CORONADO (KGTV) — New rules go into effect on Thursday, August 16, restricting where people can and can't use e-cigarettes in Coronado.The City Council passed an ordinance on July 17 to make the popular devices subject to the same rules as regular cigarettes, banning their use in many public places.According to the new law, e-cigarettes will no longer be allowed in the following unenclosed areas:1. All public property including, but not limited to, streets, highways, alleys, rights-of-way, parkways, sidewalks, parking lots and pathways; 2. Outdoor public places; 3. Outdoor recreational areas; 4. Outdoor service areas; 5. Outdoor dining areas.An exception has been made for the Municipal Golf Course, where smoking is also allowed.Anyone caught breaking the new rule could be subject to a 0 fine. The city will put up new signs to let people know of the change.Language in the City Council proposition showed that city leaders feared vaping devices and the smoke from them could be dangerous to the public health. They also wanted to eliminate confusion by having different rules for different kinds of smoking.E-cigarette advocates say bans like these are counter-productive.The Consumer Advocates for Smoke-Free Alternatives Association sent a statement to 10News that reads, in part, "Smoking laws that include a ban on vaping send the inaccurate and misleading message that e-cigarettes are just as harmful as smoking. To date, there is no credible scientific evidence to support this claim. COCKEYSVILLE, Md — A unique program that partners retired thoroughbred racehorses with veterans to help combat PTSD is now adapting to help Maryland National Guardsmen who are responding to the COVID-19 pandemic."It's been rewarding every day. Just to see the smiles on the faces," employee Steve Mooney said.Mooney first got involved with Saratoga WarHorse 5 years ago, participating after he got back from a deployment in Afghanistan and suffered from PTSD and insomnia."It has help me cope with things a little different. Help me look at stress a little different," Mooney said.After going through the program in another state, Mooney helped start a branch at the Baltimore County Center for Agriculture in 2018."How many marriages did we save? How many people came off substance abuse?" Mooney said.He said the program changes lives with the connection veterans work to earn from horses."They're running around the pen trying to avoid you, and then as you interact with the horse, it comes to a point that the horse is gonna say, 'alright, I wanna be your friend now,'" Mooney said."You can see that moment when that horse and that vet decide to become friends, and there's a kind of like a handshake, and that's probably the coolest part of this whole program for me," volunteer Marc Junkerman said.An Army vet, Junkerman also decided to volunteer with the program after participating himself and feeling the change."I had to be mindful that whatever I was bringing into that ring had to positive. I had to put all the negativity down because otherwise, you're not going to get that connection with the horse. So, what's really cool is if you put that negativity down and then go in there and connect, you usually bring something better out," Junkerman said. "The flip side is, why would you then pick up something you put down? We will clean it up with the other stuff at the end of the day."Now, the program is adapting to help the thousands of Maryland National Guardsmen who dropped what they were doing to help the state through this pandemic."This is a completely different thing that none of us have dealt with in the past," Tech Sgt. Commercial construction is experiencing a huge downtown and has yet to recover since it dipped at the start of the pandemic. But in contrast, residential construction is experiencing historic demands.“It's been a remarkable year for housing,” said Robert Dietz, chief economist for the National Association of Home Builders.When the pandemic hit, no one was sure what the impact would be on housing.“People need larger homes; they need to fix up their existing homes and frankly there’s not enough inventory on the marketplace so builders are really busy right now,” Dietz said.So busy, in fact, that some are deciding to buy new homes rather than wait for their projected renovation to start. The NAHB is a trade association with 140,000 members who handle all facets of family construction.“We’re looking this year, we think single family construction will be up almost 10% and that will make it the best year for single-family home building since the Great Recession itself,” Dietz said.But that doesn't, by any means, put anyone in a "perfect" position.“There are headwinds on the horizon and the industry has faced a number of persistent challenges that have reduced housing affordability,” Dietz said. “Those would include the persistent lack of skilled labor, lack of lots in high-demand markets, and of course regulatory costs have been a persistent thorn in the side of the industry causing costs to be higher and pricing out home buyers out of the market.”When demand goes up, supply goes down. Lumber prices are at an all-time high. It's taking months for builders to get their materials and supplies, and people are finding themselves stuck.“It can be a frustrating marketplace because you have those historically low interest rates that you want to take advantage of, you’re looking for more space given the changes to telework and all the factors that have changed as a result of the virus but there’s not the inventory there to meet the demand in front of the industry,” said Dietz.Ken Simonson, chief economist for the Associated General Contractors of America, was asked whether some are considering moving into the residential sector because it's doing so much better than the commercial side. He said, "Home building is really a different market."Simonson said the contractors in his organization do “apartment buildings, every type of non-residential building, infrastructure, highways, water and sewer systems, power plants and so forth.” He said contractors across the national saw an initial rebound, but it's been on a steady decline since the spring.“Non-residential construction, there’s a lot of doubt about whether there’s going to be demand for more stores or offices and whether owners whether they’re private or universities or state and local governments have the money to pay for them,” Simonson said.He says it's different in every state and region. Some niche industries are doing okay, like data centers, and the fields of medical device and health care. But most industries, like hotel and retail, for instance, have just about disappeared.“I have to say I’m pessimistic the construction industry is going to lag the overall economy,” Simonson said. “There are hopeful signs about the economy being able to pick up speed in 2021 if enough people get vaccinated and the vaccine proves to be effective.”Construction tends to take a while to bounce back.
