SAN DIEGO (KGTV) - A woman was arrested Thursday on suspicion of running over and killing a man she had been arguing with at a Kearny Mesa parking lot. San Diego police said 33-year-old Latisha Ingram and an unidentified 25-year-old man were arguing in a parking lot in the 4600 block of Convoy Street at around 11:30 p.m. Thursday when the altercation escalated. Kiana Smith was in the middle of her shift at Rakiraki ramen restaurant when she heard the noise outside. Ingram was belligerent, Smith said, adding she had been turned away by a bartender at O’Brien’s. "She turned her down because she was way too drunk, then she made her way this way, and a server saw her before I did, saying she was way too drunk, she couldn't even walk." Smith told 10News the male victim, who had been waiting on a table with his girlfriend, was trying to stop Ingram from driving. "It looked like she was trying to get in her car, but she was obviously way too drunk to drive, so the guy was trying to stop her from driving,” said Smith. According to police, Ingram then drove away while the man was holding onto her car. Police said Ingram drove out of the parking lot and turned southbound onto Convoy Street when the man let go and was allegedly run over. "He ended up on the hood, and she made the right turn, and he completely flew off," said Smith.The man was rushed to the hospital, where he died from his injuries, police said. 10News learned Ingram returned to the area about 30 minutes later and was arrested without incident. Ingram was booked on suspicion of felony hit-and-run and felony DUI. 10News learned she has a prior DUI charge from 2011. Smith said returning to work Friday was tough. 1702

SAN DIEGO (KGTV) — An SDG&E outage knocked out power to hundreds of South Bay customers Friday, including a money exchange operator whose backup generator may have contributed to a health crisis.According to SDG&E, about 703 customers in the areas of San Ysidro and Otay Mesa were affected by the outage that began at about 6:40 a.m. Service was supposed to be restored by 10:30 a.m., but that was pushed back to 12 p.m.Two people became ill and were taken to the hospital from a money exchange business using a power generator.According to SDG&E, a substation experienced a technical issue in which a capacitator failed. Crews had to go in a repair the substation before power could be restored. 716

SAN DIEGO (KGTV) - An ash-filled stolen trailer in Miramar contained heartbreak for more than 100 military families in the form of hand-carved model aircraft burned and damaged. Many of the coveted items are simply too far gone from the damages."They are hand-carved, hand-painted and personalized," said John Pineda, who owns Squadron Toys.He says his model aircraft are ordered by service members and veterans - and their loved ones to commemorate service. Many of them are gifts for a retirement or Christmas.Those gifts disappeared overnight, in minutes."We are heartbroken," said Pineda. He showed 10News the surveillance video.Just past 1 a.m. on Nov. 3, a U-Haul truck drives into the parking lot. Five minutes later, you can see it again, this time hauling Pineda's trailer, filled with more than a hundred model aircraft to be shipped out the next morning.The discovery of his trailer missing was followed a week later by a call from the CHP.The trailer was found on fire on a street in Vista. He towed it back Thursday.Pineda looked in the trailer and found about 60 of the models were missing. There were also burned model planes and helicopters. SAN DIEGO (KGTV) - A San Diego woman who was shot at the Route 91 music festival in Las Vegas is making great strides in her recovery.Tina Frost and her boyfriend were with eight friends when Stephen Paddock opened fire. Frost was the only one of her group who was shot. The bullet went into her eye.Her family says the recovery has been difficult but that she continues to power forward with her therapies.Frost’s mother posted an update on the GoFundMe page indicating Frost has walked without assistance, thrown a ball, baked cookies, and painted an eye patch for herself.Amy Klinger, a close family friend, says Frost's strength and resilience is no surprise."She is not going to let anything get in her way of getting back to her normal, happy, and healthy life," said Klinger.  "It was so amazing, I walked into the room and she was talking with her physical therapist and because her sentences were so clear, I did forget for a minute she had not been speaking."A lifelong soccer player, Frost has even been able to kick a soccer ball to her dad in the hallway."The fact that they did say at the very beginning, let's see what happens in a year, and it's only less than five weeks out and she's walking and she's talking, she's just, the progress has been amazing and is a testament to who she is," said Klinger.Klinger believes the worldwide support and power of positivity has been a factor in the healing, for both Frost and her family."Just knowing there's this enormous community, Team Tina, that's out there behind the family, it keeps their spirits up and keeps them positive because this is a lot to do deal with," said Klinger.Frost has a big surgery in the upcoming weeks where doctors will begin facial reconstruction. 1749
