SAN DIEGO (KGTV): With recreational marijuana now legal in California, doctors are warning parents to be extra vigilant when checking their kids' candy on Halloween. They worry that the kids may confuse edibles for candy."There's going to be candy all over the house," says Dr. James Elia from Sharp Grossmont Hospital. "If there are edibles that are in the household and are forgotten to put away, kids may be able to get into them as well."State law allows edibles but has strict guidelines for how much THC can be in them. A package can't contain more than 100 milligrams, and each piece can't have more than 10.Marijuana vendors say new rules also make it harder for the edibles to be confused for candy."You cannot use the word candy and animals cannot be in the shape of certain animals and images that might be attractive to children," says Kyle Dukes from Torrey Holistics. He also noted that state law doesn't allow the edibles to be in any shape the State Bureau of Cannabis Control deems "attractive to children." Specifically, they can't be shaped like fruit, animals or lollipops.Packaging for marijuana-infused food must also be child resistant and clearly labeled.Dr. Elia recommends keeping edibles locked away, similar to the way people treat medicine they don't want kids to get. He says the side effects of THC on children could be devastating."They could experience alteration of mental status, sometimes hallucinations, severe anxiety, severe paranoia," he says. "With children, it's also noted shortness of breath."Elia also says parents should be extra vigilant when checking their kids' trick-or-treat candy, to make sure an edible didn't wind up in their collection."We all have to be concerned about this," he says. SAN DIEGO (KGTV) --Three hours after returning from his deployment, Navy Lt. Eric Turner went to Seaworld. Not for the same reason as most visitors though - he was there to surprise his wife. Beckie Turner is a trainer. Hundreds of people pack in to see the "Dolphin Days" show at the park. Beckie does it every day, but Wednesday, September 13 there was something different going on backstage. "She's not expecting me, she thinks I'm on medical hold or something like that," her husband told 10News Reporter Bree Steffen.  "I hope she's not mad haha." Lt. Turner is back early from his 11-month deployment in the Middle East. The couple was reunited after he walked down the arena stairs, people cheering as Beckie got out of the water and embraced her husband. "It's nice to have him home," she said, tearing up. "Thank you all for being a part of it, it's really special." Eric and Beckie have four kids, have been married 10 years, and both of their parents served in the Navy.  1035

SAN DIEGO, Calif (KGTV) - A series of problems at a handful of California gas refineries have caused prices to surge over the last month.According to the Automobile Club of Southern California, the average cost of gas in California is .955 per gallon. That's more than a dollar more than the national average of .811. Alabama has the lowest gas prices in the country at .499 per gallon.Because of strict environmental regulations, most of the gas in California has to be made in state. So when local refineries go off-line, it directly impacts prices.AAA says at least 6 of the 12 gas producing plants in the state have had problems in the last month, leading to shut-downs.On March 15, a fire shut down the Wilmington Phillips 66 refinery.Ten days later, the Valero refinery in the Bay Area shut down when a scrubber malfunctioned, sending black smoke into the air.Flaring issues caused outages at two plans in Southern California, the Chevron plant in El Segundo and the Valero in Wilmington.Meanwhile, PBF Energy in Torrance had routine maintenance scheduled, which decreased production."We don't have pipelines that can pipe relatively cheap gasoline to use from other states," says Marie Montgomery with the Automobile Club of Southern California. "We have to rely on shipping of gasoline when our refineries have problems."According to the California Energy Commission, refineries in Washington and the US Gulf Coast can produce gas for California, as can refineries in Eastern Canada, Finland, Germany, the US Virgin Islands, the Middle East and Asia. But it takes time for those shipments to arrive.In the first week of April, the state didn't receive a single drop of imported gasoline.As we wait, local refineries have dipped into their reserves to meet demand, taking two million barrels out of reserves."The imported gas is going to be coming here, there's no doubt about that," says Montgomery. "We've got the highest prices in the country by far right now. SAN DIEGO (KGTV)- Drugs and graffiti were just some of the problems filling parks around San Diego, with most of the activity happening during the night hours. A curfew has now been put in place for several parks.Community members and city leaders threw a party Friday morning to celebrate the change. Residents have been rallying for a curfew at City Heights Square Mini Park, which sits in the middle of an assisted living facility for seniors. Neighbors say before the curfew, they observed everything from gangs and drugs at the park. “We are this beautiful community,” says Delia Contreras. “We have kids, we have a lot of good things, but the drugs are no good.”Since the beginning of the year, 217 crimes have been reported within a 1,500 feet radius of the park. The crimes include assault, theft, and vandalism. “To me, San Diego is a paradise, and we need to clean up the whole town,” says Ronald Tieken. City Heights Square Mini Park will now have a nightly curfew from 9 pm to 5 am. There were other parks around the city with the same problems. Cedar Ridge Mini Park, Montclair Neighborhood Park, North Park Community Park and North Park Mini Park. These parks will now have a curfew of midnight to 6 a.m. “It took a lot of time because we didn’t want to take just one site, so we opened it up for other sites to bring their concerns in, and five parks were identified to go forward with it,” says Raul Contreras, with the city’s Parks and Recreation Department.
