CHULA VISTA, Calif. (KGTV) - Chula Vista Police identified Tuesday a man and woman who were shot by the woman’s ex-boyfriend in a deadly domestic violence dispute near a Costco. The incident happened Monday afternoon while Angelina Perez, 32 and Samuel Valdez, 31, were loading groceries in the trunk of their vehicle in the parking lot of the store on Broadway with their infant daughter in a stroller. Sean Illian, 48, approached them with a gun and opened fire, hitting Perez and Valdez several times, police said. The baby was not hurt.Witnesses in the parking lot saw Illian shoot himself in the head. He was pronounced dead at the hospital. CHULA VISTA, Calif. (KGTV) - Chula Vista parents who once felt hopeless now feel empowered to care for their children with behavioral challenges. Through the Parent Intervention Program (PIP), parents learn new strategies while their children develop their social-emotional skills and new ways of expressing themselves. PIP is offered free to Chula Vista families through the Chula Vista Elementary School District (CVESD)."We want to do what we can for our families and children when it comes to the whole child, not only cognitively but socially and emotionally," said Rita Palet, the Director of Early Childhood Education Programs for CVESD.Palet says this is now a priority for the district, which is why they're offering the PIP program to families for free."Behaviors take a while to develop, so they do take a while to diminish," said Palet.Through the program, parents meet others dealing with similar struggles. "When you come here it makes you feel safe, I feel safe coming here, even when we had a rough morning getting here, they're so welcoming," said Mina Fagen, who brings her son to the program.Fagen says her son started acting out after changes happened in the family; his sister went to kindergarten and they also had a new baby in the family."I felt overwhelmed, and still at times feel overwhelmed, but this program gives me a safe place to go to," said Fagen.Parents ultimately give back to the program by volunteering their time later as a "payback parent." This means staff members have completed the program with their own child and can support others going through the program. CHULA VISTA (CNS) - A man was arrested on suspicion of assault with a firearm after he allegedly pointed a rifle at a family that was setting off fireworks, authorities said today.Samuel Austin Laurabee, 28, was arrested Saturday night in the 500 block of Woodlawn Avenue, according to Lt. Scott Adkins of the Chula Vista Police Department.Laurabee allegedly pointed a bolt-action rifle at members of a nearby family who were setting off Fourth of July fireworks, Adkins said.Laurabee was booked into the San Diego Central Jail, with bail set at ,000, on one felony charge of assault with a firearm, according to jail records. (KGTV) - Chula Vista's city council will revisit whether to legalize the sale of recreational marijuana this month.City leaders said earlier this month they would take a look at the draft of the proposal that would allow Chula Vista to permit, license, and fully regulate commercial marijuana. The council will open the matter again during their Feb. 27 meeting.If passed, Chula Vista's ordinance would allow for 12 commercial licenses, including eight storefronts. CHULA VISTA (KGTV)-- It was back to school--virtually--for the Sweetwater Union High School District. They are the first school district in the county to start the year.Some parents said the one issue they ran into was technical problems. Gina Chavez, a mother of three and an elementary school teacher, said two of her three kids dealt with issues getting started. She said day one was "crazy."“My daughter started the day without an advisory class and no code for her science class,” Chavez said.Her other daughter couldn’t log onto her iPad, issued by the school district. “We had to scramble. I got my work computer, was able to log her on that way. [I] had to do a trouble ticket.”Two of her children have special needs and are on IEPs, individualized education programs. There still some question about how that will be handled in a remote environment.“I still haven’t heard anything as far as how they are going to specifically address his goals. I’m still waiting and if I don’t hear by the end of the week, I will be reaching out to figure that out,” Chavez said.A district spokesperson said roughly 9,400 devices were distributed last week. The majority of students were able to hold on to their devices from last year.Regarding technical problems, spokesperson Manny Rubio acknowledged the issues, but said the “issues are being resolve fairly quickly.”“It seems as though the great majority of students were logged in and had access to their classes,” Rubio wrote in an email to ABC 10News. “We do have our IT staff as well as school site staff available to answer questions and resolve issues.”Under the distance learning model, students are block schedules with three classes per day. There will be 30 to 45 minutes of virtual face time with the student’s teacher.
