BEIJING, Feb. 18 (Xinhua) -- In the next five years, China will further expand the coverage of its basic medical insurance system and ease the cost of medical services, Health Minister Chen Zhu said Friday.Chen made the remarks while addressing a meeting for the reform of the health care system. The medical expenditure that shouldered by individuals had been cut to 38.2 percent of China's annual overall spending on medical services in 2009, down from 60 percent in 2001, thanks to increasing government funding support for the measure, said Chen.He said the country is striving to bring down the ratio to below 30 percent by the end of the country's 12th five-year plan period (2011-2015).China is steadily pushing towards the implementation of a basic medicine system which aims to ensure affordable access to essential drugs for patients, Chen said.In the areas already covered by basic medicine system, the average price of basic medicine has dropped by around 30 percent, Chen added. He said that the reform of government-run hospitals, which is key to ensure that the masses gain universal access to basic health care services, must be undertaken. In 2011, more measures will be made to restructure the distribution of public hospitals, reform government-run traditional Chinese medical institutions and support building and developing hospitals in county-level regions, Chen said.

BEIJING, May 5 (Xinhua) -- A Chinese official has vowed to take every possible measure to ensure food safety in the country, saying the government has decided to launch national overhauls this year on sectors including milk products, cooking oil, health foods, meat and alcohol.Zhang Yong, director of the executive office of the food safety commission under the State Council, or Cabinet, said in an interview with Xinhua that the food and drinks in these five sectors are consumed in enormous quantities each day and they will do great harm and have an extensive social impact if a problem arises.Through special campaigns to overhaul these five sectors and by solving the most prominent problems, the government aims to accumulate experiences and create administrative systems in a bid to prevent food safety incidents and raise the overall level of food safety, Zhang said. The central government initiated a prolonged and stringent fight against the illegal use of additives in food last month, detailing measures to intensify supervision, upgrade safety limits, and increase penalties for violators.Vice Premier Li Keqiang warned of the great harm from illegal additives in food at a high-profile national meeting last month, promising a "firm attitude, iron-hand measures and more efforts" in dealing with the problem.Zhang Yong admitted "China is in a period when food safety incidents are likely to arise" since the country's food industry is on a fast track for development and a large number of food producers and catering operators are running their businesses in a small-scale or scattered way."It makes it more difficult for the government departments to conduct supervision on food quality and safety," Zhang said."We will take every possible measure to consolidate the feeble foundation to ensure food safety and curb food safety incidents as soon as possible," he said.According to Zhang, the government will also make efforts to improve supervision and emergency handling capabilities, raise the credibility and personnel quality of the involved enterprises, and severely punish violators. The Chinese government made the moves after a series of food safety scandals emerged despite the authorities' efforts to revamp the country's food industry. They included steamed buns dyed with unidentified chemicals, the use of "lean meat powder", also known as clenbuterol, a kind of fat-burning drug, as well as the use of illegal cooking oil known as "gutter oil."

BEIJING, March 28 (Xinhuanet) -- Google Inc. is working with MasterCard Inc. and Citigroup Inc to develop a technology that could make mobile payments, according to media reports Monday. The new technology named "Nexus S Android" is embedded in Android mobile devices and allows customers to make purchases by waving their smartphones in front of a small reader at the checkout counter.Credit-card reader producer VeriFone Systems Inc, also involved in the new payment service, is developing contact-less devices that could allow people to pay with a wave or tap of credit card or a tap of smartphone. To use the service, holders of Citigroup-issued debit and credit cards must activate a mobile-payment application developed for one current model of Android phones. More models will be coming as the technology advances.Besides mobile payment, consumers would also be able to get targeted ads or discount offers, manage credit-card accounts and track spending through an application on their smartphones.Due to the deliberate design of the technology, customers have no need to worry about the security of their payment information. Nick Holland, a mobile-transactions analyst at Yankee Group, said the new technology is more sophisticated than credit cards with a magnetic stripe. With the coming service, Google is aiming to boost its advertising business by offering retailers more data about their customers and help them target ads and discount offers to mobile-device users near their stores. An insider told that Google was not expected to get a cut of the transaction fees. The service is expected to be released this year. Once released, it will broaden the uses of smartphones for everyday activities—from chatting to emailing to shopping.

BEIJING, Jan. 22 (Xinhua) -- Beijing is ready to kick off its first ever car license plates lottery, to be broadcast live both on TV and over the Internet on Jan. 26, said officials with the allotment office Saturday.A total of 17,600 car license plates will be allocated to qualified individual applicants through the lottery, in keeping with the principles of openness, fairness and equity, according to the office.Validation for the first batch of 210,178 individual applicants has been completed, and the office will make public the results, as well as lottery time and rules, on Tuesday.Applicants can check out the validation information at bjhjyd.gov.cn.The first group of car license plates for institution and company applicants will also be allocated through the lottery on the same day.The Beijing municipal government put in place the lottery mechanism at the end of last year in an effort to curb the capital city's fast growth of automobiles, which resulted in worsening traffic jams. The new mechanism seeks to reduce new car registrations by allowing only 240,000 in 2011, or about one-third of new cars registered in 2010.Data from the Beijing Municipal Commission of Transport (BMCT) shows there were only 78,000 cars in Beijing in 1978 and 200,000 in 1985.However, the number of cars soared after the country entered the 21st century amid fast economic growth and urbanization.Within 13 years, the number of cars in Beijing more than quadrupled to 4.76 million in 2010 from 1 million in 1997, according to the BMCT.
