SAN DIEGO (KGTV) -- The addition of 536 new homes on a former golf course in Rancho Penasquitos won't clog the one road leading out of the neighborhood in the event of an emergency evacuation, according to a new city study. The city released the environmental impact reporter for Lennar's Juniper proposal on Wednesday. Lennar is proposing to turn the languishing course behind the old Hotel Karlan on Penasquitos Drive into 536 housing units for senior citizens, including 81 affordable. The project also includes a nearly three acre public park, a three-mile trail. The environmental document analyzes impacts such as noise and traffic. It also looked at how the additional homes would impact evacuations in the northeast portion of Rancho Penasquitos, a neighborhood with only one road in and out. The document said there would be a less than significant impact on getting out fast for two reasons - first, a wildfire that starts in the Black Mountain Open Space park to the west would be blown away from the site by Santa Ana winds. Secondly, the site is not prone to wildfire because it is protected by developed terrain. "As part of the EIR, a fire risk analysis determined potential impacts related to wildfire hazards from implementation of the project would be less than significant and the project’s Wildland Fire Evacuation Plan demonstrates that timely evacuation of the site is feasible and would be improved by the additional roadway and emergency egress connections provided by the project," said city spokesman Anthony Santacroce. Additionally, plans call for adding a road into and out of the Juniper complex from Carmel Mountain Road, with emergency access. It would add a traffic light and roundabout to Penasquitos Drive, and improve an emergency access road on the opposite side of the neighborhood. Still, a group of residents is raising concerns that the Juniper project, combined with another potential 350 on the hotel site, would clog the one road leaving the area. Junaid Razvi, who heads the Penasquitos Northeast Action Group, noted Santa Ana winds are unpredictable and has had to evacuate three times in the last 15 years. "To put it mildly, I don't think we're getting the whole picture here," said Razvi. "We are not nimbys. I think the development has to be sensible terms of density, the access, ingress and egress points."Razvi's group said it plans to meet with Councilman Mark Kersey in the next few weeks to air their concerns. In a statement, the councilman said he understands where they are coming from. "Given our region's history, I understand and share residents' concerns about wildfire preparedness," he said. "Nothing is more important to me than public safety, especially when it comes to fire risk, and fire safety will be a primary concern when I evaluate any development proposal that comes before the City Council for approval."San Diegans have until April 6 to submit their comments on the EIR. 2957

SAN DIEGO (KGTV) - Sunset Hills Elementary school in Rancho Pe?asquitos has been honored for having the top-ranked School Safety Patrol in the city. The program is a partnership between San Diego Unified School District, Poway Unified School District, and the San Diego Police Department. Students participate by helping serve as crossing guards before and after school. Officer David Valdez, who oversees the team at Sunset Hills and four other schools, says the students learn leadership, community service, and volunteerism. "I have a lot of fun with them," Valdez told 10News. "It's great seeing them develop over the course of the school year."About 90 schools participate in the progam, encompassing 2,000 student volunteers. Each student is eligible to apply for the top honor of being designated as the "Colonel". This year, Sunset Hills student Maddie Smith won. "It's a great feeling," she said. "WHen you help a kid during something, even if it's just a small act, it makes you feel really good inside."Smith has ambitious goals. "I want to be the President when I grow up and I feel like this is a great way to lead me up to that. I will learn how to be a great leader, teamwork, a good citizen. I'll know how to help people." 1245

SAN DIEGO (KGTV) - The City of San Diego is close to completing a project that will protect a popular Ocean Beach walking path from erosion.People who live along Orchard Avenue say the pathway that goes along the coast has been falling apart in the past few years, as tidal surges wear away the concrete."It was falling apart. The sidewalk's coming up, you could have tripped," says Tony Nieves, who lives on the corner nearby. "It's nice to see something done about it."Over the winter, the City started construction on a 3,000 project to rebuild the walkway and add break rocks and rip rap to protect it. It's part of a bigger plan to revitalize staircases and walkways along the coast to improve beach access, which the city started working on in 2008.Rainy, windy weather delayed the Orchard Avenue part of the project, which was supposed to be completed by the start of spring. This past week, the city installed large, man-made rocks to the coast to break up waves. They also added green metal cages around them, leading people to fear they'll get so big they may block views."I come down here most nights that I'm not working, just to catch the sunset," says Brittany Hagedorn. "Living a block away makes it easy."In a statement, the City told 10News the boulders will get another layer of concrete above the cages and they hope to have the project completed before Memorial Day Weekend. In the meantime, people who live nearby will have to wait to use the path again. The full statement from the City of San Diego is below:"The man made boulders being constructed are part of the project to reconstruct the beach access walkway at Orchard Ave. The boulders are intended to protect the newly-installed sidewalk, because this section of sidewalk has previously been seriously damaged by tidal surges. After the cages are complete, the boulders will be covered in concrete so as to blend in with the surrounding rip rap. We expect that the boulders will be completed next week, weather permitting." 2011
