SAN DIEGO (CNS) - The city of San Diego announced a partnership with county officials Monday to address staffing and capacity concerns for a program that assists frequent 911 callers and reduces the strain on the county's emergency response centers.The San Diego Fire-Rescue Department's Resource Access Program launched as a pilot program in 2008 and has both contracted and expanded since.The program connects frequent 911 callers, many of whom deal with homelessness, mental illness, substance abuse and other medical issues, to local health and housing services.According to the city, roughly 90% of people in the RAP who call 911 more than 30 times annually are homeless. Although the program's members make up fewer than 1% of the city's population, they generate roughly 20% of its 911 calls.``Using a data-driven approach, we are identifying those San Diegans who need specialized care and connecting them with the help they need so they don't have to call 911,'' Faulconer said. ``It's a shining example of how the city and county can work together to find solutions to our region's mental health crisis.''The program reduced its size in 2017 due to a lack of funding, according to the city. As a result, the number of patients with more than 50 911 calls per year increased from one in 2016 to 26 in 2018. Last month, the program added six new positions as the city and county aim to restore its effectiveness to a level similar to earlier in the decade.``Our region needs action tackling the challenges of providing mental health services and this city-county collaboration is critical to helping meet that need,'' Fletcher said. ``Teams of trained medical and mental health professionals from the county and city through the Resource Access Program can quickly take action to help people experiencing a behavioral health emergency. SAN DIEGO (CNS) - San Diego lifeguards reported that although about 155,000 beachgoers hit San Diego beaches Saturday and Sunday, the number of rescues and medical assists made by lifeguards was not excessive going into the third day of the Labor Day weekend.``On Saturday there were about 120,000 people on the beaches, and on Sunday there were about 135,000 people,'' said San Diego Lifeguard Lt. Andy Lerum. ``We did about 2,000 preventative acts each day.'' Lerum said the number of rescues made both days was relatively light.`We made 15 rescues on Saturday, and 42 rescues on Sunday, mostly because the ocean has been pretty calm,'' he said. `We had more medical aids, 40 on Saturday and 35 on Sunday. We're going to probably have more than that for Labor Day, but the final figures are not yet in.''`The bulk of what we've been doing on the beaches has been taking care of sick and injured people,'' said Lerum. ''We also had a flurry of kayak rescues, About five kayaks tipped over into the ocean. We rescued those kayaks. Everybody is fine.''There was lots of boating activity over the holiday weekend.Lerum said a person fell from either Ocean Beach Pier or the seawall there about 5:30 p.m. on Labor Day. The extent of the injuries was not immediately known.``We had a ton of boating incidents on Mission Bay,'' said Lerum.``That's a big part of what we do. It was a spectacular Labor Day weekend. SAN DIEGO (CNS) - San Diego County Supervisor Nathan Fletcher joined local Black leaders Friday to announce a three-pronged "Racial Justice and Law Enforcement Realignment Policy Package" which the Board of Supervisors will consider Tuesday.The three policies in the package involve strengthening the Citizen's Law Enforcement Review Board's authority and independence, opening an Office of Equity and Racial Justice for San Diego County and launching Mobile Crisis Response Teams that uses clinicians instead of law enforcement for mental health and homeless services.Paving Great Futures, ACLU of San Diego and Imperial Counties, Urban League of San Diego County, the Racial Justice Coalition of San Diego, BAPAC, SD for Justice Coalition, Pillars of the Community, the Black Chamber and Voice of Youth all offered input on the package, which seeks to "create more transparency and start to change the systemic and structural racism that has caused pain and harm to generations of Black people," according to a statement from Fletcher's office."The organizations and activists we worked with have been fighting to save Black lives, and advocating for these changes for a long time. Now is the time for real change," Fletcher said. "These proposals are initial steps in a series of system and culture changes that needs to occur for there to be true equity in treatment by law enforcement and other injustices felt by minority populations in our community."Fletcher launched a petition drive to support the policy package, and was joined at a news conference on the steps of the County Administration Center by Buki Domingos, founder of Racial Justice Coalition of San Diego; Ellen Nash, chair of the board of Black American Political Association of California; Khalid Alexander, president and founder of Pillars of the Community; and Maresa Talbert, co-chair of San Diegans for Justice.Community leaders offered words of encouragement for the policies."The Urban League of San Diego County Supports these reforms brought forward by Supervisor Nathan Fletcher to bring much needed racial justice reform and law enforcement oversight to the people of San Diego," said Al Abdallah, chief operating officer, Urban League of San Diego County.Fletcher's office outlined some of the direct policies the package would take if passed as designed.To strengthen the Citizen's Law Enforcement Review Board, the package said independence from the County Sheriff would be needed, as well as independent authority to investigate use-of-weapons and use-of-force claims.For the Office of Equity and Racial Justice, Fletcher said the county would have to involve communities of color to set policy and budget priorities, secure and administer restorative justice programs and "dismantle systemic barriers that present obstacles based on race."Last, for the Mobile Crisis Response Teams, the county would need to set up a help line, launch an outreach campaign and dedicate million annually of the county's Health and Human Services Agency budget toward the teams.The County Board of Supervisors will consider the policy proposals at its regular meeting at 9 a.m. Tuesday. 3167

SAN DIEGO (CNS) - San Diego County arson investigators were called to the scene of a commercial structure fire today in Spring Valley, authorities said.The fire began at 8:02 a.m. at a structure in the 300 block of Elkelton Place, the San Diego County Sheriff's Department reported.The fire was put out by San Miguel Fire District firefighters shortly afterward. The fire was isolated to the commercial structure, sheriff's officials said.No injuries were reported. Roads were closed at Paradise Valley Road and Elkelton Place, as well as Paradise Valley Road and Worthington Street, officials said. 607

SAN DIEGO (CNS) - Seven influenza-related deaths were confirmed last week in San Diego County, bringing the number of fatalities so far this flu season to 57, compared to 30 at this time last year, the Health and Human Services Agency reported Wednesday.The ages of the patients ranged from 60 to 89, and all had underlying medical conditions, according to the HHSA.The total number of cases dropped for the third week in a row. The county logged 1,548 cases last week, compared to 1,689 the week before."While influenza cases have continued to decline, flu activity is still widespread in the region," said Dr. Wilma Wooten, the county's public health officer. "People should continue getting vaccinated and taking other preventive measures to avoid getting sick."The seasonal total of influenza cases is now 15,097. Last flu season saw 4,414 by this time and 9,655 in total.County health officials are encouraging people who are sick to first contact their health care provider by telephone or arrange an urgent appointment, but to go to an emergency department if they have any of the following symptoms:-- difficulty breathing or shortness of breath;-- chest pain or abdominal pain;-- sudden dizziness;-- confusion;-- severe or persistent vomiting; or-- flu-like symptoms that appear to get better, but then return with a fever and worse cough.County health officials and the U.S. Centers for Disease Control and Prevention strongly advise the annual flu vaccination for everyone 6 months and older, especially in demographics with a heightened risk of serious complications, such as pregnant women, people with chronic medical conditions like asthma, diabetes and lung disease, and people age 65 or older.Residents can take precautions against contracting the virus by frequent hand washing, cleaning commonly touched surfaces, avoiding contact with sick people, and avoiding touching your eyes, nose, and mouth.The flu vaccine is available at local doctors' offices, retail pharmacies and the county's public health centers.
