SAN DIEGO (KGTV) - A new report is calling for San Diego County jail reforms to address mental health issues and inmate suicides.From 2014-2016, 17 people have died by suicide while being held in a San Diego County jail facility, according to an investigation?by Disability Rights California (DRC).By this rate, the group says San Diego County's rate of inmate suicide is "staggeringly" high compared to national, statewide, and local data. During this three-year period, the county's rate of 107 deaths per 100,000 was double the national rate of 50 per 100,000, the group says.More: TEAM 10 INVESTIGATIONS"People with mental health needs and their families deserve better," DRC Attorney Rebecca Cervenak said. "Without appropriate community services and improved conditions, people will continue to suffer."The report says four aspects contribute to the high suicide rate: over-incarceration of people with mental health needs, lack of jail oversight, failure to provide mental health treatment and harmful solitary confinement, and a lack of efficient suicide prevention.DRC spoke with jail staff, inmates, and San Diego Sheriff's Department (SDSO) leadership as part of their investigation.The SDSO said they welcome feedback regarding the jail system and will work to improve procedures, but had a number of concerns with how data was gathered and recommendations were formed: 1409

SAN DIEGO (KGTV) — A record number of Americans filed for unemployment for the first time last week, leading to increased competition for the jobs that are available.The Labor Department reported Thursday that nearly 2.9 million workers are now seeking weekly payments from the government amid coronavirus-related closures. In San Diego County, the Workforce Partnership reports that it has received notice from 92 companies totaling roughly 12,000 workers — those notices, however, are voluntary, so the actual number could be much higher. "I'm in an industry that is vulnerable to situations like this in the future, so what do I have to do about it to guarantee that this doesn't happen to me and my family again in the future? That's my question," said Sean O'Hara, who recently lost his job as general manager of the now-closed Splash Cafe at the Birch Aquarium in La Jolla, which is operated by the French Gourmet. "All the restaurants are closed that I can see. Rachel Merfalen, the agency's director of business development, said drug stores, hardware stores, and home health services are also hiring and many of the jobs are flexible and entry level. "A lot of the influx in hiring that's happening right now is in response to this current situation, and so a lot of these positions, while some may continue to be permanent, I think a lot of them are temporary by nature," Merfalen said. SAN DIEGO (KGTV) - A juvenile was arrested Wednesday for allegedly making a threat against a San Diego Unified School District high school.The juvenile was arrested at Serra High School for the alleged threat, according to SDUSD. The suspect told school police the comment was not meant to be taken seriously. SAN DIEGO (KGTV) — A Rolando resident is taking Halloween decor to new heights this month, with a NASA-themed display outside his home.Greg Jones is known in the neighborhood for his elaborate Halloween displays. Every year, locals expect an out-of-this-world display. This year, he took that reputation literally.Saturday night, dozens of neighbors and volunteers witnessed the inaugural rocket launch outside the home at 4648 Rolando Blvd., which took months to complete.The celebratory launch came complete with Jones in costume as an astronaut, a moon rover, space capsules, and a 30-foot rocket.The massive space display will be up through Halloween, with a "rocket launch" visible each night.In years past, Jones has delivered a heaping dose of Halloween to his street, bringing mammoth displays including a giant Octopus and King Kong to life over his home. 872

  

SAN DIEGO (KGTV) -- A man died late Saturday night after a home caught fire in Paradise Hills.Fire crews say the fire erupted just after 10 p.m. on Calle Cumbre Street.Neighbors in the area reported hearing a loud boom before flames could be seen bursting from the homeFirefighters say neighbors then began breaking windows in an attempt to get the people trapped inside the home out.The two men inside the home were taken to the hospital where one of them died. The second man is in unknown condition.Fire investigators have ruled the fire accidental.  566
