BEIJING, Oct. 7 (Xinhua) -- Leaders of China's top political advisory body met on Tuesday to call for ideas on rural development and reform.     The Standing Committee of the 11th Chinese People's Political Consultative Conference (CPPCC) National Committee will hold its third meeting in mid October. Its major topic is rural development and reform, according to a statement issued after a meeting of CPPCC National Committee chairman and vice chairpersons presided over by Chairman Jia Qinglin.     Senior Communist Party of China (CPC) members will meet from Oct. 9 to 12 in Beijing to discuss major issues about promoting reform and development in the rural areas at the third Plenary Session of the 17th CPC Central Committee.     Political advisors are expected to discuss the guidelines reached at the Party session, the statement said. "We shall present research findings our political advisors made about rural development and try our best to put forward as many good proposals as possible to the Party."     At Tuesday's meeting, Jia called on political advisors to take an active part in a nationwide campaign to learn and implement the Scientific Outlook on Development.     The campaign aims to push Party members, especially leading Party members and government officials, to learn how to implement the Scientific Outlook on Development and carry it out effectively.     Political advisors should think about how to implement it in the CPPCC's work to improve its supervision on the ruling Party and participation in state affairs, Jia said.

BEIJING, Sept. 27 (Xinhua) -- The spacewalk performed by Chinese taikonauts Zhai Zhigang Saturday afternoon marks a major breakthrough in China's space program, Chinese President Hu Jintao said.     Hu talked with the trio taikonauts at the Beijing Aerospace Control Center for the Shenzhou-7 mission at 6:35 p.m. Saturday, when he inquired the physical conditions of the three taikonauts.     "Your country and your fellow citizens thank you for your devotion to the space program," he said.     He congratulated the trio over the success of the spacewalk, and encouraged them to continue the efforts for a "complete success.     Zhai Zhigang was assisted during the spacewalk by Liu Boming in the orbit module. China is the third country in the world to accomplish the feat after the United States and Russia. "How did you feel like in space?", President Hu asks spacewalker    Chinese President Hu Jintao asked Chinese taikonauts what it was like walking in space in a conversation with them after the trio successfully realized the country's first-ever space walk on Saturday.     "How did you feel like in space after exiting the module?" asked smiling Hu, who was talking on a phone that connected him at the Beijing Aerospace Control Center (BACC) with astronauts on the spacecraft Shenzhou-7.     "I felt superb," answered Zhai Zhigang, who carried out about 25 minutes of extra-vehicular activity (EVA) about 343 km above the earth after floating out of the Shenzhou-7 cabin on Saturday afternoon.     "The process of taking on the Feitian spacesuit went smooth," said Zhai, looking confident and radiant on the screen at the BACC. "In the vast space, I felt proud of our motherland."      Hu congratulated the astronauts on the successful feat and encouraged them to carry on efforts to fulfill the mission.     "The thing I most want to know is how are you feeling now and how is your work going," Hu asked the trio.     "We feel well," said Zhai. "We conducted the space scientific tests as planned and the EVA went smoothly."     Hu hailed the spacewalk as a sign of the country's progress in space scientific technology.     "You have made outstanding contribution to our country's space project," said Hu. "The country and the Chinese people are grateful to you."     At 4:43 p.m. (0843 GMT) on Saturday, Zhai slipped out of the orbital module of Shenzhou-7 in a head-out-first position, wearing a 4-million-U.S.dollar homemade Feitian space suit.     China's first-ever spacewalk marked a remarkable progress in the country's ambitious space program, which will eventually lead to the establishment of a permanent space station. BEIJING, July 4 (Xinhua) -- China's State Council published on Friday guidelines on post-quake reconstruction, emphasizing house repair and building work.     The State Council, China's Cabinet, stressed priority for repairing and building houses for people whose homes were destroyed during the May 12 tremor.     "Check for repairable buildings and fix them as soon as possible; scientifically choose sites, economically use land and set down reasonable quake-resistant levels for building new houses," the guidelines said.     Areas suitable for living must be marked off based on scientific standards and evaluations on geology and natural resources. Meanwhile, the government will see to the reasonable distribution regarding population, industry and productivity, according to the guidelines. Residents in quake-hit Yingxiu Township are now reconstructing their hometown    The reconstruction of buildings should take local advice into account, and be based on governmental subsidies, social support and local resources.     All the measures were aimed to let quake-hit people live in "safe and comfortable houses as soon as possible", said the guidelines.     Resources should be optimized to upgrade quake resistance standards and improve the quality of construction, the guidelines said.     Priority should be given to the reconstruction of public facilities, including schools and hospitals, and these buildings should be the "safest, most solid and trustworthy".     The guidelines required high schools and vocational schools be located in county seats, middle school in townships while primary school sites be relatively concentrated.     The guidelines also underscored the importance of protecting the ethnic and cultural relics affected by the major quake.     Earthquake sites and memorial halls would be erected, and the reconstruction of government buildings should be "frugal" and "practical."     The restoration of infrastructure should be adjusted to local conditions and planning, the guidelines added.

