SAN DIEGO (CNS) - Police Thursday were searching for a suspect who carjacked a 56-year-old man while he was listening to music in a City Heights parking lot.It happened around 9:35 p.m. Wednesday in a parking lot near the intersection of Euclid and University avenues, San Diego police Officer Robert Heims said.The victim was listening to music in his red 2013 Nissan Versa sedan when a man walked up to the car, lifted his shirt up and showed that he had a gun in his waistband, Heims said. The suspect then told the 56-year-old man to get out of the car, and the victim complied.The suspect got into the Nissan, which had California license plate 7EKT818, and drove off southbound on Euclid Avenue, the officer said.The suspect was described as a 5-foot-11 Hispanic man in his early 20s who weighed between 150 and 180 pounds. He had a thin mustache and was last seen wearing a white shirt and a blue baseball hat.Anyone with information on the suspect or the whereabouts of the car is asked to call SDPD's robbery division at 619-531-2299. 1051

SAN DIEGO (CNS) - Police searched Thursday for a hit-and-run driver who ran a red light at a Mission Valley intersection and slammed into another car, seriously injuring it's 60-year-old driver.The crash was reported shortly before 5:30 p.m. Wednesday at the intersection of Friars and Frazee roads, San Diego police Officer Robert Heims said.A 60-year-old woman was driving a 2007 Lexus sedan southbound on Frazee Road when a man driving a blue Ford pickup truck westbound on Friars Road ran a red light at Frazee and crashed into the driver's side of the Lexus, Heims said.The pickup driver kept driving, then pulled over a short distance away before he got out and ran away, the officer said. No detailed description of the driver was immediately available.The victim was taken to a hospital for treatment of multiple fractures, which were not believed to be life-threatening, Heims said.Anyone with information about the crash is asked to call SDPD's traffic division at 858-495-7800 or Crime Stoppers at 888-580-8477. 1030

The marching bands from Northwestern University and the University of Utah, the two teams playing in the Holiday Bowl, will perform during the parade."The Port of San Diego Holiday Bowl Parade is one of the Port's signature events, bringing approximately 100,000 spectators, including many from out of state, to the beautiful San Diego bayfront," said Board of Port Commissioners Chairman Rafael Castellanos. "It's a wonderful way to activate the waterfront and to add an economic boost to the region."County Supervisor Ron Roberts will serve as the parade's grand marshal. Holiday Bowl organizers named Roberts the game's honorary chairman Nov. 26."I'm flattered to be the honorary chairman of the 2018 SDCCU Holiday Bowl," Roberts said. "Over the years this game has always been one of the best during bowl season and I'm sure this year will be fantastic. SAN DIEGO (CNS) - The San Diego City Council unanimously voted, 9-0, Tuesday to invest more than million in homelessness services and programs designed to curb the city's homeless population.The .1 million allocation of state funding comes from the Homeless Emergency Aid Program, a 0 million block grant designed to help address homelessness throughout California. San Diego Mayor Kevin Faulconer and the mayors of the other so-called Big 11 cities secured a total of 0 million in state funding to address homelessness issues in the state's biggest cities.The city will allocate .8 million for homeless services like housing navigation, .2 million for rental assistance and subsidies, .6 million for the continuation of city services and facilities like San Diego's three bridge shelters and 5,000 each for youth programs and administration costs."Thanks to the advocacy by California's largest cities, we can now implement these critical programs to improve our outreach, expand the range and depth of homeless services including prevention and diversion strategies, and bring creative solutions online to move hundreds of homeless San Diegans off the streets and into housing," said District 3 City Councilman Chris Ward.The funds will be used to expand some existing programs while creating new ones, such as a flexible subsidy pool that offers housing assistance to residents who may not qualify for federal housing vouchers. San Diego's Regional Task Force on the Homeless will also receive a separate .8 million HEAP grant as one of the state's Continuum of Care programs."Homelessness is the issue across our state and cities are bearing much of the burden," Faulconer said. "Our state legislators have recognized that all levels of government need to work together to help our most vulnerable residents. SAN DIEGO (CNS) - San Diego County public health officials have reported 540 new COVID-19 infections and one new death related to the illness, raising the region's total to 59,656 cases and 908 deaths as the county continues to await news on whether it will sink into the dreaded purple tier of the state's four-tiered COVID-19 reopening plan.State officials reported Wednesday that San Diego County had an unadjusted new daily coronavirus case rate of 8.7 per 100,000. The adjusted case rate had dropped to 7.4 per 100,000, above the baseline of 7, qualifying the state for the purple, or most restrictive tier of the reopening plan. Last week's unadjusted case rate was 7.8 per 100,000.According to the reopening plan, a county has to report data exceeding a more restrictive tier's guidelines for two consecutive weeks before being moved to that more restrictive tier. A county then has to be in that tier for a minimum of three weeks before it may move to a less restrictive tier.San Diego County has been in the red tier for months, skirting but ultimately avoiding the purple tier, which would necessitate the closure of almost all indoor operations of nonessential businesses. Recent trends have shown a slow but steady increase in infection numbers.If the county cannot drop its adjusted daily case rate below 7 per 100,000, indoor operations in locations such as restaurants, museums, places of worship, breweries and retail businesses will have to either close entirely, move to outdoor operations only or modify in other ways.In recent weeks, the region had an unadjusted rate well above the purple tier guidelines, but a significant effort to increase the volume of tests had allowed for an adjustment to bring it back to the red, or substantial, tier.Dr. Wilma Wooten, the county's public health officer, said retail operations, including indoor shopping centers, will be limited to 25% of building capacity, down from the current 50%. Schools, unless they have already restarted in-person learning, will be restricted to distance learning. K-12 schools already in session can continue, Wooten said."Cases are increasing in the region and it is vital that we take this virus seriously and recommit ourselves to the strategies that are proven to work," she said Thursday. "Wear a face covering when you go out in public, stay six feet away from others and avoid crowds and large gatherings."The county's testing positivity rate actually improved, declining 0.3% from last week to reach 3.2%, but remains high enough for this metric to remain in the orange tier.The state's health equity metric, which looks at the testing positivity for areas with the least healthy conditions, increased from 5.1% to 5.3% and entered the red tier. This metric does not move counties backward to more restrictive tiers, but is required to advance.The state data reflect the previous week's case data to determine where counties stand.
