VISTA, Calif. (KGTV) - The Vista Unified School District's school board on Tuesday passed new rules for its middle and high schools seeing cases of COVID-19In a special meeting, the school board discussed a staffing issue that’s occurred since reopening for in-person learning last week.There have been at least four confirmed COVID-19 cases within the district. As a result, teachers are being quarantined and school officials say they’re having difficulty finding substitute teachers to fill in.The board unanimously approved a plan that would allow in-person learning to continue as the district addresses the staffing issue. The plan is to use a threshold system to close down some of its middle schools and high schools with positive COVID-19 cases.The details have yet to be hashed out, but in principle, the district's board agreed the new rules would be:-- If one school has two positive cases in a specific time, the whole school would have to switch to virtual learning for 14 days-- If three secondary schools see one case each within a certain period, all three would have to go virtual for two weeksMission Vista High School already has two positive COVID-19 cases, so the district plans to close the school on Thursday and transition students and staff to virtual learning. They plan to notify families and faculty on Wednesday.The new threshold system does not apply to elementary schools.There is one reported case each at Roosevelt Middle Schoo, Alamosa Park Elementary School, Mission Meadows Elementary, and Alta Vista High.In light of the positive cases, at least 400 students and nearly two dozen staff members have been ordered to quarantine. 1672

VIRGINIA BEACH, Va. - Between the hustle and bustle of serving hungry customers at Commune in Virginia Beach, you'll find small pops of beauty.That beauty took a new form on Friday when Dan Pew walked through the doors.He was visiting from Ohio with his fiance and said he wanted to spread love and positivity during his time in the Resort City.A few days before vacation, he was scrolling through the social media platform Tik Tok when he came across posts about the Venmo Challenge.It encourages people to give back to their community."You ask your social media followers - [it can be] your friends, your family, or businesses or anybody and you say 'hey if you want to donate through Venmo Challenge tag 'the awesome human being' or 'for the food service worker' and then you donate and then you surprise a food service worker with a tip," Pew said.Pew was inspired by the videos of people surprising waiters and waitresses, so he took the plea to his followers on social media.In a message he said, "We're going to Virginia Beach for vacation this week and we want to surprise a food service worker with a huge tip."After putting the challenge out there, the internet got to work. Pew racked up hundreds of dollars in his Venmo account in just a few days.Then on Friday, after being helped by Aubrey Seykerbuyk at Commune, Pew pulled out 0.Seykerbuyk recalled the moment that made her jaw drop to the ground, "He had like a wad of cash and started counting it out in front of me and I honestly didn't know like what was happening. I didn't know if it was like a social experiment to see if I would take it or not."It was no experiment. The young waitress was nearly brought to tears.She said the act of kindness couldn't have come at a better time. "My vision has been clouded by so much negativity just by everything going on recently and that little glimmer of kindness that I received yesterday was just enough to remind me that there is still good people, there are still good people in this world and we need more of them."Even better, the other servers got a piece of the pie.Chelsey Miller is the front house manager at Commune who was working when the surprise took place."We all tip share so it kinda went to all of us and they didn't even realize that was going to be the case either so it was really awesome," she said. Walt Disney World has announced that the 2020 'Mickey’s Not-So-Scary Halloween Party' at Magic Kingdom is canceled amid coronavirus concerns.Poor Jack Skellington, but at least there's Christmas, right? Well, maybe.Looking even further ahead, Disney said they are monitoring conditions for 'Mickey’s Very Merry Christmas Party' and the 'EPCOT International Festival of the Holidays,' including the Candlelight Procession. A decision on those events will be made later.Disney hopes to open the Magic Kingdom and Animal Kingdom parks on July 11, followed by Hollywood Studios and Epcot on July 15, but with new safety guidelines and limited crowds.The theme park will require employees and guests to wear masks and get temperature checks at park entrances.In order to keep capacity down, guests will need to make a reservation for park entry in advance. Walmart and Target are being sued for allegedly selling toys with lead levels up to 10 times more than the federal limit of 100 parts per million, New York Attorney General Barbara D. Underwood announced on Thursday. According to a statement released by Underwood's office, the AG's office was able to find Cra-Z-Jewelz jewelry-making kits from stores. The kits allegedly contained lead at levels of 120 to 980 parts per million. The Attorney General's office had further independent testing done to confirm the results. The toy's maker, LaRose Industries, which is also a plaintiff in the New York lawsuit, issued a national recall. Underwood's office is accusing Walmart, Target and LaRose of "repeated illegality and fraud under New York State law by committing thousands of violations of state law prohibitions on importing, distributing, and selling hazardous toys; deceiving consumers; and false advertising."Underwood's office is seeking civil penalties of  to ,000 for each Cra-Z-Jewelz kit the companies sought to sell in the state.“No parent should have to worry that their child’s toy may be toxic. As we allege, these companies imported and sold toys with dangerous levels of toxic lead – jeopardizing the health of New York’s children and breaking the law,” Underwood said in a statement. “Our lawsuit seeks to hold these companies accountable for the failures that allowed lead-contaminated toys on store shelves, while forcing them to take responsibility for the safety of the products they sell.”The suit also seeks to force the companies to adhere to higher quality control standards to prevent toys with high lead levels from being purchased. The CDC says that lead in children's blood has been shown to affect IQ, ability to pay attention, and academic achievement.
