SAN DIEGO (KGTV)- While indoor dining at restaurants across San Diego County will be banned for at least three weeks starting Tuesday, outdoor dining can continue.Outdoor dining will be permitted until 10 p.m. and take out, delivery and drive-thru are still allowed.San Diego landed on California’s watchlist as COVID-19 cases continue to rise, prompting the latest restrictions.Museums, movie theaters, cardrooms, and family entertainment centers must also restrict indoor activities.Poway Mayor Steve Vaus hopes to make the situation a little easier to manage for Poway restaurant owners.RELATED: San Diego to close some businesses as COVID-19 cases spike“With the state and the county restricting indoor dining for three weeks, I wanted to make sure to provide a lifeline,” he said. “We could buy some picnic tables, put them in parking lots and adjacent areas as long as they need them, and then we can repurpose them in the parks.”His proposal will head to Poway city council for approval on Tuesday night.“I suspect that the council is going to approve this unanimously,” he said.Vaus said the tables would be paid for through the CARES Act, and business owners would not have to pay a fee to use them.“Absolutely free,” he said. “We’re trying to make life easier. We have removed any restrictions; they don’t have to get a permit or anything.”San Diego Mayor Kevin Faulconer also plans to sign an emergency executive order to provide relief for restaurant owners.“The City is finalizing a new ordinance for Council approval that will cut fees and streamline permits to make it easier for businesses to operate outdoors,” said Mayor Faulconer in a statement to ABC 10News.RELATED: San Diego County added to California's 'monitoring list,' certain businesses told to shut down“Given that the state’s new shutdown order has an immediate impact on local businesses, on Tuesday, I’ll be signing an emergency Executive Order that will waive regulatory requirements and help restaurants expand their service outdoors, increasing physical distance between employees and customers.”Meanwhile, business owners across the county are doing what they can to stay afloat.“We’ve been thinking what we could do, and we are ready to open for outdoor dining and give it our best shot,” said Suzan Meleka, owner of Charlie’s Family Restaurant in Escondido.Meleka said she would be using her outdoor patio area and potentially adding more tables and shading in the parking lot.“Currently there’s four, and we are going to add more, and they will be six feet apart for sure,” she said.While outdoor seating hasn’t been the most ideal for some restaurants, it has proven to be successful in many beach communities.“At our venues, I think it’s been really good outdoors,” said Steve Thomas, General Manager at Belmont Park.Cannonball Sushi and Beach House Bar & Grill already operate outside, but changes will be made at Draft South Mission to expand outdoor seating in hopes of keeping the restaurant entirely in business.“We just moved some more tables around, expanded the outdoor seating, and we’re going to pivot to make sure that we can still have Draft fully opened with the outdoor section,” he said. 3204

SAN DIEGO (KGTV): The San Diego Zoo got quite a surprise this week when one of its Siamang Apes gave birth.It was a surprise because zoo officials had no idea the mother, Eloise, was pregnant.The zoo confirmed the birth to 10News, saying Eloise had been on birth control.The baby was born Monday morning.SDSU student Francelia Amaya was there shortly after the birth. She has been observing the Siamang apes for the past few months as part of a project for her Anthropology class.Amaya says Eloise had been acting oddly that morning."She was really uncomfortable," says Amaya. "She was trying to find the right position. There were a lot of odd behaviors."Amaya got a few pictures and cell phone video of Eloise holding the new baby and swinging around the ape enclosure with the newborn in her arms.Eloise and the baby were taken out of the exhibit shortly after the birth, as was the father. All three are in observation right now.According to the zoo's website, Eloise is "is the best mom a young siamang could hope to have. She's had lots of practice, having given birth to seven youngsters over the years."The zoo says Siamangs are one of a few primate species that form permanent pairs. Eloise and the father, Unkie, have been together since 1987.There's no word from the zoo about how long they'll be kept out of the public eye. 1353

SAN DIEGO, Calif. (KGTV) - UC San Diego is a pilot school for an exposure notification system that alerts users if they’ve come in contact with someone who tests positive for COVID-19. It’s a partnership with the state of California and officially launched on campus Thursday.The system uses smartphone technology to anonymously tell people they may have been exposed. It does not track locations and is completely anonymous. It starts working when a person downloads the system on their phone and enables notifications. It then records proximity to other devices that also have the program downloaded. If two phones come in contact with each other for more than about 15 minutes and are closer than around six feet, it takes note of that. Then, if a person tests positive later, they can go in the program and click a button saying they tested positive, and their system sifts through all the devices that previously had extended exposure, sending those users alerts about the possible exposure.Doctor Christopher Longhurst, Chief Information Officer and Associate Chief Medical Officer for UCSD Health said the biggest factor that will impact effectiveness is the number of users.“We’d like to see 75% of that community or more adopting. Modeling done by Oxford and other universities has shown that if we can get over 50% adoption in a population, you can actually help to end outbreaks,” said Doctor Longhurst.As of Friday, about one day into the official launch, the school said 7,985 people had signed up. SAN DIEGO (KGTV) - Patients were reunited with the men and women who care for them on Saturday at The Heart Institute at Rady Children's Hospital-San Diego. The event marked the 34th annual Heart Party. Hundreds of young heart patients and their families showed up for games, gifts and fun. Upstairs, doctors and nurses were caring for a couple newborns who had received heart transplants. For one baby to receive a heart, another has to give it. At just four months old, Zoey has taken part in the Lifesharing program.  553

A new study by GasBuddy claims the Golden State also has some of the most aggressive drivers.According to the study, California ranks number one for most aggressive drivers followed by Connecticut and Georgia.The study claims those aggressive habits are also costing Californians cold hard cash. GasBuddy reported aggressive driving habits costs an additional 7 per year in fuel.The habits include hard braking, speeding and rapid acceleration.Further findings indicate that the more heavily populated the city, the more motorists drive aggressively.Check out the chart below:  709
