SAN DIEGO (KGTV) — San Diego Police have released video footage of an officer-involved shooting involving a man who was arrested and reportedly stole a gun out of an officer's backpack Sunday.The footage includes bodycam video from officers inside the police station's sally port, as well as surveillance footage of the parking area.Police say a 25-year-old Hispanic man, later identified as Keith Bergman, was arrested shortly after 6:20 p.m. after an incident at a downtown San Diego hotel on Sunday. A hotel security guard reported the man was “acting strange” and threatening others.Bergman was evaluated for being under the influence and arrested, according to SDPD. Police say they found methamphetamine and five credit cards that didn't belong to him in his pockets.See the video in the player above (If the video doesn't appear below, click here)Officers brought Bergman to SDPD headquarters. Just after 8 p.m., police said the suspect somehow freed one hand from his handcuffs while inside the patrol SUV, and then broke a divider that separates the prisoner seat area from the cargo area.Police said Bergman found an officer’s backpack that contained a backup handgun. When officers returned to check on the suspect, he was still in the vehicle but armed with a gun, according to SDPD.Officers drew their weapons and gave Bergman verbal commands to drop the weapon, but he refused and fired at least one round from the gun, police said.The officers felt threatened, police said, and at least one round was fired at Bergman, hitting him in the torso.Bergman reached out of the vehicle's window and opened the door to exit while he was still armed, police said, adding that he tried to open the rear cargo compartment of the SUV and the driver's door, refusing orders to stop in the process.RELATED: San Diego Police: Suspect shot by officers after finding officer's gun in patrol SUVPolice eventually released a service dog to subdue Bergman, and police moved in to arrest him.Officers provided first aid at the scene and Bergman was taken to the hospital with non-life threatening injuries, according to SDPD.San Diego Police also identified the three officers involved in the shooting as Paul Yi, a six-year veteran of the department, Michael Rodriguez, who has been with the department for 10 months, and Timothy Arreola, an eight-year veteran of the department. After the department's Homicide Unit completes its investigation, the San Diego County District Attorney’s Office will look at the incident to determine if the officers bear any criminal liability for their actions. The Internal Affairs Unit will also conduct an investigation, and the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will conduct a review of the incident and provide any appropriate recommendations. The Federal Bureau of Investigations and the United States Attorney’s Office will also monitor the investigation. 2982

SAN DIEGO (KGTV) - Recent rains have caused sewage-contaminated runoff to enter ocean water along Imperial Beach, San Diego County health officials announced Friday.An existing water contact closure of the Tijuana Slough National Wildlife Refuge coastline has been expanded to include all of Imperial Beach's coast, according to the San Diego County Department of Environmental Health.Due to recent rainfall, county health officials said sewage-contaminated runoff from the Tijuana River entered the Tijuana Estuary. SAN DIEGO (KGTV) - San Diego County service men and women have a new incentive to carpool: free rides with Waze.The SANDAG iCommute program is collaborating with Waze Carpool and military bases for the deal.Troops can download the Waze Carpool app and search for a ride to and from work. Military base commuters can choose their carpool companion by searching through profiles to find travelers who live near them and work on base. Those who want to drive can use the app to offer rides and receive $.54 per mile for gas.“The San Diego region is home to one of the largest military populations in the nation. SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. SAN DIEGO (KGTV) — Ridership of dockless scooters and bikes has dropped off dramatically since the summer.New data from the city says 222,076 people rode the vehicles in the two week period ending Oct. 15. That was down from 441,830 rides from July 15 to July 30. "When I first started they were littered everywhere," said Kelly Callaghan, who rides scooters in Pacific Beach. "It's pretty insane how the change happened like this."On Monday, only a handful of people could be spotted riding dockless scooters in some of San Diego's most traveled areas, including downtown and the Mission Beach and Pacific Beach boardwalks. The change could be due to more than just the summer being over.In July, the city instituted new rules that — among other things — required scooter operators to use geofencing technology to reduce speeds on the waterfront and boardwalks to 3 miles per hour. Additionally, police have issued 383 citations and the city has impounded 3,733 devices. So far, two operators have pulled out, and a city hearing office may revoke Lime's permit within the next 30 days. In a statement, Lime said it hopes to continue operating in San Diego“We’re proud of our partnership with the City of San Diego and we believe the evidence presented demonstrates that Lime is the most compliant scooter operator in the city," the company said. "We look forward to addressing all concerns, proving our compliance, and continuing to serve the San Diego community.”On Monday, the City Council approved a response to a grand jury report that said in part the city should increase scooter enforcement.
