SAN DIEGO (KGTV) - A tow truck driver helped San Diego Police capture a man who the driver said was starting a fire Thursday along Interstate 15 in central San Diego.Police said the tow truck driver reported the man near the 15 and 94 freeways in Mount Hope about 1 p.m.Officers handcuffed the man and placed him inside a patrol car, but he managed to get out of his restraints. Police said he fought back and they removed him from the car to restrain him again.“The gentleman attempted to bite two of the officers on their hands as they were attempting to place him in the body wrap system,” said SDPD Sgt. Nathan Chambers.Arson investigators who responded to the fire scene found charred wood and grass. There was no evidence of a large fire.10News asked police if the man is connected to other recent fires in the area but officers said that has not been determined. They were given 30-day notices to leave the site by the end of July. However, the new safe parking lot has gone mostly unused. RV owners are required to move their vehicles during the day, which can be a barrier for some.CEO of Dreams for Change, Teresa Smith, says they've now come up with a temporary solution. RV owners will be allowed to leave their vehicles on the property, but they will have to go during the day.The nonprofit must balance serving their clients while also abiding by permitting and zoning rules. They are working to treat RVs the same way cars are treated in the program.Smith says the ultimate goal is to transition clients into permanent housing, who receive assistance from a caseworker. According to the Dreams for Change website, 2,650 people have been served through the program since 2009, and 65% of participants find housing or long-term transitional housing within three months of coming into contact with the nonprofit. 1268

The family said they believed campus police were not pursuing certain angles, including a possible cover-up."The Hernandez family is concerned because witnesses they provided to SDSU and UPD still have not been questioned," George Kindley, the Hernandez family's lawyer, said.Hernandez's family claims SDSU Police never sought out warrants for Snapchat videos or phone records from members of Phi Gamma Delta fraternity, the fraternity Hernandez was pledging to join. They said police were aware that some fraternity brothers may have instructed others to delete videos and messages that were incriminating.University police said they are aware of the autopsy results released Thursday and "will be evaluating the findings as part of the ongoing investigation." 1916

  

SAN DIEGO (KGTV) -- A stolen cello worth 0,000 has been reunited with its owner. "I was driving home from downtown and I saw it. It was on C and 7th where the mailbox is at and I thought, well this is really weird. And then I got out and I knew what it was right away, so I took it," said Tony Cozano, who found the instrument. The instrument was returned to its owner, John Walz Monday. Walz is the principal cellist for the Los Angeles Opera and has played on more than 1,500 film scores from Titanic to Indiana Jones, even the new Star Wars films. RELATED: Police searching for person who reportedly stole 0,000 cello"I walked in to the house and just burst into tears. It's in perfect shape. There's no damage to it. Happy ending," said Walz in describing being reunited with the instrument. According to police, the cello was stolen on August 8 between 8 and 10 p.m. at the Town and Country Hotel on the 500 block of Hotel Circle North. In a news release, police said someone broke into the hotel room when Walz was away and stole several items. The cello was made by Mario Miralles and is valued at 0,000.  1174

  

SAN DIEGO (KGTV) - An effort is underway to crack down on illegal party boats and other charter vessels operating on San Diego Bay. The Port of San Diego wants to create new charter permit requirements to make it easier for those who want to operate legally to do so. Currently, legal charter vessel operators must obtain a Permit from a marina or sportishing landing where they board passengers, and according to the Port there are more charter vessel operators than there are available slips at the marinas and sportfishing landings on San Diego Bay.To address this problem, the Port proposes to issue all Charter Vessel Operation Permits (Permits) for all Charter Vessel Operations and collect license agreement fees from qualified Charter Vessel Operators who do not have an agreement to operate from a marina or sportfishing landing. “San Diego Bay great place to do charter business because it's almost entirely landlocked, not subject to swells, makes for great party boats, cruising,” says Captain John Valente of San Diego Bay Cruises. Valente spent 15 months and almost 0,000 to get his boat in compliance with federal regulations. The figure does not include the price of insurance. Last year Harbor Police discovered roughly 200 charter vessels operating illegally in San Diego. “It’s very disheartening and it hurts because that's revenue lost. I need to pay the bills, I need to pay my rent,” says Valente. Officers and the Coast Guard are conducting joint patrols to stop the illegal operators. "It's not easy, the enforcement, but this does strengthen the rules and make it pretty clear who can and cannot be charter operators,” said Chief Mark Stainbrook, who added he would consider undercover operations if necessary. Stainbrook said the deadly diving boat fire off Santa Barbara's coast is another reminder at why getting this issue right is so important; they can't risk unsafe charters on the water. Valente says he's glad the Port is amending regulations, but isn't sure the current proposal goes far enough. The Port’s proposal is online and an updated ordinance will go before commissioners in December. 2140
