SAN DIEGO (KGTV) -- Some places of worship around San Diego County appear to be planning to continue holding services on their property despite the state’s order regarding indoor operations.On Monday, Gov. Gavin Newsom announced pandemic-related restrictions for certain businesses and activities, and places of worship were included on California’s list.Via a Wednesday evening livestream, Kearny Mesa-based Awaken Church broadcasted their service in which there were people in attendance. On their website, Awaken Church promoted in-person women’s prayer meetings held at each of their campuses.ABC 10News asked church leaders to clarify the meeting, and an Awaken pastor said they were holding a prayer protest.At the church’s Balboa Avenue campus, a disclaimer is posted on doors that reads, in part: “By entering this building where COVID-19 virus may possibly exist, despite efforts and attempts at utilizing and employing CDC Public Health Guidelines, you take full responsibility for the decision to attend our services and activities.”A viewer brought a Facebook post by Lighthouse Baptist Church to ABC 10News’ attention. In the post, the Lemon Grove church says, in part: “We are aware of the current mandates of our Governor and County. But, by God’s grace will continue with their current schedule of live worship services on the property.”It’s unclear whether those services will be inside or outside.ABC 10News reached out to both churches for further comment, but neither have returned calls as of late Thursday morning.A woman who asked not to be identified told ABC 10News that her church also invited her back. She said she believes the places of worship that stay open are doing more harm than good.“They want things to be back to normal, everyone does. But they aren’t being realistic about it. I think they need to wait this out and be patient and slow the spread and it will be safer for parishioners, and the community and U.S. at large,” the woman said.As far as the enforcement of the state’s order, if the place of worship falls under San Diego County jurisdiction, it will be up to the sheriff’s department.If it’s within the city, it will be up to the police agency in that city to enforce. 2227

SAN DIEGO (KGTV) - Some parents at a San Diego Unified School District campus are asking district officials for help with challenges they say are brought on by new, later start times.This fall, three schools implemented SDUSD's "Healthy Start Times" program, beginning classes at 8:35 a.m. The District has cited multiple studies that show later start times have positive effects on the health and academic performances of students.RELATED: Three San Diego schools to switch to later start times in 2019But some parents say the District isn't doing enough to help families who still have to drop their students off at school before 8 am, so the parents can get to work on time.Angel Caturay is one of those parents. He drops his son, Angel Miles, off at the San Diego School for Creative and Performing Arts at 7:30 a.m. each morning. Angel Miles then has to wait outside of the school's locked gates until 8 am.10News went by the school at 7:40 a.m. on Thursday morning and found more than two dozen other students also waiting. Some said they had been there since 7 am. Aside from one parking lot attendant, there was no adult supervision.The gates at SCPA don't open until 8 a.m. School begins at 8:35 a.m."Who's responsible?" Caturay asks. "When you drop your kids off, you feel the school should be responsible while they're here at school."In a statement, a district spokesperson told 10News that, "Students left without supervision is a safety risk... the principal has been working with parents to help them identify solutions."Caturay wants to know if the library, cafeteria or classroom could be opened for students to wait in. His son says it's challenging to use that time for homework."There's a lot of groups just sitting down and talking," says Angel Miles. "There are no tables. You're bending your back over, and that can get uncomfortable."The District addressed the issue in a letter to parents last year. Part of it reads, "just because some parents may be unable to provide healthy sleep hours for their teens does not mean that school district policy should prevent all of their teen students from getting the amount of sleep doctors say they need to be healthy and safe."The District plans to have every high school go to the later start times by next fall. Meanwhile, the California Legislature recently passed SB 328. The new law will require all middle and high schools in the state to start later in the day. It specifies start times no earlier than 8 am for middle schools, and 8:30 a.m. for high schools.Governor Newsom has not signed the bill yet, and it wouldn't go into effect until 2022. When he emailed the principal at SCPA, he was told about the District's bus program. District files show that costs 0 per year for the first student, 0 for the second. "It would be nice if they could open up the library," he says. "At least they (the students) could get some work done, study work ahead of time. Experts say the longer the vessels stay, the harder it is for the cruise industry to bounce back.The Holland America Koningsdam returned to the Port of San Diego Wednesday morning. It is one of five cruise ships scheduled to dock at the Embarcadero for fuel and supplies. But not to pick up guests.The vessels include:Holland America Koningsdam – December 23Princess Cruises Emerald Princess – December 24 (leaves for Los Angeles after San Diego visit)Holland America Westerdam – December 28Holland America Zuiderdam – January 8Holland America Noordam – January 11"Their revenues compared to say the same time last year are literally down 99%," financial advisor Dennis Brewster said.According to the Port of San Diego, there have been 119 canceled cruises since March and a loss of 0 million in regional economic activity. Unlike airlines and restaurants, which are two other industries hard hit by the pandemic, Brewster says cruises have no Plan B."Their revenues literally went to zero," Brewster said. "I mean, the others were really bad too, but you can't do a cruise ship on a takeout or drive-through."The Port says each cruise line must follow the CDC's "Framework for Conditional Sailing Order" before they can set sail. The first phase is to test and safeguard the crew. The second is a simulated voyage where the ships must prove their ability to mitigate COVID-19 risk. After that, they can slowly reintroduce passengers on their voyages.In the meantime, the ships and crews will stay put. But will the companies be able to stay afloat?"Even if the CDC and other organizations say, 'January one, you can resume your operations,' how many people would get on today?" Brewster asked.The hope is that travel will be on everyone's radar once it shifts away from the coronavirus."I think all of us have spent enough time at home the last nine months to last the next nine years," Brewster said. "So that's a good thing for the industry. There is going to be quite a bit of pent-up demand."According to the Port of San Diego, Holland America has some cruises scheduled to depart in April and May. SAN DIEGO (KGTV) – Stopping aggressive behavior before it starts is one of the many goals for schools within the San Ysidro School District.The San Ysidro School District partnered up with the District Attorney’s office to teach staff members restorative practices in school. These practices help students deal with their emotions and understand their behaviors.Kids take a few minutes a day to express how they feel and address different topics like who they trust and why. This practice is a way to swap punishment and instead provide support in hopes of reducing crime, bullying, and violence.RELATED: Bullying a major concern as kids go back to school“This is giving these students an opportunity to be more successful because when emotions get involved and you don’t know why you have them, and you don’t know how to deal with them that’s when a lot of students get in trouble,” said Manuela Colom-Ramirez.The District Attorney’s office and the and the San Ysidro School District hope this program provides an action plan guideline for students, staff, and parents.“It’s all under the philosophy that when you are doing with, rather than to, you are going to get more inspired kids, you are going to get more inspired youth, and we are able to build a more sustainable community,” said Khemal Johnson. 1319
