(KGTV) - An El Cajon man says a new spinal procedure changed his life, but the Army veteran is now locked in a battle with his military health insurance plan which refuses to cover it.Ronald Maddern says he can't understand why TRICARE, his secondary insurance, would deny coverage of the procedure after his primary insurance, Medicare, agreed to cover 80 percent of the cost. Both insurance plans are run by the federal government."Makes me feel like a second-rate citizen after I served in the military for so many years," he said.The denial by TRICARE left him with a bill of ,756.Maddern had the Vertiflex procedure in 2017 to treat spinal stenosis, which had largely confined him to a wheelchair for 17 years. Maddern is now able to walk with help from a cane for balance."It was a drastic success," said the 71-year-old. "My quality of life now is very, very good."The procedure, developed by a Carlsbad company, was approved by the FDA in 2015. It has been performed thousands of times across the country, said Maddern's surgeon Dr. Michael Verdolin."It is extremely frustrating that one arm of the government says yes and the other portion, really the pinky, says no," he said.In a letter of denial, TRICARE argued Vertiflex is an "unproven procedure," despite its FDA approval."There have been 15,000 cases across the US. EL CAJON, Calif. (KGTV) — A judge increased bail for the woman accused of hitting a 9-year-old boy with her car and driving away last Thursday. Courtney Webber appeared in court for the very first time since the crash. Webber's bail was increased to 0,000. The 25-year-old is accused of running a red light and hitting the boy, on his bike, as he was crossing the street at the intersection of Sunshine Avenue and West Main Street in El Cajon. She was located about 12 hours later, hiding under a bed at her mother's Lakeside home. Court documents indicate Webber was on probation for a previous DUI conviction and had a suspended license. "She was coming back to school for half days because she was feeling a little bit better, and we heard that she was being bullied," said Wriley Lee, referring to her friend Trianne Nguyentu.Lee and another student, Matthew Stevens, decided they needed to do something to support Nguyentu. Historically, it’s also one of the best days of the year to save money on big-ticket items like electronics and appliances.But with social distancing the norm, it’s hard to imagine shoppers camping out on the sidewalk next to one another this year ahead of Nov. 27. It’s even more difficult to picture stores overflowing with excited shoppers.Retail experts believe Black Friday will still happen in 2020, despite the pandemic. But there’s no disputing the fact that it won’t be a traditional experience.“Being there at the crack of dawn, waiting in lines, the hustle and bustle in the store — that’s probably not going to exist,” says Jane Boyd Thomas, a professor of marketing at Winthrop University in South Carolina who has done research about Black Friday.Sales will shift further onlineFor years, Black Friday has shifted to online channels, merging with Cyber Monday into a weekend-long event. The pandemic is set to further cement that transition.After months of shelter-in-place orders, consumers have become more comfortable shopping from home. That will likely lead to an increase in online Black Friday purchases this year, says Dora Bock, associate professor of marketing at the Harbert College of Business at Auburn University in Alabama.But the changes could go a step beyond that. EL CAJON (CNS) - A driver whose blood-alcohol content was nearly quadruple the legal limit slammed into the back of a pregnant woman's car in Ramona two years ago, killing the woman and her unborn child, a prosecutor told a jury Wednesday.But a defense attorney denied that his client caused the crash, claiming the prosecution's case was based entirely on circumstantial evidence and a shoddy police investigation.Andrew Milonis, 46, is accused in the Mother's Day 2017 crash that killed 29-year-old Jessica Foderingham and her unborn child, a girl who Foderingham and her husband planned to name Ayanna. The couple then left home for Jessica Foderingham's grandmother's house in Ramona, taking two cars -- Jessica in her Dodge Dart and Christian driving the boys in his Hyundai.He was driving ahead of his wife when he heard a loud bang behind him, saw a dark-colored SUV swerve onto a sidewalk and witnessed his wife's car slam into a tree. An off- duty firefighter helped Foderingham perform CPR until emergency personnel arrived and took her to Palomar Medical Center in Escondido, where she died, according to the victim's husband.Milonis' attorney, Ward Clay, told jurors the crash was "a tragic accident" but said Milonis was not responsible."No one witnessed exactly how the accident happened," Clay said.The attorney said Christian Foderingham never got a good look at the SUV driver.Foderingham testified that the SUV had tinted windows and there might have been two people inside. He could only confirm that the driver was Caucasian.Clay claimed that at the time of the crash, Milonis was not near the crash scene.The attorney also said the California Highway Patrol "made major mistakes" in their investigation of the case, and that "critical, forensic evidence" had been lost or destroyed, though he did not specify what that evidence was.Clay said he expected the jury to be "angry and want to hold someone responsible.
