SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System has approved a plan to convert all of the agency's 800 buses to a zero-emission fleet by 2040.The agency will send its plan to the California Air Resources Board for certification. State regulations require public transit agencies to gradually transition to all-zero emission bus fleets by 2040.MTS' plan aims to cut down on greenhouse gas emissions by about 43% over the next 19 years. The cost of the full transition is about 1 million over that same time frame. It will cost about 5 million more to acquire land and build a new facility to accommodate additional electric buses, according to MTS.A "first-in-the-nation" overhead gantry system is also included in the plans to automate charging."MTS has been testing six electric buses in revenue service over the past 10 months and we’ve been very pleased with their performance," said Sharon Cooney, MTS Chief Executive Officer. "The performance data makes us confident that we can make a transition to an entire fleet of zero-emissions buses over the next 19 years, and continue to provide the highest quality of service our passengers expect and deserve."The busses will be rolled out in priority to routes through communities considered by MTS to experience the most negative impacts of greenhouse gas emissions and environmental health. SAN DIEGO (KGTV) -- San Diego’s City Council Monday approved a key step in turning Horton Plaza into The Campus at Horton. At Monday night’s meeting, the council approved reducing the current retail deed restriction on the property, creating the opportunity to build the office space. The campus would combine employment, entertainment and retail. According to a news release, the office space would be large enough for 3,000 to 4,000 jobs. SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. He wasn’t resisting whatsoever.” Alvarez is a member of the activist group Brown Berets of Aztlan, City News Service reported. SAN DIEGO (KGTV) — Saturday, San Diego County reported a record 1,478 new coronavirus cases and six additional deaths, bringing the county's totals to 70,709 cases and 966 fatalities.Saturday's new cases yielded a 7% positivity rate out of 21,947 tests reported. The new daily case report marks the third time in a week that the county has reported more than 1,000 new cases. It was also the 11th-straight day the county reported at least 600 new cases.Eleven new community outbreaks were also confirmed on Friday: Three in business settings, three in faith-based settings, two in childcare settings, one in a TK-12 school setting, one in a restaurant/bar setting, and one in a gym setting. A community outbreak is three or more COVID-19 cases in a setting and in people of different households over the last two weeks.County businesses saw purple tier restrictions go into effect on Saturday, further limiting reopening of the county due to the surge in coronavirus cases seen over the last couple of weeks.California's limited stay-at-home order is also set to begin Saturday night, limiting non-essential businesses between 10 p.m. and 5 a.m. for one month in counties under the state's purple tier.County public health officials are worried that fatigue is setting in on San Diegans and urged residents to avoid large gatherings this week for Thanksgiving,"The virus is widespread and every element of our community is impacted," said Dr. Wilma Wooten, the county's public health officer. SAN DIEGO (KGTV) - Strong Santa Ana winds moved through San Diego County Tuesday, toppling a big rig as it traveled on Interstate 8 near Alpine. The crash happened at 8:30 a.m. in the eastbound lanes at Willows Road, blocking the left lane for about an hour and a half, CHP officer Jim Bettencourt reported. Another semi overturned on Interstate 15 in Fontana. San Diegan Bashar Shebo was driving through the area on his way to Las Vegas.
