The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. Several people were hurt in an "inmate-on-inmate" disturbance at CoreCivic's Red Rock Correctional Facility in Eloy, Arizona on Sunday morning.Twelve inmates were taken to outside medical facilities for treatment of non-life-threatening injuries, and one staff member was treated and released for minor injuries sustained in the incident, according to Jonathan Burns, CoreCivic's Director of Public Affairs.Burns says the disturbance happened just after 8:30 a.m. local time.The facility has been secured and all inmates and staff are accounted for, Burns said. CoreCivic is working with the Arizona Department of Corrections and local law enforcement as they continue to investigate.   724

CLAIRSVILLE, Ohio (AP) — Robert Murray, who, as a leader of the largest privately-owned U.S. coal operator long fought federal regulations to reduce black lung disease, has died.A lawyer tells The Intelligencer/Wheeling News-Register that Murray died Sunday at age 80 at his home in St. Clairsville, Ohio.He had announced his retirement on Oct. 19 from American Consolidated Natural Resource Holdings Inc. as board chairman.The company sued unsuccessfully in 2014 over regulations to cut coal dust in mines to reduce black lung disease.No official cause of death was given.According to the Associated Press, recent reports stated Murray had applied for black lung benefits with the U.S. Labor Department in early October.The AP reported that the West Virginia Public Broadcasting and Ohio Valley ReSource confirmed the claim through an online portal maintained by the Labor Department.Murray stated on the claim that he was on oxygen and "near death," the AP reported. 980
