The latest set of rules handed down by Governor Newsom is not sitting well with salon owner Shanelle Cedeno.“Now it just feels like a target," Cedeno says.As hospitals become overwhelmed with surging cases, ICU capacity is the state’s newest metric for tightening restrictions.RELATED: Gov. Until then, Cedeno says they’re moving up appointments before it’s too late.“We are making our reach-outs to have them come in today and tomorrow,” said Cedeno. “We’re San Diego, we got this. SAN DIEGO (KGTV) - An Encinitas family on vacation woke up to a disturbing alert last week, video of someone stealing multiple packages from their porch.Homeowner Mark Sandorf says the most peculiar thing was who the thief was."It’s different in that she looks like she’s probably someone’s grandma," said Sandorf.The family immediately filed a police report from New Mexico.10News blurred the woman's face because the San Diego Sheriff's Department has not yet said she's a wanted suspect.One of the packages had sentimental value, three custom holsters for Sandorf's son who is in law enforcement."My son is, like I said, risking his life out there every day and we try to keep him in good equipment and what not. These were custom made by a friend of mine in South Carolina," said Sandorf.Sandorf says the most frustrating thing is knowing the holsters will likely get thrown away.He hopes others in his Encinitas Ranch neighborhood will be on alert after the incident. 980

SAN DIEGO (KGTV) - A two-year-old girl found strapped to the chest of an immigrant teenager is in the custody of Immigrations and Customs Enforcement officials, the U.S. Border Patrol said Monday.The girl was part of a group of six undocumented immigrants found traveling near Campo Nov. 27, officials said.The 17-year-old boy who was carrying the girl said she had been with her mother the previous night, but the mother became tired and asked the teen to hold her daughter. When the group separated, he could not locate the mother, he told Border Patrol officials.Authorities are trying to reunite the girl with her mother.The U.S. Border Patrol said it maintains a high level of vigilance in border zones to prevent the smuggling of humans, drugs, and other contraband. 780

SAN DIEGO (KGTV) - Amid the recent protests, a woman once known as the "fugitive soccer mom" is now shining a spotlight on the story of another mother.Among those taking a stand against racial injustice is a small group holding up signs supporting a woman you likely haven't heard about."It serves no purpose to have her in prison," said Susan LeFevre.LeFevre, one of the women holding a sign, is someone you likely have heard of. For more than three decades, the Carmel Valley mother of three had lived a double life, as Marie Walsh.At the age of 19, she was sentenced to 10 to 20 years for a heroin sale in Michigan. Fourteen months later, she climbed a prison fence and began a new life. A police tip led to her arrest and a tidal wave of publicity. More than a year later, she was released from a Michigan prison."I feel bad about the effect on my whole family. We're doing better the last couple of years," said LeFevre.LeFevre says so many years later, her family is still healing. She and her husband divorced several years ago. Since her release, LeFevre, who now lives in Pacific Beach, has advocated for non-violent offenders with long sentences, including a woman she bonded with during the second prison stay: Tracy Cowan, a single mother of three who was sentenced to 20 to 40 years after shes says a bag of drugs belonging to her boyfriend dealer was found in her basement. Cowan has served 18 years."Racism is putting people like Tracy (in prison), ripping her from her children, two of them ended up homeless," said LeFevre.LeFevre says Cowan didn't have the resources to defend herself, a familiar reason for the disproportionate prison rates for African Americans."Eighteen years is absurd when murderers are getting out before her. That's why I'm trying to bring attention to cases like hers. SAN DIEGO (KGTV) -- A shark advisory is being issued Tuesday after witnesses reported seeing a five-foot-long shark near Black's Beach. According to Mónica Mu?oz with San Diego Fire-Rescue, the advisory is in place from the Mushroom House north to Bathtub Rock, also known as Flat Rock. “Some witnesses reported seeing a shark of about five feet in length which does not reach the threshold of a significant threat. However, the number of witnesses and the feeding behavior observed influenced the lifeguards’ decision to issue the advisory,” Mu?oz said. Just after 12:30 p.m., a group of 25 surfers got out of the water at Black's Beach after reportedly seeing a shark eating a sea lion. Another group of people reported similar information to a lifeguard. In the same area, Mu?oz says lifeguards witnessed a large sea lion eating a fish. The department says there were either two separate sightings in the area, or witnesses all saw a sea lion feeding on a fish, but mistook it for a shark. “We are acting out of an abundance of caution,” Mu?oz added. Lifeguards are conducting active patrols in the area to let people know what witnesses saw. Mu?oz says lifeguards are advising against water activity; however, the water is not closed to people who choose to enter. Signs will also be posted in the area. 1316
