LIBREVILLE, Nov. 6 (Xinhua) -- Chinese top legislator Wu Bangguo on Thursday afternoon began an official visit to Gabon on the second leg of his five-nation Africa tour.     In a written statement released at the airport upon his arrival, Wu, chairman of the Standing Committee of China's National People's Congress, highlighted the rapid growth of the China-Gabon relations in the past 34 years since the two nations forged the diplomatic relations, noting that the purpose of his visit is to promote the bilateral ties to a higher level. BEIJING, Oct. 29 (Xinhua) -- Chinese President Hu Jintao on Wednesday sent a message of sympathy to his Pakistani counterpart Asif Ali Zardari over a major earthquake that has killed at least 160 people in Pakistan's southwestern Balochistan province.     Hu said in the message that he was shocked upon hearing the news of the earthquake and felt pain over the great casualties and property loss in Pakistan. BEIJING, Jan.24 (Xinhua) -- China's top economic planner said Saturday it would raise the minimum state purchasing prices for rice in major rice-producing areas by as much as 16.9 percent this year.     The move was aimed at protecting farmers' interests, keeping grain prices stable and boosting grain output as grain growers had experienced higher costs since last year, according to the National Development and Reform Commission (NDRC).     The state purchasing prices for japonica rice will rise 15.9 percent to 1900 yuan (280 U.S. dollars) per ton this year, according to the NDRC.     In addition, prices for early and late indica rice will be 16.9percent and 16.5 percent higher respectively to 1800 yuan and 1840yuan per ton.     It was the biggest increase in grain purchasing prices since 2004, said Ding Jie, an official with the NDRC's price department.     In 2004, China started the practice of buying grains from farmers at a state-set minimum price when market prices drop below the protective price level in order to encourage grain production.     Saturday's announcement came before Chinese farmers kick off the spring planting season, as the government tried to prevent the grain growers' enthusiasm from being eroded by higher costs of fertilizers and other production materials.     Statistics from the Ministry of Agriculture show December fertilizer prices, except urea, rose more than 20 percent from a year earlier. Diesel for farm use was 5.8 percent higher year-on-year.     The NDRC already hiked the minimum purchasing price for wheat by as much as 15.3 percent starting this year. It raised the purchasing prices for wheat and rice twice last year.     With a population of more than 1.3 billion, China relies mainly on domestic production for food and targets grain output of more than 540 million tons by 2020.     China's grain output rose 5.4 percent year-on-year to a record 528.5 million tons in 2008, official data show.     State-owned enterprises purchased 170 million tons of grains from farmers in 2008, said Nie Zhenbang, director of the State Administration of Grain, earlier this month.     That move, together with higher purchasing prices, resulted in a revenue increase of more than 50 billion yuan (7.4 billion U.S. dollars) for the whole country's farmers, said Nie.

BEIJING, Nov. 10 (Xinhua) -- The Chinese government will inject more funds for investment and improve investment structures to better cope with adverse global economic conditions, the State Council (Cabinet) decided at an executive meeting presided over by Premier Wen Jiabao on Monday.     To achieve "steady and relative fast" economic growth and prevent "economic ups and downs" amid global and domestic economic challenges was on top of the country's agenda, said Wen.     The government on Sunday announced it would launch a stimulus package estimated at 4 trillion yuan (570 billion U.S. dollars) to be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transport, the environment and technological innovation.     "The country should strengthen management of large-scale investment projects, conduct feasibility studies in an earnest manner and increase investment efficiencies and profits," said a statement from the meeting, in which provincial leaders and Cabinet ministers participated.     Wen said the stimulus package was crucial to tiding over the difficulties and maintaining long-term economic growth momentum.     He urged local governments to be "quick" and "effective" in carrying out these measures with "large-scale" investment programs launched to boost domestic demand.     The meeting participants called for more efforts to increase incomes and consumption capabilities, raising low-income earnings, promoting the "stable and healthy" development of the property sector and maintaining steady export growth.     The country should endeavor to enhance competitiveness, improve financial macro-management and facilitate the steady and healthy development of the stock market.     China announced on Sunday that it would adopt "active" fiscal and "moderately active" monetary policies to expand domestic demand and speed up construction of public facilities.     The meeting also decided to push forward a series of key reforms, including restructuring the value-added tax regime, which could cut the tax burden on enterprises by 120 billion yuan next year.

The fifth dialogue was held in China in January this year.
