(AP) — The head of a Chinese government expert team says human-to-human transmission has been confirmed in an outbreak of a new coronavirus. State media said Monday that the leader of the National Health Commission team said two people in southern China caught the diseases from family members. The English-language China Daily newspaper said the National Health Commission task force also found that some medical workers have tested positive for the virus. Human-to-human transmission could make the virus spread more quickly and widely. The man, who asked not to be identified, said church staff took his identification and welfare benefits and pressured other participants to panhandle for hours, echoing allegations in a newly unsealed federal indictment. Federal prosecutors have accused a dozen church leaders with luring vulnerable people with the promise of shelter and meals and forcing them to work.RELATED: DOJ: Church leaders held homeless against will in San Diego and other cities The man said he and his wife were homeless in 2015 when they came across a church recruiter outside a Tucson Walgreens. He said they entered the IVM program to receive substance abuse treatment but quickly became disturbed by what they saw. In an indictment unsealed Tuesday, federal prosecutors charged a dozen church leaders with conspiracy, forced labor, document servitude and benefits fraud. Prosecutors said the church officials, including former Pastor Victor Gonzalez, compelled mostly homeless people to panhandle up to nine hours a day, six days a week, for the financial benefit of the church leaders. The indictment also accuses the church leaders of holding participants in locked group homes against their will and coercing them to surrender welfare benefits. “These victims were held captive, stripped of their humble financial means, their identification, their freedom and their dignity," said U.S. Attorney Robert Brewer in a statement Tuesday. The man said he and his wife spent about five days at the El Centro facility. More than a year ago, Brie Way enrolled her son at Intelli Children, both a daycare and preschool."It's not just a place. It's a home for kids," said Way.The home for more than 70 kids could soon be closing its doors."I feel sad for the children, parents and staff," said Carol Wilson, owner and director of Intelli Chidren.Ceiling stains in many of the classrooms mark the problem. Wilson says the leaky roof she noticed when she moved in eight years ago turned into big problem with this winter's rains, when several floods for them to cause of several occasions. According to Wilson, walls had to be cut out in most of the classrooms. Wilson says after the landlord declined the necessary repairs, she paid for the repairs so she could stay open. She then stopped paying rent early this year."The business was not viable anymore," said Wilson.She says negotiations stalled when her landlord declined a permanent fix and told her she had to close the school in early August. For Way, a single mom, panic is setting in. Affordable, quality child care is hard to find and she fears she'll be in the same boat she was a year ago."I called from Escondido to Oceanside, and found myself on 30 waiting lists ... It needs to stay open. There aren't a lot of good schools like this in the area. It would devastate the community I believe," said Wilson. The landlord declined comment, contending 'eight months of back rent' are still owed him. SAN DIEGO (KGTV) - San Diego Police Chief David Nisleit tells 10news he's awaiting coronavirus test results for five police officers.Amid the coronavirus outbreak, the days remain busy for police, whether helping those in need, enforcing beach closures, or responding to calls. That means interactions with people who may have COVID-19."I'm waiting for results for five officers. The officers remain isolated right now. We've had some officers' tests come back negative, so that's great news," said Chief Nisleit.A police spokesperson told 10news officers have been self-reporting possible exposure, both on-duty and off-duty. A medical expert then determines if they should be tested. "We have some officers that are showing symptoms, and then we have some other officers that are isolated because they've been exposed," said Chief Nisleit.The precautions being taken by law enforcement across the county include sanitizing vehicles and social distancing, and if physical contact with the public is necessary, the use of masks, goggles and gloves. A spokesperson from Oceanside Police says they're doing more phone or online reports when possible. Dispatch and officers are also asking more questions about cold and flu-like symptoms.A video from the Chula Vista Department tells the public, "We may ask you to wear a mask." Starting Friday, Chula Vista Police will be taking an extra step. A spokesperson says they'll strongly suggest officers wear protective equipment for all interactions with the public closer than six feet. 10news reached out to law enforcement across the county.
