And Canada's Plasco Energy Group Inc. and Beijing Environmental Sanitation Engineering Group Co (BESG) also signed a MOU to establish facilities in Beijing to convert waste to clean energy.O'Brien noted that Plasco's signing MOU with BESG exceeded his expectation, and he was impressed by the quick research speed and by their ability to sign the document during this visit. He said it was "a present and a surprise," and "a good achievement for our trip.""It underscores the importance of having government and industry working together, to create a better bond between the city of Beijing and the city of Ottawa," he added.Talking about the MOU in tourism, O'Brien said: "Rideau Canal in Ottawa, which is built in 1826-1832, is really worthwell. ( Tourists coming here) will feel the warmth of 900,000 warm Canadian hearts, warm Ottawa hearts. "Most of us respect the rules of the game, but if one or two are not respecting the rules and the red lights, there will be an accident," she said.In the case of China-EU trade relations, "most of the parties in the games are respecting the rules, and only one percent is not taking the rules into account, and that is the subject that we called anti-dumping," she said.Recently, China-EU trade relations were marred by a dispute over imports of certain Chinese-made shoes with EU ministers voting last December to extend import duties on Chinese shoes for another 15 months.Earlier last month, the European Commission rejected a complaint by China to the World Trade Organization that EU's anti-dumping tariffs on imports of Chinese shoes breached WTO rules."Making shoes is a traditional skill of my village and we are good at making shoes. I don't understand why they applied the anti-dumping measure against us, " said Gao Hua, a small-sized shoe manufacturer in Wenzhou, to the south of Ningbo of Zhejiang where the Expo forum was held.The Federation of European Sporting Goods Industry (FESI) said in March that it had started legal action against the European Union over its decision to extend anti-dumping duties on shoes imported from China and Vietnam.The FESI said in a statement that the European Commission's decision to extend duties on imported Chinese and Vietnamese leather footwear was based on a misguided investigation and analysis.It was unfair to single out the one percent that didn't obey the rules, Kroes said. The 27-member EU is China's biggest trade partner. China is the EU's second-biggest trade partner and is its biggest source of imports.China's main exports to Europe are machinery and domestic goods, including clothes and shoes. While the EU's main exports to China include industrial machinery, transport equipment, chemicals and high-end consumer goods."99 percent of European people are delighted to have Chinese goods and the EU's import from China is beneficial to EU consumers, and it also help keep European producers awake and competitive," Kroes said.FESI, whose members include top sports footwear brands such as Adidas, Puma, Nike, Lacoste and Asics, said the duties had cost the industry nearly 1 billion euros (.36 billion) since being introduced in 2006, according to the statement.

SHANGHAI, May 11 (Xinhua) -- Chinese officials and experts Tuesday suggested the nation's steel producers set up plants abroad to avoid a rising number of international trade barriers.Opening steel mills in regions with abundant raw materials and strong market demand abroad would be easier than exporting steel products, as it would bring tax revenues and employment to the areas, Jia Yinsong, an official with the Ministry of Industry and Information Technology, said at an international trade fair for the steel tube industry in Shanghai.China's steel pipe exporters had been frequent victims of protectionism, said Wang Zhenfu, vice director with the Fair Trade Bureau of Import and Export of the Ministry of Commerce (MOC).Data from the WTO showed China's steel producers were named in 29 trade disputes since 2007, involving products valued at 6 billion U.S. dollars.The most serious, in which the United States imposed in April anti-dumping duties ranging from 30 to 99 percent on Chinese steel pipes imports used in oil and gas wells, had curbed steel tube exports to the U.S. by more than 80 percent, said Wang.According to the U.S. Department of Commerce, 37 Chinese firms received a final dumping rate of 29.94 percent, and all other Chinese exporters were subject to a final dumping rate of 99.14 percent.Wang warned of a risk of losing the U.S. market as the U.S. government was mulling further anti-dumping investigations against Chinese steel pipe exports.Jia said Chinese enterprises should be aware of the significance of transforming from production exports to capacity exports.At present, domestic steel enterprises were mainly focused on acquiring mineral resources abroad, but that would become more difficult given global commodity price hikes fueled by a booming market, said Jia.The costs of energy, raw materials, shipping and rising trade protectionism and pressure for China to appreciate its currency would pose challenges for Chinese exporters, according to a survey conducted by the Ministry of Commerce last month.Jia said a few of Chinese steel firms, such as Wuhan Iron and Steel Group, had invested in capacity exports. Wuhan Iron and Steel, China's third-biggest steelmaker, announced on April 19 it would team up with Brazil's LLX Logistica S.A. to build a steel plant with an annual capacity of 5 million tonnes in Brazil's Acu Super Port Industrial District.Besides focusing on the U.S. market, Chinese steel firms should step up efforts to tap into emerging markets such as South America and the Middle East, said Wang.Chi Jingdong, vice secretary general of China Iron and Steel Association, encouraged domestic steelmakers to learn from Japanese counterparts, who followed automobile manufacturers abroad, providing with matching steel products from their overseas mills.

  

LUANDA, May 28 (Xinhua) -- Angolan President Jose Eduardo dos Santos on Friday held talks with visiting Chief of the General Staff of the Chinese People's Liberation Army Chen Bingde, officials with the military delegation told Xinhua.Welcoming Chen to visit Angola, President dos Santos said the two countries enjoyed friendly ties and Angola appreciated China's assistance to the Angolan people and armed force.The president said Angola attached importance to cooperation with China in various fields, and hoped to build up a sound and working mechanism on staff training and infrastructure construction to promote military ties between the two countries.Chen extended best wishes and cordial greetings from Chinese President Hu Jintao, and he stressed the friendly cooperation between China and Angola fell in line with the common interests of the two peoples, and also contributed to peace and stability in the world community.He said, military cooperation, as part of overall cooperation between China and Angola, has been developing smoothly, and the Chinese military was ready to promote friendly cooperation with the Angola armed forces under the new international circumstances.Chen arrived in Luanda on Wednesday for a three-day visit on the second leg of his three-nation tour on the African continent. He flew in Luanda from Namibia and was also expected to leave for Tanzania on Saturday.
