Some motorcycles for the Tempe Police Department are now equipped with upright mounts for semi-automatic rifles.Sergeant Ronald Elcock said the department tested the mounts last year and decided to install them on eight of its motorcycles.In a high-risk situation, Elcock says motorcycles can usually get to a scene much quicker than patrol cars.However, until now, motorcycle officers were only armed with handguns.Elcock said that's been a growing problem, because criminals are using more high-powered rifles and weaponry."We don’t want to go into those situations where we aren’t able to keep the public safe,” said Elcock.Even though the AR-15s are highly visible on the back of the motorcycles, Elcock says they are secured with special technology.“There's a locking mechanism that would prevent anyone, except for the operator, to be able to get at the equipment,” said Alcock.Some worry about the militaristic look of the AR-15s mounted on the back of the motorcycles.“There are people that may be scared to see it,” said Elcock. "However when we explain to them the reason why we have it I think it puts them a little bit more at ease." 1153

SPRING VALLEY (KGTV) -- Some neighbors in Spring Valley want the county to do more to address the large cluster of homeless tents at Lamar Park. Residents say the park’s homeless population has skyrocketed in recent months. At least two dozen tents lined Bancroft Drive outside the park gates Tuesday morning.“Our heart goes out to the homeless people, but when there’s drugs going on, people finding needles, the dogs are running loose, you can’t even bring your kids over to enjoy the park,” said neighbor Joe Fearce.RELATED: Del Mar neighbors aid woman living in car with 300 pet ratsThe county has posted signs saying it will clear the park January 13 for a major cleaning, but Fearce and other residents say that tactic has failed before.“They came in two or three Tuesdays ago. They cleaned everything out. By 3 o’clock, [the homeless people] were all back and then some,” Fearce said. “They know they can’t be arrested if there’s nowhere for them to go.”Last month, the U.S. Supreme Court solidified a lower court’s ruling that protects the rights of homeless people to camp in parks or on sidewalks if there is no other shelter available. San Diego County has a shortage of shelter bed space.RELATED: Businesses battling homeless in Mission Hills“I’m very concerned about the homeless camps in the Lamar Park area and I’m working with the Sheriff’s Department and other county agencies to address them,” said County Supervisor Dianne Jacob in a statement. “There have been previous cleanups at the park, but short-term efforts aren’t enough.”Supervisor Jacob said the county recently launched an “intensive outreach effort” to connect the homeless with services and potential housing. “We’re now putting together a long-term approach based on the lessons learned.”“Many of these folks have serious, chronic needs and it’s important that we break the cycle of homelessness, addiction, medical emergencies and incarceration,” she added.RELATED: Theft victim hunts for stolen bikes in 'homeless hotel'With so many homeless people clustered together, churches and non-profit groups know Lamar Park is a hotspot where they can help. On Tuesday morning, a volunteer with Joseph’s Storehouse dropped off boxes of food.“It’s not something that only happens to people on drugs or alcohol. Anybody is just one medical emergency or two paychecks away from being in the same position,” said Terri Pumphrey. 2410

SORRENTO VALLEY (KGTV): An 11-year old volunteer is proving that age doesn't matter when it comes to helping the hungry.Aiden Gruby has been volunteering at Feeding San Diego since he was six. His parents brought him as part of a family activity. He was hooked immediately."I think it’s really great. I love that feeling of helping people," he says.He loved it so much that his family started coming every week. When Aiden turned 10, Feeding San Diego asked him to become a team leader.Typically, the organization waits until people are 13 before they can take a leadership role.As a leader, Aiden helps with orientation and rules. He also directs volunteers as they sort food."I’m just so proud of him wanting to give back to our community," says mom Janessa Gruby. "There are kids who would rather spend their weekend playing sports, or playing video games, and he has asked us to come every weekend."Aiden says his favorite part of the job is "reclamation," which is the process of checking all incoming food for package integrity, expiration date and then sorting it by category.He has no plans to slow down any time soon."I think it’s really good to help people in need of food," he says. SOLANA BEACH, Calif. (KGTV) — Video captured Friday showed another bluff failure in the Solana Beach area, weeks after a series of small bluff collapses.Kelly Nelle captured a small bluff failure at a site that appeared taped off due to a previous bluff collapse. No one was injured.Several parts of Fletcher Cove were taped off in August as sandstone tumbled about 75 feet down to the beach. It isn't clear if Friday's collapse was at the same site, but the area was already taped off and appeared to have a pile of sediment at the base of the cliff side.In late August, Torrey Pines beach goers were warned of bluff collapses after a section fell to the ground. In early August, a massive section of rock fell in Encinitas, killing three people.As temperatures rise and bring more locals out to the coast, officials cautioned visitors to walk 25 - 40 feet away from all bluffs and not to walk around barricades because large rocks could still fall.Video from Friday showed some smaller rocks falling before the larger section fell onto the Solana Beach spot. 1068

  

Severe weather brought heavy rain, hail and flash flooding to some parts of Maryland.  In Frederick, flood water was so high Tuesday night it covered the tires on cars. Some residents say Market Street was so flooded it looked like a river. Police sent alerts asking residents not to drive on the roads. Emergency crews rescued six people from three vehicles trapped in floodwater.  Click below to see storm pictures from across the state:Businesses in Frederick were also impacted by the storm. The basement of the YMCA on N. Market Street was completely flooded. The first floor had about four to five inches of water. Emergency crews pumped water from inside of the building to help drain it. The YMCA will be closed Wednesday.  So far, no injuries have been reported.   941
