SAN DIEGO (KGTV) -- An executive order signed by President Trump Wednesday may help San Diego's military spouses find work. The executive order is aimed at increasing opportunities for military spouses to obtain federal jobs.The order encourages agencies to increase use of the noncompetitive hiring authority for military spouses.For military spouses, the unemployment rate is 16 percent which is four times higher than the national average for female adults. Among military spouses who do have jobs, 14 percent have part-time jobs and half of those spouses want full-time work.Many spouses of military members choose careers like teaching, nursing or law, but such jobs often have state-specific licenses that make it difficult to move from state to state.“Right now I’m looking at leaving my career because the exams and licensing costs are phenomenal never mind how poorly the education system is run; right from resources to teacher pay,” Sheryl Ogle said in a Facebook comment.According to an impact study conducted by the San Diego Military Advisory Council, there are more than 100,000 active-duty military members in San Diego. The service members are split fairly evenly between the Navy and Marines.In a phone call Wednesday morning, a White House official says the new order directs agencies to make an existing non-competitive hiring authority provision for military spouses available in their job announcements, according to Military.com. The hiring authority allows military spouses to be appointed to certain jobs without having to go through the usual hiring process.According to dosomething.org, military spouses tend to be under 35 and are mostly women with only five percent of military spouses being men.Data also shows that military families relocate 10 times more often than civilian families, moving an average of every two to three years. 1886

SAN DIEGO (KGTV) - After moving to San Diego almost three years ago, Derek and Terri Ruff are on a mission to experience everything the city has to offer. “Yes we are, it’s fantastic! We hardly leave the county, there’s just so much to do," said Derek.The couple moved here from New Mexico, and for nine years Derek's colon cancer seemed to be behind them. “I won’t say cancer-free, but I didn’t have any symptoms for years, until last May, whenever I came in for a checkup, and they discovered cancer again," said Derek.It was stage IV metastatic colon cancer.“It’s a lot. It’s a tough diagnosis, it’s really difficult to live through.”After three months of aggressive chemotherapy, Ruff's condition only got worse. His journey brought him to UC San Diego Health's Moores Cancer for a clinical trial, which unfortunately did not work. But he Ruff became a candidate for another trial involving natural killer cells created from stem cells.“These are patients who don’t have a lot of good options in terms of chemotherapy or immunotherapy," said Dr. Sandip Patel, a medical oncologist who is leading the trial at UCSD. Decades of research on natural killer cells have culminated in the new cancer treatment being developed by San Diego-based Fate Therapeutics.Fate is the first to mass produce cancer-killing cells from a type of stem cell called a human-induced pluripotent stem cell (iPSC). "The concept of utilizing the stem cells that are within us, within our blood factory, within our blood marrow, to create a master bank of cells that we can utilize to program in different ways to fight cancer with cellular immunotherapy."The off-the-shelf, iPSC-derived natural killer cell cancer immunotherapy received U.S. Food and Drug Administration approval to move into clinical trials in November 2018. Ruff is the first person in the world to receive the treatment and got his first dose in February.“Being the first is exciting but it was less so hearing that you have stage iv cancer and you don’t have much of a future, and now I feel hopeful, again," said Ruff.While it's too early to tell if the treatment is working, researchers are hopeful this treatment will one day help many cancer patients. 2212

Surveillance video from a business across the street shows the suspect parking and re-parking his car several times between 4:40 p.m. and 5:22 p.m. At 4:53 p.m., video shows the suspect walking into the establishment before going back to his car at 5:08 p.m. The man re-parked his car at 5:22 p.m. before walking into the restaurant a final time at 5:27, when the shooting took place. At 5: 30 p.m., video shows the suspect walking to his car before driving away with his lights off. Minutes later, at 5:34 p.m., a San Diego Police vehicle arrived at the Church's Chicken. SAN DIEGO (KGTV) -- A San Diego woman said a scammer used the military to trick her into paying for a phony apartment rental."We were looking to move during this tough time, which is kind of already more stressful than it normally would be,” said Maci, who declined to use her last name.She searched various websites and thought she found a good deal on Craigslist for a place downtown on Market Street. Through email, the supposed owner said his name was Matthew Sherman, a sergeant stationed at Naval Station Rota in Spain. He said he was looking for a long-term renter and sent Maci a link with photos and an Airbnb site that looked legitimate."Along with the presence of the military, presence of the Airbnb website, I felt safe in the process,” Maci said.She exchanged emails and text messages to get more information about the apartment. She wired ,600.“There was this sense of pressure because I was so worried that this great deal was going to disappear,” Maci said.It turns out that the listing was fake. Maci said the profile photo used by the man pretending to be Sgt. Sherman was a real soldier who passed away in an accident in 2018. “It really just sad heavy on my heart because this person's family doesn't realize his photo's being used for criminal activity,” Maci said.When Team 10 contacted “Matthew Sherman,” the response via email was similar to what Maci received. When questioned if the listing was legitimate, he stopped responding.It was an expensive lesson for Maci, but one she wants to share so others do not fall for it. SAN DIEGO (KGTV) — A University of San Diego professor has been suspended from campus over alleged misconduct, the university confirmed to 10News.The professor's behavior reportedly violated the university's policy and "is antithetical to our mission and values," the university said in part. The professor was not named.USD officials are currently investigating the incident. The school said in a statement:"We are in the process of investigating the complaint. Our commitment to protecting employee privacy restricts our ability to share names or details of the incident. The professor has been suspended and removed from campus and is not permitted to return to campus or participate in any USD-related off-campus events while we conduct our investigation and initiate next steps."The nature of the professor's alleged misconduct was not detailed. 858
