SAN DIEGO (KGTV)- Drugs and graffiti were just some of the problems filling parks around San Diego, with most of the activity happening during the night hours. A curfew has now been put in place for several parks.Community members and city leaders threw a party Friday morning to celebrate the change. Residents have been rallying for a curfew at City Heights Square Mini Park, which sits in the middle of an assisted living facility for seniors. Neighbors say before the curfew, they observed everything from gangs and drugs at the park. “We are this beautiful community,” says Delia Contreras. “We have kids, we have a lot of good things, but the drugs are no good.”Since the beginning of the year, 217 crimes have been reported within a 1,500 feet radius of the park. The crimes include assault, theft, and vandalism. “To me, San Diego is a paradise, and we need to clean up the whole town,” says Ronald Tieken. City Heights Square Mini Park will now have a nightly curfew from 9 pm to 5 am. There were other parks around the city with the same problems. Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park. These parks will now have a curfew of midnight to 6 a.m. “It took a lot of time because we didn’t want to take just one site, so we opened it up for other sites to bring their concerns in, and five parks were identified to go forward with it,” says Raul Contreras, with the city’s Parks and Recreation Department. City Heights Square Mini Park will also offer programs for all ages, like aerobics and arts and crafts. The events are free of charge. 1619

"Not just the women, but the men who go there and their families.”The church’s main campus on Rosecrans is roughly a mile and a half away from the new property. "We don’t know what we're going to do with the building, we just know what it won’t be used for," McPherson said. For decades, parents have explained to their kids why there's a huge sign that says 'nude girls' in their neighborhood, he said. Soon, it won't be necessary."It would be nice to put 'Rock Church' on top of that billboard, but that's another step," he said. "We’ll get to that. But you know the people in that community have been looking at that building for 50 years, and hopefully we can put something more positive in that building.”In addition to taking over the building, McPherson said the church plans to do outreach in the community. He had this message for former employees, “I want to tell you that we love you. And you are welcome at our church.” 1700

SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

  

SAN DIEGO (KGTV)— Families and friends of crime victims shared stories of their loved ones at a healing circle.On October 11, 2015, Juan Carlos Munoz got the worst news of his life. "Three years ago, we got that phone call, that our son was murdered,” Munoz said. That single phone call changed the Munoz family forever. Their son, 18-year-old Juan Carlos Munoz Jr. was shot and killed while sitting in a parked car on Prospect Street in National City. “We didn't know what to do, we didn't know where to go get help, and we didn't know how to move on in life,” Munoz said. The shooter and driver got away. Lost in the confusion, heartbreak, and an endless cycle of ‘what-ifs’ the Munoz family found the group, Crime Survivors for Safety and Justice. “We don't want any parent to join this group, because that means they lost a loved one, but this group is needed for those victims have nowhere else to turn,” Munoz said. That is why he and his wife created the San Diego chapter. 'Loss' is the only criterion for membership into this exclusive group. But sadly it is growing. On the last day on national Crime Victims Right’s Week, the San Diego chapter welcomed all members. Instead of focusing on the loss, they shared stories of their loved ones to keep their memories alive. "He had a big heart, he loved people, he loved kids, feeding the homeless,” Munoz said about his son. “Junior” wanted to be a psychologist. But he never became one.Then last year, National City Police caught a break in the case. "November, we got that phone call that we've been waiting,” Munoz said. This was the other phone call that changed their lives. The two men responsible for killing Junior were arrested. "To hear that they were caught, it's a healing process,” Munoz said. He said it is a process that will never end. But talking about him reminds Munoz that Junior never really left his heart."He gives me that strength because when I feel very lonely and sad, I just feel that extra boost, like ‘You can do this dad!’“ Munoz said. 2032

  

SAN FRANCISCO (AP) — A firefighter who died while helping people evacuate a Northern California blaze was killed by a fire tornado that at one point reached a temperature of 2,700 degrees Fahrenheit (1,480 degrees Celsius), officials said.Redding firefighter Jeremy Stoke died after he was enveloped in seconds by a fire tornado with a diameter of 1,000 feet (300 meters) and winds up to 165 mph (265 kph), the California Department of Forestry and Fire Protection said in a report released Wednesday detailing his death and the death of a bulldozer operator.Videos released with the report show the massive blaze burning in a populated area and sending a cloud of thick smoke up into the air with flames swirling up into the sky.RELATED: Firefighter killed battling Mendocino Complex fire  The tornado ripped roofs off houses and flung power line towers, cars and a shipping container into the air near the spot where Stoke was overtaken by the flames, according to the report.Cal Fire officials said that on July 26, the 37-year-old fire inspector was driving his pickup truck down a Redding road, working on evacuating people. One minute later he radioed out a "mayday" call saying he was getting burned and needed help.Stoke "identified himself by his radio call sign, and stated that he needed a water drop and was getting burned over," the report said.When an engine captain tried to contact him shortly after, there was no response, it said."Observations from witnesses and other evidence suggest that either several fire tornadoes occurred at different locations and times, or one fire tornado formed and then periodically weakened and strengthened causing several separate damage areas," the report said.Stoke, whose remains were found the following day, was one of eight people killed since the blaze started on July 23 with a spark from a vehicle driving on a flat tire.RELATED: A flat tire started the deadly Carr Fire and days of devastation in California  The wildfire has destroyed nearly 1,100 homes. It was 71 percent contained as of Thursday.The report also detailed the death of private bulldozer operator Don Smith, 81, of Pollock Pines, who was killed when his bulldozer was caught in the flames while trying to improve a fire line, defending a home during what the officials say were "extraordinary fire weather conditions."Both deaths and the injuries occurred within an hour and 50 minutes in one 3-mile (5-kilometer) stretch.Smith was trying to improve a previously constructed a fire line near the Buckeye Water Treatment Plant outside Redding after 5 p.m. on July 26 when other firefighters noticed "a rapid increase in fire activity."It jumped the fire line and a Cal Fire crew chief said he made several radio attempts to tell Smith to "get out of there." Two firefighters in the area also "recognized the urgency of the situation" and tried to reach Smith on foot but had to turn back because of the encroaching flames.Smith reported that he was cut off by the fire and was pushing on in his 2002 John Deere open cab bulldozer in an attempt to reach a safe area. He also requested water drops and four helicopters began dropping water through the smoke and flames around Smith's last known location.Once the smoke cleared, a pilot saw that Smith's dozer had been engulfed in flames and there was no sign of the protective metallic tent that firefighters deploy as a desperate measure when they are about to be overrun by fire. After two attempts, a fire captain was able to reach the bulldozer two hours later and confirmed that Smith was dead. 3592
