SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors. In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said. The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov. Gavin Newsom announced restrictions on indoor operations across the state as coronavirus cases surged in California.Earlier this month, Faulconer signed an executive order that allowed restaurants within the city to move their operations outside.Notable parts of that order included allowing restaurants to establish sidewalk cafes and use private parking lots for dining. 1503

SAN DIEGO (KGTV) -- Rideshare drivers all over California are on strike protesting recent pay cuts by both Uber and Lyft. A small but vocal group of the drivers gathered at the San Diego airport Monday morning, opting to take part in a statewide protest against the companies they say are taking money out of their pockets. Recently, Uber announced it would be cutting drivers wage from 80 cents per mile to 60 cents. Workers say that’s on top of other cuts they’ve dealt with over the years. Drivers who spoke with 10News say other states like New York require companies to pay a minimum rate of more than per hour. Uber and Lyft both issued statements after the protest.Uber said in part, “…we're introducing a new Quest promotion feature, while also changing the per minute, per mile and minimum fare rates. These changes will make rates comparable to where they were in September."Lyft told 10News: "We are always open to conversations around how we can make Lyft better for drivers, but what we hear from the majority is that this is a flexible option that works for them." 1090

SAN DIEGO (KGTV) -- San Diego Police and National City firefighters used “scare tactics” this Halloween with elaborate haunted stations, touted as safer alternatives to traditional trick-or-treating on dark streets. The Southeastern Division police station building on Skyline Drive was transformed into a walk-though “haunted station," with room after room of zombies, creepy clowns and ghouls, some played by department employees in costume.“It’s all in good fun, for the kids to save a safe place to go, to get a little scared but in a safe environment,” San Diego Police Chief Shelley Zimmerman said before she took a tour of the haunts.Joseph Lemon, Jr. does not let his 11-year-old daughter Ananda do traditional trick-or-treating.“It’s not as safe as it used to be, and you have to go and x-ray the candy and all of that," Lemon, Jr. said. "Now many of the churches and the police department put on events like this that are safer.”  They also had candy and entertainment in the parking lot. Zimmerman said about 500 families tour the haunted station each year.In National City, the training tower at Fire Station #34 on East 16th Street became “Tower of Terror” for the tenth year in a row.Hundreds of people lined up throughout the night to walk through the maze of haunted rooms and be scared by ghouls, played by students from Sweetwater High School and firefighters. They also had candy, a costume contest, a bounce house and less-scary games for the little ones.National City Police say just after 8:30 p.m. several juvenile males threw eggs at the event. No one was hit and there was no damage to any property. Five of the juveniles were detained and later released to their parents. 1712
