the school. The FBI was able to identify the teen, according to attorney Calvin Luker who now represents the teen's family as they fight to stop the school board from expelling him. While Joseph McDonald, principal of Anchor Bay High School, said he cannot comment on a student's discipline, he said, in general, action can be taken against a student who knowingly reports false information. The teen has not been charged with any crime, and Saint Clair County Sheriff investigators say there was not enough evidence to obtain charges against the person who reportedly made the threat.Luker said the teen thought he was doing the right thing by reporting what he overheard, but instead of being praised for his bravery, the teen was suspended for ten days. The school board unanimously decided to dismiss the expulsion, but recommended law enforcement review the original threat.   1543
