CHICAGO, Ill. – Imagine a window providing a glimpse into the past – Europe in the late 13th century, 1930s America, life during the Revolutionary War. Then imagine that world fitting inside the palm of your hand. That’s what happens inside Jay Kupjack’s workshop. He is literally a giant, towering over his diminutive room recreations. “I guess you could call me a miniaturist, I suppose,” said Kupjack. Krupjack specializes in all things small. “The preferred scale everybody likes is 1/12th,” he explained. “So, it's an inch to a foot. That seems to work out. Not too small. Not too big.” Kupjack is the last of a dynasty of miniature artists. “It's some you know it's deliberate and it's delicate,” said Kupjack. Both his father, Eugene, and brother, Hank, dedicated their lives to the intricate Lilliputian artform. Everything is made by hand. “My brother liked doing ancient stuff,” said Kupjack. “He did Greek Roman, Egyptian. We don't go too far into the present. There's already there’s a law on the books banning officers from putting people in chokeholds, but the city council wants to take things a step further, banning officers from applying pressure or restricting a suspect's diaphragm.“It’s tough right now to be a police officer," said NYPD Chief of Department Terence Monahan. "You have to worry that if a suspect shot at you and you put a knee on his back, that now you become the criminal.”Monahan said these new rules have his officers fighting crime with their hands tied behind their backs.Those in favor say that officers are merely being given a script telling them how to behave in a critical incident. However, there are still those that argue that the city council does not have expertise in police tactics.Even so, the NYPD argues every encounter is different and a blanket law is not the answer. BOULDER, Colo. — The COVID-19 outbreak at the University of Colorado Boulder is now the largest in the state, with 1,198 positive cases among students and 104 with probable cases of the virus, according to the latest outbreak data released by state officials Wednesday.Twelve staffers have tested positive for COVID-19, according to the data.CU Boulder on Wednesday switched to fully-remote classes for at least the next two weeks, as university officials work to curb the spread of COVID-19 among students, with cases on the rise and isolation spaces dwindling on campus.Philip DiStefano, CU Boulder chancellor, said in a statement Monday that the move was "in the immediate interest" of the campus community's health. Students are being asked to remain in university housing, and employees will work remotely, if possible.University provost Russell Moore said in a news conference Monday that officials have seen fewer COVID-19 cases in recent days, but "unfortunately, the number of cases is not dropping enough."Students can now face a 10-day suspension — or longer — for violating COVID-19 protocols. Interim executive vice chancellor Patrick O'Rourke said 14 students are currently suspended as they go through the discipline process for health violations. The increased enforcement, O'Rourke said, has led to some change in behavior among students off campus, with fewer violations over the weekend.CU Boulder wasn't the only university to appear on the state's updated outbreak list Wednesday, though it was, by far, the largest.Eight outbreaks were reported at the University of Denver, including several sororities, the gymnastics team and a residential building. The case numbers in those outbreaks ranged from 3-9.Two sororities and a fraternity at Colorado State University also reported outbreaks, with the Kappa Sigma fraternity having the most cases at 13 confirmed and four probable. The father of New England Patriots running back James White was killed in a crash Sunday afternoon in South Florida, hours before his team's appearance on NBC's "Sunday Night Football."Broward Sheriff's Office Sgt. Donald Prichard said Miami-Dade police Capt. Tyrone White was killed in a two-vehicle crash about 1 p.m. along Griffin Road in Cooper City. Prichard said one vehicle overturned and the other caught fire. Two of the three victims were flown to a hospital for medical treatment, but the elder White was pronounced dead at the scene.
