SAN DIEGO (KGTV) - Republican Assemblyman Randy Voepel is being called a valor thief, but his accusers have not produced hard evidence to back up their claims. Navy veteran and Republican state assembly candidate Larry Wilske addressed the media on Monday in front of downtown's USS Midway. He and others say the former mayor of Santee, Voepel, misrepresented his military service record. "This is serious business. It's a slap in the face to veterans," says Wilske. Wilske was joined by private investigator and retired Master Chief Petty Officer Terence Hoey, who has been looking into Voepel's military records.  "He's not a purple heart recipient, although he's repeatedly stated that he is and his chief of staff has doubled down on his claim," says Hoey. They're also alleging that Voepel falsely claimed he had combat experience in Vietnam. However, military discharge documents sent to us by Voepel's staff show that he served on the USS Buchanan and was awarded a ribbon for combat action, and was awarded other honors related to his service in Vietnam. The Wilske supporters believe the discharge documents have been forged. “This document has been altered, thus rendering the form essentially void,” says Hoey. Voepel’s staff denies that Voepel ever claimed to have been awarded a purple heart and 10News couldn’t find proof of the claim, anywhere. Additionally, a military service record provided by Hoey does not include a purple heart award in his list of decorations. Wilske and his supporters say there are multiple credible witness testimonies and video evidence that’ll reveal the whole truth, but they have yet to be fully produced. Wilske and Hoey deny that their allegations of stolen valor are tied to political mudslinging. “The one thing we can't square here is that round peg with Voepel and his wild and comedic claims,” adds Hoey. There was one alleged witness at Monday’s press conference. He said he’s a veteran who met Voepel at a recent political event and claims Voepel lied to his face about his service history. Voepel’s staff is unsure as to whether the two have ever even met.  Voepel denied our request for an interview. He denies all allegations of stolen valor. 2273

SAN DIEGO (KGTV) - Residents all over San Diego County Wednesday night reported seeing mysterious lights hovering in the sky. 10News received several calls from residents throughout the county who reported seeing the lights in the western sky between 8 p.m. and 8:30 p.m. Reports came in from Blossom Valley, La Jolla, Del Mar, Chula Vista and El Cajon.10News reached out to authorities to find out what may be the source of the lights, and an official with Naval Air Station North Island in Coronado confirmed that the lights were from flares being used during training exercises. SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed near a downtown parking garage in early December as 37-year-old Samuel Burkhalter.The shooting happened on the 1400 block of G Street around 10 p.m. on December 1.Police say they received several calls reporting gunshots in the area. After arriving, officers found Burkhalter at the entrance to a parking garage in the area. Officers provided first aid until relieved by San Diego Fire-Rescue, but say Burkhalter died at the scene.Investigators say a light-skinned man wearing a dark hooded sweatshirt and a black hat was seen running through the garage after the shooting. The suspect was later identified as Tyler Cosby, 23. SAN DIEGO (KGTV) - San Diegans living in recreational vehicles will soon have an opportunity to find refuge in the city's newest safe parking lot, an expansion of the City's Safe Parking ProgramThe City-funded lot will be in Mission Valley, operated by Jewish Family Service.Right now, there are four safe parking lots, but only one allows RVs."No one told me life was going to be easy, ok? I understand that I get that concept, but can we get a break once in a while? Just a little break, that's how I looked at this. This was my break," said Jeff Tracy.Tracy is referring to the safe parking lot on Imperial Avenue which accommodates RVs; it's operated by Dreams for Change."Because you can't function and take care of your basic needs if you're worried about your basic needs."Tracy's life forever changed seven years ago when a drunk driver crashed into the vehicle he was in with his wife and daughter. Tracy was the only one who survived, and he lost one of his legs. He's been struggling ever since. "It's a very learning process being homeless, and I don't like it, and I know most people don't, it's a hard life."Some RV owners like Tracy worry they'll have to move their RV during the day if they're moved to the new parking lot. He not only has to get his wheelchair in and out of the RV but says the cost of gas would be astronomical. "Expensive, hard, it's stressful, because now I've got to move it and where am I going to move it to? I've got to pull over here to some resident again, and they're going to get upset, I don't want to upset people," said Tracy.Tracy says the Safe Parking Program has given him a place to feel safe while he tries to plan for a better future. SAN DIEGO (KGTV) — San Diego District Attorney Summer Stephan is objecting to the early release of a man convicted of driving off the Coronado Bridge and crashing in Chicano Park, killing four people.Richard Anthony Sepolio, 27, was convicted of four counts of vehicular manslaughter while intoxicated and one count of DUI causing injury in the crash on Oct. 15, 2016. He was sentenced to nine years and eight months in prison. He is set to be released early after serving two years and 10 months of his sentence. Monday, the CDCR notified victims in the case of the release, citing prison credits for good behavior and the state's policy on release amid COVID-19. Stephan wrote a letter to Gov. Gavin Newsom and the California Department of Corrections and Rehabilitation (CDCR), calling the release a "miscarriage of justice.""This very early release is unconscionable," Stephan wrote. "CDCR’s decision is re-victimizing the family and friends of the four people killed and seven injured who have been devastated by their loss and continue to deal with the financial, emotional, mental and physical trauma caused by the defendant. This inmate continues to deny and minimize the crime by refusing to admit he was speeding and denying being impaired while arguing with his girlfriend on the phone, which resulted in the devastating crash."The crash killed Annamarie Contreras, 50, and Cruz Contreras, 52, of Chandler, Ariz.; and Hacienda Heights residents Andre Banks, 49, and Francine Jimenez, 46. Seven other people were also seriously injured.Sepolio was traveling between 81 and 87 miles per hour when he lost control and plunged over the bridge, landing in the park below where a motorcycle rally had attracted nearly 1,000 people, according to Stephan. Sepolio had testified that another vehicle would not let him over into the left-hand lane, so he sped up twice to pass before the crash occurred. 1912
