SAN DIEGO (KGTV) -- The man police say hit and killed a pedestrian on a South Bay road in late July has been arrested.According to police, Carlos Franco, 20, turned himself in to investigators Tuesday and was booked into jail for vehicular manslaughter.San Diego Police on July 30 received a report of a crash on Del Sol Boulevard and Dennery Road at 7:03 a.m.RELATED: Pedestrian hit, killed on south San Diego street  Police say Franco struck a 66-year-old man, who was crossing the street at the time of the crash. The man, who hasn’t been identified by police, was pronounced dead at the scene.Following the crash, Franco stayed on scene. Police say drugs or alcohol weren’t factors in the crash. 712

SAN DIEGO (KGTV) - The iconic California Tower reached a major milestone Wednesday, welcoming its 100,000th visitor after it reopened in 2015.The tower was built in 1915 but closed in 1935 amid the great depression. For decades, it fell into disrepair and was closed to the public.It is now open daily for visitors. Tickets for adults cost dollars.  376

SAN DIEGO (KGTV) - The mother of a missing San Diego State graduate is offering a ,000 reward to find him.Wesley Billingsly, 24, was last seen in June. A San Diego Police flyer indicated he was prepared to meet friends and never arrived.Billingsly earned a degree in business administration and marketing from SDSU. He traveled to his native Sacramento and earned money for his return to San Diego, his mother Christel told 10News.Christel Billingsley said her son was looking for a job and wanted to save on rent. After June 1, he did not have a permanent address and started couch-surfing at friends’ homes in Pacific Beach.Wesley and his Ford Expedition disappeared June 12. “It’s completely out of character,” said his mother.Christel paid her son’s phone bill and described him as a social media junkie. About two months ago, the phone stopped showing activity.“Everything stopped on June 12. He just vanished off the face of this earth,” Christel said.Christel is employed as a school officer manager in Sacramento and recently returned to her job after summer break. She plans to take time off to search for her son.“Somebody knows something and I need somebody to tell me where my son is,” she said.Wesley Billingsly is 5’8”, 130 pounds with brown hair and brown eyes. SAN DIEGO (KGTV) — The California Center for the Arts, Escondido will host drive-in live concerts and a movie series this month.The concerts and movie screenings will be held at the former Nordstrom parking lot at Westfield North County at 8 p.m. Spaces for more than 250 vehicles will be made available and spaced apart to keep listeners distanced.The scheduled shows start on Aug. 14 with a showing of the classic musical Grease and continue on Aug. 15 and 16 with a performance by Jersey Boys stars Christian Hoff and Travis Cloer. Hoff, a Tony Award-winning actor, is best known for his portrayal of the role Tommy Devito from the Four Season’s and Cloer is the longest-running actor to play the role Frankie Valli in Jersey Boys.Tickets to the general public will go on sale on Aug. 1 at 1 p.m. here or by calling 800-988-4253.
