SAN DIEGO (KGTV) — Construction has started on Mission Valley's first public elementary school.The new preschool through 5th-grade campus at the corner of Via Alta and Civita Boulevard will serve residents living in the Civita residential development. Families living in the Mission Valley and Fashion Valley neighborhoods will also make use of the new school.The campus will feature classrooms with roll-up doors that open to the outside for 1st- through 5th-grade students; dedicated play areas for preschool, kindergarten, and 1st- through 5th-grade students; "makerspaces" for students; and an indoor-outdoor multipurpose facility.San Deigo Unified School District provided a virtual walkthrough of the campus here."With more significant growth planned in the area, we must prepare for the influx of new families and students," said Dr. John Lee Evans, Board of Education President. "This community deserves a quality neighborhood school."The campus will enroll up to 500 students and construction is expected to finish in spring 2022.The new school is funded through 2012's voter-approved Proposition Z bond measure, state schools facilities funding, and developer fees, according to San Diego Unified School District. 1231

SAN DIEGO (KGTV) – Coronavirus hospitalizations in San Diego County have doubled in the past two weeks. As cases continue to soar through the country many hospitals are being pushed to their limits.Nurses at Paradise Valley Hospital have seen some of the worst cases of COVID-19. In a new series of PSA videos, frontline workers like Rochielle Jocson are urging everyone to keep fighting.Jocson spends the night shift in the Emergency Room and Intensive Care Unit treating patients who are struggling to survive.“I get scared honestly,” said Jocson. “I don’t want to bring it home to my family.”For the past eight months, she’s suppressed exhaustion and conquered fear.“Sometimes it’s just not within your hands and you cry it out,” said Jocson. “Let it all out, take a deep breath and do it another day.”But the situation is only getting worse.In a press conference Thursday, Supervisor Nathan Fletcher says the number of COVID-related hospitalizations have doubled in the county over the last two weeks. County hospital beds are now inching towards 80% capacity.Jocson says they’re fully staffed and have enough supplies at Paradise Valley for now, but she knows the virus is unpredictable.“Resources are limited. We don’t know when the supplies are going to last,” said Jocson.She lives through the wrath of COVID every day and knows some people still aren’t listening to the warnings.“It’s heartbreaking to just see people not follow safety precautions,” said Jocson. “It’s like a punch in the gut so-to-speak to us healthcare workers.”She’s hoping to change that with a simple message.“You may be okay but the next person that you’re giving it to, will they be okay?” said Jocson.While the road ahead will still be long, there’s nowhere else she would rather be.“That’s why we keep going when at times we want to give up,” said Jocson. “Because you have that one patient that makes it worth it.”Paradise Valley Hospital tells ABC 10News their ICU is still under capacity. "I moved in, I loved the area, I loved my neighbors," he says. "I want my boys to have this house when we grow old."But whether Rivera's family will last in long enough in the area remains to be seen. These days, Rivera is on anxiety medication. He says it's because of the home next door that became a vacation rental shortly after he moved in. He says it can rage any night of the week. "They go on arguing and yelling, and they're out there for hours," Rivera said. "They don't stop. At any rate, it's exactly the situation the City Council aimed to avoid when it passed strict regulations in 2018. The rules would have limited vacation rentals to primary homes and structures on the same parcel. The rules also would have required many hosts to pay a 5 fee to fund a new enforcement division that would have worked evenings and weekends. But Airbnb led a successful referendum, and the council rescinded the law. "It's a free-for-all," said Volage. Volage says Rivera's claims are overblown, and that she too does not want her property to be the site of wild parties.RELATED: Vacation rental hosts blast bill that would set local limits"Nobody wants a problem," Volage says. "Nobody wants a party at their house. We try to regulate it. I turn people down all the time."Still, her online listing says parties and smoking are allowed, the home sleeps ten, and boasts a billiards table, jacuzzi, and wet bar. "If you're a homeowner, you're allowed to have a barbeque, you're allowed to have beer pong in the backyard, and be able to have some music playing until 6, 7, 8, 9 even 10 o'clock," Volage said. She said vacationers should have the same rights, and that Rivera's problem is that his bedroom is right above the street. San Diego Police say they have been called to Volage's rental three times since May for noise complaints. A 2017 memo from the city attorney concludes vacation rentals are not an allowed use. Still, a spokesman for the mayor says he continues to support the "common sense regulations proposed last year as a starting point for new negotiations."After a Halloween night shooting at a vacation rental, Airbnb CEO Brian Chesky announced the company would ban party houses, and increase enforcement efforts. Those efforts include creating a "party house" rapid response team, and expanding manual screening of high-risk reservations. Volage's home is listed on VRBO. SAN DIEGO (KGTV) -- Authorities have identified one of the teens killed after he was believed to have mistakenly jumped from a bridge following a crash on a Carmel Valley freeway. According to the medical examiner, 18-year-old Ruben Ortiz Jr., died after jumping from the bridge on State Route 56 near Carmel Valley Road around 11 p.m. Tuesday. The other teen who died after jumping from the bridge was a 17-year-old male California Highway Patrol says was the driver of the vehicle. A family friend says the 17-year-old was Jesse Garcia. A gofundme page has been started for him here. Two teenage girls were also seriously injured. RELATED: 2 dead, 2 teen girls injured after jump from San Diego bridge following car crashAccording to the CHP, a Nissan Altima was traveling on the road when the car spun out for unknown reasons and crashed into a barrier. CHP says when the car came to a stop, it was facing oncoming traffic. Witnesses told CHP that six people got out of the car, running across the freeway lanes toward the right shoulder to avoid oncoming traffic. Four people from the group then jumped over the right shoulder, not realizing they were jumping off the bridge, CHP says. The four fell 50-75 feet from the structure, and CHP officials said two males died at the scene.A 14-year-old girl and 15-year-old girl were taken to Scripps La Jolla Hospital with injuries of unknown severity.The two others from the group, who reportedly fled the scene after the crash, were located by police late Tuesday night, according to CHP. One of the teenagers is 14-years-old while the other is 15. RELATED: Man falls from SR-125 after crashAccording to Escondido police, the vehicle involved in the crash was involved in two separate police chases on July 9. Police say the responded to a crash on Broadway and North Avenue. Although the Altima wasn't involved in that crash, officers reported that they saw people getting into the vehicle who may have been involved in the crash.When officers tried to pull the Altima over, the driver sped away. The second pursuit happened later in the day around 12:30 p.m., police say.Both chases were terminated after police determined speeds were too high. 2204

  

SAN DIEGO (KGTV) -- Bike the Bay celebrated its 11th annual ride on Sunday but this year it added some safety changes. Roughly 3,000 people participated in the popular bike ride. The ride is 25 miles and takes cyclists over the Coronado Bridge, through Coronado, Imperial Beach, Chula Vista and National City. It's the only day of the year where bikes are allowed on the iconic bridge. This year, the event made some changes after an accident during the ride last year. Christina Rocheleau who was not participating in the ride collided head-on with a participant who was trying to pass cyclists along the trail. Rocheleau suffered a fractured nose and three fractured vertebrae. She hasn't been on a bike since. At the time of the accident, organizers told us that they take safety very seriously. This year, they added more signs along the route, more volunteers to guide cyclists and made the route all one-way. All of the proceeds for the ride go towards the San Diego County Bike Coalition, an organization that promotes bicycles as a form of transportation and advocates for safer roads for cyclists.   1156
