SAN DIEGO (KGTV) -- Starting in the new year, Californians will start to see paper license plates instead of dealer decals on the backs of vehicles. A new law taking effect January 1, 2019, mandates that dealers give out temporary paper plates or permanent license plates issued by the California DMV. The law is all part of an effort to aid law enforcement as well as limit toll evasion. The plates will list information including a temporary license plate number, report of sale number, vehicle identification number, make and model. There are several reasons California lawmakers passed Assembly Bill 516. Currently, law enforcement isn't able to identify some vehicles that may have been involved in a crime, according to the DMV. Having no temporary plate also makes it difficult to investigate crimes involving vehicles. Another reason for the law is toll evasion. According to the DMV, people who purchase vehicles often delay attaching permanent plates, making it impossible to identify vehicles violating toll requirements. The DMV says toll evasion costs local governments as much as million per year. 1256

The big theme of the night was housing and homelessness, and Assemblymember Todd Gloria, Councilmember Barbara Bry, and community activist Tasha Williamson came prepared with answers."I will move homeless services to the offices of the mayor, currently it's outsourced to the housing administration, it sends a message its not a priority for this mayor or this City Hall," Gloria said.Gloria put the onus on himself if elected to solve homelessness, while Bry had a more collaborative approach, wanting to pressure the county for more help."I believe it is much more effective to send social workers out with iPads to talk to homeless individuals where they are, to send out social workers, not police officers," Bry said.But the biggest applause lines of the night came from political outsider Williamson, who pushed her platform for police oversight."We have been criminalized all our lives and the time is up, the time is now, we are going to stop it, we are going to be a sweeping sea of change when we talk about police accountability, rogue officers do not belong here, they will have too look for another job somewhere else," Williamson said.But it was the scooter issue that brought out the biggest punches."A few days ago I talked to [the San Diegan] who's wife is in critical condition at UCSD with skull fractures and severe bleeding after falling off a scooter, I was in tears after talking with him," Bry started. SAN DIEGO (KGTV) - Sharp Grossmont Hospital secretly video recorded 1,800 patients using hidden cameras at the women's health center in El Cajon, according to a lawsuit filed late Friday afternoon.The recordings took place between July 17, 2012 and June 30, 2013 inside three Labor and Delivery operating rooms at the facility located at 5555 Grossmont Center Dr. in El Cajon, the plaintiffs claim.Among the video recordings captured by hidden cameras: Caesarean births, hysterectomies, sterilizations, dilatation and curettage to resolve miscarriages, and other procedures, according to court documents.Women were also recorded undressing, the lawsuit says.According to court documents, the hospital claims the recordings were part of an investigation "into whether an employee was stealing the anesthesia drug propofol from drug carts in the operating rooms."The suit states that the motion-activated cameras were installed on drug carts in each of the three operating rooms at the women's health center, but the cameras continued to record after motion stopped. Multiple users, including non-medical personnel and strangers, had access to the recordings on desktop computers, the lawsuit claims, and that Sharp “did not log or track who accessed the recordings, why, or when."“There are images contained within the multitude of images of women undergoing operations of a very personal, private nature, unconscious and in states of exposure depending on the operation being performed,” the lawsuit cites an unnamed Sharp executive as saying.“Plaintiffs suffered harm including, but not limited to, suffering, anguish, fright, horror, nervousness, grief, anxiety, worry, shock, humiliation, embarrassment, shame, mortification, hurt feelings, disappointment, depression and feelings of powerlessness,” the lawsuit claims.Plaintiffs believe Sharp destroyed “at least half” of the recordings but cannot confirm the files are not otherwise recoverable. SAN DIEGO (KGTV) — Some beach cities throughout San Diego County Monday closed beaches as the COVID-19 outbreak continues to worsen. Following Gov. Gavin Newsom's stay at home order for California, several beach-side cities saw beachgoers enjoying the outdoors without the required six-foot social distancing.Monday, County Public Health Officer Wilma Wooten said the county will issue an amendment to the public heath order limiting social gatherings during the coronavirus pandemic.
