SAN DIEGO (KGTV) -- Boulevard Fitness in University Heights is open for business, with a line of people wrapped around the building waiting to go inside to workout on Tuesday, even though they’re not supposed to be open.Last week, San Diego County Supervisors said the county would be cracking down on businesses that violate public health orders put into place due to the coronavirus pandemic.A gym owner in Ramona was recently charged with several misdemeanors for staying open for indoor workouts. The San Diego County District Attorney’s Office said Peter San Nicolas, owner of Ramona Fitness Center, faces five charges that each carry ,000 fines.However, at Boulevard Fitness, staff members told ABC 10News they’ve had visits from police telling them they should not be open, but nothing more.The gym on El Cajon Boulevard is limiting the number of people inside and increasing cleaning and other measures to try to limit the risk of potential virus exposure to gym members.A San Diego Police Department spokesperson said officers are responding to complaints about businesses that are open when they’re not supposed to be, but police are -- at this point -- only educating businesses that may be in violation of the health order and not physically forcing any shutdowns.San Nicolas is holding a rally in Ramona Tuesday night in hopes of getting the word out that small businesses, including gyms like his, are still trying desperately to survive -- even if, in some cases, it means facing charges to stay open. 1526

SAN DIEGO (KGTV) - Crowds gathering at Veterans Park in Ocean Beach may face fines if they don't follow the county's public health orders.Tuesday morning, city crews put up orange mesh fencing around the park, but a few hours later, witnesses took pictures of two men cutting the fence down.Residents and business owners have been complaining for weeks about large groups gathering on Wednesday evenings gathered to watch the drum circle and hang out in the park.Mark Winkie is the president of the Ocean Beach Town Council. He didn't agree with shutting down the park, but he didn't condone tearing down the fence, either."Disappointing what happened here this morning, but it's important for people to know, as a town council, we really would like education to come first, to notify people about what they need to do when gathering here on such large quantities on a Wednesday," said Winkie.The public health orders banning gatherings of more than ten have been in place for months, but Winkie said it's possible not everyone is aware."Particularly for the drum circle, no city or county official has been out really interfacing with them, SDPD definitely came out, and I applaud their actions," said Winkie.Last week, police broke up the crowd, but did not issue citations.Councilmember Dr. Jennifer Campbell said it's time for enforcement."Everyday more San Diegans are dying, so we have to get tough and I'm telling you if this situation that happened last Wednesday night, happens this Wednesday night, there's gonna be a lot of clamp down, so they have got to stop it," Dr. Campbell said shouting.Violators could be fined up to ,000."By God, that is now the law and, therefore, the county sheriff should be out here arresting people who aren't wearing masks, who aren't distancing, and who are coming together," said Dr. Campbell.It's unclear if the city will put up a more permanent barrier or if anything will be in place by Wednesday evening. 1962

SAN DIEGO (KGTV) — Chicano history will be celebrated in San Diego this week at one of the city's most historic parks.On April 20, the Logan Heights community will celebrate the 49th annual Chicano Park Day at the famed park underneath the Coronado Bridge. The free festival brings together community members annually for art, education, entertainment, and honoring Chicano culture and the park.This year theme will be "Danzantes, Protectors of Our Traditions and Chicano Park, 500 Years of Anti-Colonial Struggle."Performances are scheduled by a lineup of traditional and cultural dance groups and one of the largest Aztec Indigenous dance performances by Danza Azteca Calpulli Mexihca. In addition to dancing, kids art workshops, speakers, and more than 325 classic lowrider cars and bikes will be on display. Attendees can also visit various arts and crafts, and informational booths throughout the colorful park.And, of course, there's the food, which will be sprinkled throughout the park at various booths.The event comes a couple days before the official establishment of Chicano Park on April 22, 1970, by activists. The site was placed on the National Register of Historic Places in 2013 and became a National Historic Landmark in 2016.The park is known for an array of colorful murals lining the Coronado Bay Bridge's legs that make up the Chicano Park Monumental Murals. SAN DIEGO (KGTV) — City officials hope to get the construction process for a proposed downtown park, aimed at being an anchor for San Diego's East Village, off the ground this summer.The proposed 4.1-acre, million East Village Green will sit between F and G Streets stretching from 13th St. to 15th St. The massive stretch of green space in the heart of downtown San Diego will feature an 11,000-square-foot multi-use lawn, plaza and fountain areas, children's garden, 14,200-square-foot community center, dog parks, and room for food facilities, according to development plans.RELATED: Officials to break ground on county's first bike skills park in South BayThe green would also include an underground parking structure for 200 vehicles. "The City will be maintaining and programming East Village Green, and Civic [San Diego] hopes to start the bid solicitation process in late summer," according to Kimberly Moore with Civic San Diego. Plans show an additional multi-use lawn, children's garden, and casual park space in the park's future. Part of the construction process will also involve restoring nearby historic homes, which sit at the corner of F and 15th Streets.
