SAN DIEGO (KGTV) – San Diego businesses are still waiting for any information on the resumption of indoor services, such as indoor dining, and the long wait has some frustrated and at a breaking point.“The first five years were hard, but I never thought it would be a pandemic that brought me to my knees,” said Yuda Phia, who has owned Time Out Sports Tavern in downtown San Diego for 10 years.Piha and wife Sarah got married days before the pandemic forced the shutdown, and the restaurant's first closure.Sarah Phia explained the extra measures they've taken to meet or exceed the guidelines laid out the first time they reopened, including Plexiglas dividers and staff retraining.Sarah, a graphic designer, made the signage throughout the establishment that enforced mask wearing and social distancing.Setting up tables on the sidewalk isn't really an option for Time Out, which is located downtown on Broadway near 7th Avenue along a busy two-way street that gets constant bus and truck traffic and has narrow room for patrons.County officials have said they expect new state-directed timelines in the coming days for reopening businesses, but Supervisor Jim Desmond said Tuesday that he doesn't know what they will be.Desmond has advocated for the safe reopening of businesses, but he said the county’s hands are tied as control lies in the governor's hands. The decision is also entirely independent from the state’s watch list, which San Diego County was removed from on Tuesday.The orders were issued concurrently, but not together, so there is no automatic trigger point when businesses would reopen.Desmond wishes the state would reauthorize local control so that the county could make some reopening decisions independently going forward. 1758

SAN DIEGO (KGTV) — San Diego County has seen possible early signs of a COVID-19 resurgence, after four community outbreaks were reported Friday.Dr. Wilma Wooten, the county's public health officer, said the county has recorded four community coronavirus outbreaks in the last seven days.One of the newly reported outbreaks included an unnamed restaurant. That outbreak remains under investigation, Wooten added."We had only about three community outbreaks in the month of May," Wooten said.Of the county's 56 active outbreaks, 13 are in the community setting, which have included office buildings, churches, parties, and "unauthorized weddings" in the past.One of San Diego County's 13 triggers which could cause the county to reverse loosened restrictions includes seven community outbreaks in a week. Wooten said Friday that the county is currently "green" on all triggers.County officials encouraged San Diegans to continue wearing facial coverings when around other non-household members, wash their hands regularly, and stay home if they are feeling sick. 1068

SAN DIEGO (KGTV) - San Diego Police officers arrested a man for attacking a four-year-old girl outside an apartment complex on the 4300 block of 50th Street.According to witnesses, the little girl’s father was dropping the girl off at her grandmother’s home around 11:30. Before the grandmother could walk the four-year-old through the security gates of her complex, a stranger attacked the child from behind.A neighbor, who only asked to use his first name, Robert, says he heard someone calling for the help, so he came outside. He says he saw the grandmother had gotten through the gate, but the father and another neighbor were outside of the entrance trying to hold off the attacker. Robert felt compelled to step in.“He came at me, and it seemed like he was going for someone, and that someone was a child,” he said, “so I had no other recourse, I hit him once he went down. He bit my leg. He got up, and he started coming after me.”But the man didn’t stay down, instead continued to attack.“Very very vicious, he had a very crazy look,” Robert said. “He wasn’t saying anything, he was grunting like a feral animal. He was exceptionally strong. He just wouldn’t quit, even when the police got here, he was very very strong.”Robert says he had no idea why he was trying to hurt the little girl but said the man might have been under the influence of something.Police arrested the suspect.Robert recalled seeing red marks around the little girl’s neck but said she was okay though visibly shaken.She is home with her parents. 1541

  

SAN DIEGO (KGTV) -- Rancho San Diego Elementary School Wednesday experienced a water outage as a result of vandalism and theft to pipework. The crime occurred overnight and was discovered as staff entered campus for work Wednesday morning. Maintenance staff repaired the pipework and restored water to campus in three hours. Staff provided students with water during the outage. Hand sanitizer and baby wipes were also given out. 438

  

SAN DIEGO (KGTV) — San Diego Gas & Electric has warned about 2,700 customers in several East County communities of potential public safety power shutoffs starting Friday morning.The utility company said outages may occur due to a red flag warning issued by the National Weather Service and the need to reduce wildfire risk in the areas. The affected communities include:AlpineCampo ReservationCrestwoodDescansoJulianLa Posta ReservationManzanita ReservationPalaSanta YsabelSanta Ysabel ReservationValley CenterViejas Reservation"The last thing we want to be telling any of our customers right now is that we may have to shut off power given the Thanksgiving holiday weekend and the ongoing COVID pandemic," said SDG&E’s Chief Customer Officer Scott Crider. "Public Safety Power Shutoffs are a last resort to prevent wildfires, and our employees are dedicated to doing everything we can to minimize impacts should it come to that. We’re hoping Mother Nature cooperates, but in an abundance of caution we have reached out to our customers so they can be prepared."SDG&E says several hundred linemen, troubleshooters, and support personnel will be working on Thanksgiving Day and through the holiday weekend to monitor the grid.The red flag warning will be in effect from 9 p.m. Thursday through 9 a.m. Saturday for San Diego County's inland valleys and mountains. Moderate strength Santa Ana winds are expected in areas of the backcountry.
