An officer has been dismissed following the shooting of an unarmed Black man in Columbus, Ohio, on Tuesday.Columbus Police said that the man was 47 years old, and that the man was holding a cell phone at the time of his death, based on a review of one of the responding officer's body-worn camera footage. Police said the man walked toward the officer with a cell phone in his left hand while his right hand was not visible. Officers were called to the area for a report of a man sitting in an SUV, continually turning on and off the vehicle. Officials have not released the name of the person killed, as of Tuesday afternoon. WCMH-TV reported that the officer who fired the fatal shot was Adam Coy, an 18-year veteran of the Columbus Police. According to the Columbus Dispatch, Coy was involved in an excessive force complaint that resulted in the City of Columbus paying a ,000 payout. Coy was suspended for 160 hours for the 2012 incident, but kept his job. The shooting was the second time a citizen was killed by law enforcement within the city. Three weeks ago, Casey Goodson Jr. was shot and killed by Franklin County Sheriff Deputy Jason Meade. Authorities said that investigators recovered a weapon on the scene, but a family attorney told CNN that Goodson was holding a sandwich at the time of the shooting. No charges have been filed in that case, and investigation is still ongoing.“We are still raw from the killings of George Floyd, Breonna Taylor and less than 3 weeks ago, Casey Goodson Jr. Early this morning we learned of the killing of another African American at the hands of law enforcement,” Columbus Mayor Andrew Ginther said in a news conference on Tuesday.During the shooting death of Goodson, deputies were not wearing body-worn cameras. During Tuesday’s shooting, Ginther said that officers did not turn on their body-worn cameras until after the shooting occurred.Ginther said that the body-worn cameras worn by Columbus Police have a 60-second “lookback” feature that captured video of the shooting. The lookback feature does not capture the audio."The Division invested millions of dollars in these cameras for the express purpose of creating a video and audio record of these kinds of encounters. They provide transparency and accountability, and protect the public, as well as officers, when the facts are in question," Police Chief Thomas Quinlan said. America's aging infrastructure is expected to be a hot topic for voters in the upcoming midterm elections.Lawmakers on both sides want to fix it, but there’s one major sticking point: how do you pay for it?President Donald Trump has proposed a trillion plan to improve aging roads, bridges and tunnels across the country.Transportation Secretary Elaine Chao told Fortune magazine there's one sticking point between the two parties.“How do you pay for it, is the toughest question,” says Chao. “There are many ways of paying for the infrastructure proposal, and I would say the majority of them are not ones I could get consensus from in this audience.”One way that Republicans propose to raise money will impact most Americans directly.“A gas tax increase and a diesel tax increase of about 15 cents a gallon for gas and 20 cents for diesel to help fund this, because we do need to fund infrastructure upgrades,” says Republican strategist Ryan Williams. “We can't make the money appear out of thin air.”Republicans also want to raise money by letting private sector businesses help finance projects.Democrats have come up with their own trillion-dollar plan.“Where's the money [going] to come from? We don't want to increase our deficit. The tax bill's done that enough,” says Sen. An Uber driver in Arizona said he pulled up to give a ride Easter morning and ended up with an AR-15 assault rifle in his face. Edward Martinez said two men called for a ride and while he waited at the curb, a third man came out of the house with no shirt and a gun. "He points it at me and says, 'call 9-1-1,"' said Martinez. Not knowing what was happening, Martinez started dialing and talking to the 9-1-1 dispatcher, and the guy with the gun went back inside. In the meantime, he said the two riders got in his car and told him not to worry about the guy with the gun. About that time, the man with the gun returned. "That's when he put a round in the chamber," said Martinez. "The [passenger] door was open... and then he had the weapon, it was about [half way] in the car, and I just took off."Martinez drove to a Quick Trip. He said his passengers tossed something out the window on the way and disappeared when he parked to wait for El Mirage police. An El Mirage officer ended up arresting the armed man, 25-year-old Nicholas Brasseur. Police searched his home and wrote in the police report that they found drugs and 25 AR-15 assault rifles.  "My profession is manufacturing AR-15s," Brasseur told the court at his initial appearance. The judge informed him that he would not be allowed to continue working with weapons or be in possession of any weapons while awaiting a resolution to the charges, which include aggravated assault with a deadly weapon and possessing or using a weapon during a drug offense.       Martinez said he reported the incident to Uber but has not received a followup call. "I'm missing work. Where's any concern? What can we do to help you? Do you need to see a counselor? Or any of that kind of stuff," said Martinez. Meanwhile, he says he doesn't know if he'll ever drive again. "Not today, not the next day," said Martinez. "Why would I want to put my life [at risk] and lose my life.
