SAN DIEGO (KGTV) -- A suspect was arrested Tuesday on suspicion of rape and torture after a woman reported being kidnapped in Rancho Pe?asquitos Monday morning. According to police, Seyed Hassan Kaboli, 32, was arrested around 3:45 p.m. Tuesday and booked into jail for forcible rape, torture and false imprisonment. The incident unfolded Monday morning around 10:45 a.m. when police were called to the 9800 block of Caminito Bolsa to investigate a report of a kidnapping. According to police, the woman was interviewed by investigators when Kaboli was identified as the suspect. Kaboli is currently being held on ,000,000 bail. SAN DIEGO (KGTV) — After getting approved by voters, San Diego State is moving forward with its SDSU Mission Valley Plan. As they are still working out the finishing touches, community members are offering their suggestions to organizers. SDSU Mission Valley still calls for a stadium, housing for students and the public, retail space, offices and a river park. Local land use and design professionals met in Balboa Park this morning to offer their ideas on how to enhance and improve the existing plans."They want to make sure that this very large development... isn't like an island in the middle of Mission Valley," says Cary Lowe, with C3 San Diego. Community members want to ensure the project "connects fluidly with the surrounding community."There are other concerns, as well. Once construction begins, crews may have to remediate a gas plume that once sat under the site."A number of people have raised the issue of the subsurface contamination of the site," says Lowe. This has "been a long time issue because of a leak from fuel tanks in Murphy Canyon."Lowe says there is an elaborate plan for the possible contamination removal. But as negotiations continue, it is unclear if the city or university will be paying for it. Land use and design professionals estimate the project to begin towards the beginning of next year. SAN DIEGO (KGTV) - A special ceremony was held at Naval Hospital Camp Pendleton on Friday, honoring missing in action (MIA) service members and prisoners of war (POA). Loved ones, veterans, and active duty service members gathered at the base, participating in a moment of silence and watching as a wreath was laid in honor of the missing. "I had a father-in-law, Ernesto Castillo, captured by the Japanese in 1942," said Vicki Miller, who works at the Naval Hospital.For 26 years Miller made it her mission to honor service members like her father-in-law, organizing the ceremony each year on National POW/MIA Recognition Day."They were very cruel, they took out his teeth, pulled his fingernails and toenails out, starved him, made him walk that 76-mile walk on Baaton Death March," said Miller.
