SANTEE, Calif. (KGTV) -- Following hours of public comment and discussion, the Santee City Council approved a massive housing development that has been in the works for decades.Late Wednesday evening, the council voted 4-1 in favor of the Fanita Ranch project. The development was first proposed in 1999 and has gone through several revisions.The project includes nearly 3,000 new homes, as well as plans for a school, parks, and open space. Changes to state Route 52 are also a part of the plan.The development will be located north of SR-52, west of Eucalyptus Hills, off Magnolia Avenue and Cuyamaca Street.Fanita Ranch supporters have argued that more homes are needed in the area, but opponents believe the project would create a traffic problem, especially during an emergency situation like a wildfire. Noise and environment-related concerns have also been raised.The developers, HomeFed Corporation, said they have solutions for many of the issues brought up by project opponents, including evacuation routes in the event of an emergency.HomeFed also said the project would bring more jobs and revenue to the city of Santee.The project would be completed in four phases and would be finished in 10-15 years.Prior to the vote, some Santee residents asked the council to table the issue and allow them to have a vote on the land use with Measure N on the November ballot. 1385

SAN YSIDRO, Calif. (KGTV) -- California Gov. Gavin Newsom met with San Diego leaders in San Ysidro Thursday morning to discuss border-related topics and what is being done to help migrants. Newsom hosted a round table discussion at El Rincon Restaurant in San Ysidro around 10 am."I don't have any hope... I don't have any faith in the people who are making the decisions," Luz Camacho Espinoza said. The entire table agreeing they're tired of the militarization at the border and spreading fear."Walking home from school I've now seen tanks, trucks, and carriers pass through my childhood streets," SDSU student Hector Castro said.One woman who grew up in San Ysidro chimed in, "there is no crisis here." Castro said the focus needs to shift to real crises like affordable housing and environmental health. "You know there's all this traffic, all these cars all these trucks all this gas, all this air pollution that's being placed on our town," he said.The leaders said it was important to educate the public that San Ysidro is a vibrant town, full of families, not a dangerous area full of criminals. He added the town is intertwined in many ways with Tijuana, saying not only are there families on both sides, and the economies rely upon the border remaining open.Owner of the family business El Rincon Restaurant, Edgar Alaniz, called upon Newsom for action, "I want to make it clear that if he wants to understand the community more he needs to visit the community more."Though the meeting was hosted in San Ysidro, a news release made no mention of whether or not Newsom would visit the border. SAN MARCOS, Calif. (KGTV) - A local portable toilet rental company is charged with tampering with equipment on its trucks to skirt emissions regulations. Employees also allegedly faked some of the smog test results.Team 10 Investigative Reporter Jennifer Kastner went to San Marcos’ Diamond Environmental Services on Friday afternoon, but was asked to leave. 10News was looking for answers to the alarming accusations that the company and some of its employees were committing crimes against the environment. Part of a video on the company’s website states, “Diamond's dedication to doing the right thing goes above and beyond.” Yet prosecutors say Diamond was preparing false smog test results to get passing results. Additionally, executives were allegedly tampering with emission control devices on its diesel truck fleet, re-programming the emission monitoring devices to avoid extra costs that come with burning off dirty, soot-filled diesel filters. Ed Rodriguez is the owner of Auto Park Smog in Escondido. He says, “If you’ve ever seen a vehicle going down the road, like a truck, and it has black smoke coming out of it, that’s all soot and that's not good.” Rodriguez says he's worked on Diamond's smaller trucks but not the ones that are part of this new six count federal indictment. The U.S. Attorney’s Office claims that Diamond took the devices out of trucks and shipped them out of California to be re-programmed. (KGTV) - New upgrades at the Health Occupations Center are allowing students in the medical fields to continue their hands-on training during the Coronavirus Pandemic."These students can't go do clinicals in a hospital like they used to be able to," says Barry Jantz, the CEO of the Grossmont Healthcare District. "So it's even more important that we've got these kinds of abilities and facilities for students to train."Thanks to a bond passed by the voters, and a 0,000 grant from the Grossmont Healthcare District, the HOC recently finished construction on two state-of-the-art classroom and lab buildings. They also bought new, life-like mannequins and an ambulance simulator."It's very realistic," says Nursing Student Nyna Huynh. "Everything we do, from the pulses to listening to the breathing sounds, it's very realistic to what we'd come encounter in a clinical, a real situation.""It's an environment to make mistakes without harming the patient," says fellow student Deanne Murray. "We get to see a lot of things and see how situations can pan out. So it's a safe environment."The HOC also made several changes to make sure their students learn in a safe environment. All theory classes have moved online, and in-person labs are restricted to just a few students at a time. The new buildings also have touchless sinks and hand sanitizer stations.Like all schools in San Diego County, the HOC shut down in March at the start of the Pandemic. But, since the need for healthcare workers rose as the virus spread, they worked with County Health Officials to get special permission to resume classes. 288 students went back to class in June to finish the spring semester. This fall, a record of 455 students enrolled."There's fulfillment for them," says HOC Director Heather Peterson. "They're able to not only help immediately in this pandemic situation, but they really are part of a field where the labor market needs are immense."A majority of the new students were left unemployed by the Coronavirus. This new technology and in-person learning can help them find a new job in just one semester.Training new healthcare employees is vital, and not just because of the Pandemic. The US Department of Labor says demand for healthcare workers will increase by 23% between 2016 and 2026."People have lost jobs, and maybe this is a tremendous opportunity and time for them to go get some training they always thought about. A full moon occurs once every 29.5 days, so blue moons occur sporadically — about once every two-and-a-half years.When the full moon peaks at 8:37 ET on Saturday, it will mark the second full moon this month. The first full moon occurred on March 2. Take a good look, because it will be awhile before we see one again —Oct. 31, 2020, to be exact.It will actually be the second time this year we've experienced a blue moon. January also saw two blue moons — the first on Jan. 2, the second Jan. 31.2018 marks the first time since 1999 we've seen two blue moons in a single year.
