Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861

ARCADIA (CNS) - A 5-year-old gelding has been euthanized after fracturing his right front ankle in a race at Santa Anita Park, the 40th horse death at the Arcadia track since December 2018.Harliss finished seventh in a field of eight in the seventh race Friday, "was unsaddled nearing the clubhouse turn and vanned off," according to Santa Anita racing information. He was euthanized under the recommendation of the attending veterinarian.Harliss was third both a quarter-mile and three-eighths of a mile in the 5 1/2-furlong race on Santa Anita's turf course, then dropped to fourth entering the stretch. He was coming off the lone victory in his 12-race career, finishing first in a 5 1/2-furlong race on Los Alamitos Race Course on Dec. 6.Harliss was trained by Val Brinkerhoff. His career earnings were ,026.A necropsy will be performed as required by the California Horse Racing Board.The death was the second among the 705 horses who have raced at Santa Anita's winter/spring meeting, which began Dec. 28. An Alabama family is mourning a man killed by police Thanksgiving night after being mistaken for the shooter who injured two people at a mall.An officer fatally shot Emantic Fitzgerald Bradford Jr. about 10 p.m. CT Thursday at the Riverchase Galleria in Hoover, a Birmingham suburb. At the time, authorities said he got into an altercation at the mall and opened fire, injuring two people ages 18 and 12.An officer encountered an armed Bradford fleeing the scene and fatally shot him, police said.But after conducting forensic tests and talking to witnesses, investigators said Bradford might have been involved in the altercation but likely did not fire the rounds that injured the two youths.The gunman is still at large and police have not provided a name or description.Relatives are demanding answers as they mourn a man they call EJ."EJ was a devoted son and brother, who dedicated his life to serving his country and always doing the right thing," his family said in a statement."As we continue to grieve, rest assured that we are working diligently with our legal team to determine exactly what happened and why this police officer killed our son.