BEIJING, Oct. 5 (Xinhua) -- China's National Bureau of Statistics (NBS) under new chief Ma Jiantang is likely to reform its statistical system to ensure the authenticity and timeliness of data and help the government to better cope with the uncertainties of outside economic influences, the minutes of an NBS meeting show.     After his inauguration as the NBS director, Ma has said he felt pressure, but was confident of taking over "the baton of statistical reform and development."     "The changing world economy, especially the financial turmoil triggered by the U.S. sub-prime mortgage crisis, had increased the uncertainties of China's macro-economic development and stability and set new tasks for statisticians," said Ma.     "I would like to work with all NBS staff together to advance reforms and innovations in statistical systems, indices and methods to make sure statistical work could better serve the pursuit of scientific development to shift the target of economic expansion from quantity to quality, and building a moderately prosperous society."     According to the minute, Ma gave no details of his reform plans. But his predecessor, Xie Fuzhan, who was transferred to head the Research Office of the State Council, admitted in his leaving speech that the foundation for China's statistical work remained feeble, with a lot to be done in optimizing statistical methods and management.     "Both the status of statistical departments and the capability of statisticians needs to improve to meet their obligations and fulfill their tasks," Xie said. He took up the post two years ago after his predecessor Qiu Xiaohua fell over fund scandal.     Authorized by the State Council to examine and calculate the economic output nationwide and to collect and compile economic figures for almost all industries and sectors, the NBS offers basic statistical information and policy advice for higher authorities and government departments.     Ma, a doctor of economics who graduated from the Chinese Academy of Social Sciences, viewed authenticity and timeliness as "the lifeblood of statistics work" and "the way for statisticians to conduct themselves".     He said the essence and core of statistics was to reflect facts, analyze real situations and seek truth, according to the minute.     Ma also urged NBS staff to resist all fabrications of data, secure the quality of figures and work with professionalism.     Under the current management system, local statistical departments serve two bosses, with the NBS giving them statistical assignments but local governments in charge of their personnel and finance. The NBS was only authorized to assist governors, municipal mayors and autonomous region chiefs in managing the heads of NBS branches.     Prestige-minded local officials looking for advancement have often tested the integrity of statisticians within their jurisdiction.     To remedy the situation, China's legislature revised the implementation rules of Statistics Law in 2006, which authorized NBS investigation teams to undertake independent statistical surveys and reports in all provinces, municipalities and autonomous regions.     Under the Statistics Law, leading members of local authorities who alter statistical data without authorization, fabricate statistical data, compel or prompt statisticians to tamper with figures will be subject to administrative sanctions. Officials who retaliate against statisticians who refuse to fabricate data face criminal penalties.     After more than two decades of sizzling growth at the cost of depleted resources, increased energy consumption and environmental damage, the Chinese economy is undergoing a tough rebalancing that puts more emphasis on quality than quantity.     As global economic slowdown could dampen exports -- a major growth engine -- more than expected, the government has become increasingly careful with monetary tools like interest rates, deposit reserve ratios as well as industrial and fiscal policies so as not to plunge the expanding economy into recession.     Senior decision-makers have been demanding precise and more timely statistics for earlier warnings in the event of slowdown or other ailments.     Ma was appointed vice governor of Qinghai in December 2004 and used to work with the State Economic and Trade Commission and the Assets Supervision and Administration Commission of the State Council.
