SAN DIEGO (CNS) - The San Diego City Council's Active Transportation and Infrastructure Committee unanimously voted today to send a set of regulations on dockless electric scooters and bicycles to the full council.Should the full council vote in favor of the regulations, scooter riders would be banned from parking scooters and bicycles in hospital and school zones, beach area boardwalks, the perimeter of Petco Park and the north and south legs of the Embarcadero. Riders and scooter company employees would also only be able to park scooters in groups of four in designated areas on the street, with at least 40 feet between groups. Scooter speeds, currently a maximum of 15 mph, would be slowed to 8 mph in high-traffic areas like Spanish Landing, Petco Park and Balboa Park, and 3 mph on the Embarcadero and the Martin Luther King Jr. Promenade. Scooter companies would use geofencing technology to limit parking abilities and speeds in specific areas, technology that Bird already uses in areas like the Santa Monica Beach Bike Path.The city would also require scooter companies to apply for a six-month operational permit with a to-be-determined fee and pay 0 per scooter or bike each year. Scooter companies could only renew permits in January or June, bike each year. SAN DIEGO (CNS) - The San Diego City Council unanimously voted Monday to amend the Mission Bay Park Master Plan to add a large fenced-in, off-leash dog park to the southwest corner of Fiesta Island. The council considered two options to update Fiesta Island's southwest section, which is partially undeveloped. The plan dubbed ``option A'' would have reserved much of the area for a smaller fenced-in, off-leash dog park while also including a launching area for non-motorized boats, a road extension through the park and a dedicated swimming beach. Option B, which the council chose to adopt, will allocate almost all of the southwest area as a fenced-in dog park with adjacent parking spaces and walking trails surrounding it. The dog park, parking and walking trails will span roughly 470 acres, according to the city. City officials developed the amendment options to the Mission Bay Park Master Plan for roughly two years. The vast majority of public speakers at the council meeting voiced their support for option B, arguing it will preserve existing habitats and serve as the only off-leash dog area in Mission Bay Park. ``I'm a strong supporter of everything we can do to keep Fiesta Island in its most natural form,'' said City Councilwoman Jennifer Campbell. ``Preservation of open space is so very, very important.'' In addition to support for the dog park, option B's supporters argued it would cost less than option A because the city would not have to make significant modifications to the area such as adding a paved road through the park. City Councilman Scott Sherman suggested the city should look into designating the South Shores boat launching area as a launching port for non- motorized boats as well in an effort to appease non-motorized boat owners. South Shores, located across the bay from the south end of Fiesta Island, is used sparingly by boat and watercraft owners and includes all of the amenities that option A would have added to Fiesta Island. City officials told Sherman they would start the process to modify South Shores' usage. ``South Shores is incredibly underutilized and we spent a whole bunch of money building that thing in the first place,'' Sherman said. ``It would be really nice to see more utilization of that spot.'' 2275

  

SAN DIEGO (CNS) - San Diego County Supervisor Nathan Fletcher joined local Black leaders Friday to announce a three-pronged "Racial Justice and Law Enforcement Realignment Policy Package" which the Board of Supervisors will consider Tuesday.The three policies in the package involve strengthening the Citizen's Law Enforcement Review Board's authority and independence, opening an Office of Equity and Racial Justice for San Diego County and launching Mobile Crisis Response Teams that uses clinicians instead of law enforcement for mental health and homeless services.Paving Great Futures, ACLU of San Diego and Imperial Counties, Urban League of San Diego County, the Racial Justice Coalition of San Diego, BAPAC, SD for Justice Coalition, Pillars of the Community, the Black Chamber and Voice of Youth all offered input on the package, which seeks to "create more transparency and start to change the systemic and structural racism that has caused pain and harm to generations of Black people," according to a statement from Fletcher's office."The organizations and activists we worked with have been fighting to save Black lives, and advocating for these changes for a long time. Now is the time for real change," Fletcher said. "These proposals are initial steps in a series of system and culture changes that needs to occur for there to be true equity in treatment by law enforcement and other injustices felt by minority populations in our community."Fletcher launched a petition drive to support the policy package, and was joined at a news conference on the steps of the County Administration Center by Buki Domingos, founder of Racial Justice Coalition of San Diego; Ellen Nash, chair of the board of Black American Political Association of California; Khalid Alexander, president and founder of Pillars of the Community; and Maresa Talbert, co-chair of San Diegans for Justice.Community leaders offered words of encouragement for the policies."The Urban League of San Diego County Supports these reforms brought forward by Supervisor Nathan Fletcher to bring much needed racial justice reform and law enforcement oversight to the people of San Diego," said Al Abdallah, chief operating officer, Urban League of San Diego County.Fletcher's office outlined some of the direct policies the package would take if passed as designed.To strengthen the Citizen's Law Enforcement Review Board, the package said independence from the County Sheriff would be needed, as well as independent authority to investigate use-of-weapons and use-of-force claims.For the Office of Equity and Racial Justice, Fletcher said the county would have to involve communities of color to set policy and budget priorities, secure and administer restorative justice programs and "dismantle systemic barriers that present obstacles based on race."Last, for the Mobile Crisis Response Teams, the county would need to set up a help line, launch an outreach campaign and dedicate million annually of the county's Health and Human Services Agency budget toward the teams.The County Board of Supervisors will consider the policy proposals at its regular meeting at 9 a.m. Tuesday. 3167

  

SAN DIEGO (CNS) - San Diego State University will not begin any of its fall sports earlier than Sept. 26 due to the ongoing pandemic, the university's athletics department announced Thursday.This follows guidance from the Mountain West Conference Board of Directors, which decided Wednesday to adjust conference team schedules to allow additional monitoring of ongoing COVID-19 developments and adjustments to keep student-athletes safe.The SDSU Aztecs football team will shrink its schedule to 10 games and most other fall sports will only play conference opponents."The Mountain West athletic directors and the conference office worked hard to develop a game plan for fall sports that will allow student- athletes to have a great experience and take in to account their health and well-being," said SDSU Director of Athletics John David Wicker. "Starting the season later allows us the opportunity to learn from professional sports and other conferences and continue to develop the best protocols possible to ensure the safest return to play model possible."The conference and school schedules align with the NCAA Board of Governors' directions, also released this week. The fall season will also continue to be evaluated in the context of the virus on campuses and within communities, and will be subject to directives from local, state and federal leaders."Should further modifications become necessary, including delay or cancellation of competition, the MW Board of Directors is prepared to do so," a conference statement said.The football team, coming off a 9-3 season including a blowout bowl win against Central Michigan, is also dealing with a new but familiar head coach.Head Coach Brady Hoke coached the Aztecs for the 2009 and 2010 seasons. He took over for Rocky Long in the offseason."It is exciting to get some positive news about a football season, but the safety and health is the first thing," Hoke said in a statement. "It gives us an opportunity to make sure our protocols are in place for the safety and health of the student-athletes, the staff, the athletic trainers and everyone associated with the program. We will continue to be smart as coaches and players on how we proceed."The SDSU cross country team is still awaiting an evaluation of its schedule. The men's soccer team -- which competes in the Pac-12 -- will compete in conference-only play, as will the women's soccer and volleyball teams, which both compete in the Mountain West.All Aztec fall competition in the sports of men's and women's golf, men's and women's tennis, swimming and diving, indoor track and field, softball and baseball have been canceled."The health and well-being of our students, student-athletes, coaches, staff and overall communities remain the first and foremost priority," said Mary Papazian, president at San Jose State University and chair of the Mountain West board. "The modified fall structure supports the measures being taken by each of our institutions to ensure responsible return to play.
