EL CAJON, Calif. (KGTV) - City leaders in El Cajon want to add harsher penalties to punish stores that sell tobacco products to underage customers.Current law says stores cannot sell tobacco or nicotine related products to anyone under the age of 21.Under El Cajon's current Tobacco Retail License statute, any store caught selling will face either a fine or a 30 days suspension of their license for the first offense.A second offense brings a 90-day suspension. The third offense bumps that up to a year. If a store is caught selling to underage customers four times in five years, their license gets revoked.But some city leaders feel that's not harsh enough."I think that they looked at the ,000 fine and said that's just the cost of doing business," says City Councilman Gary Kendrick. "I think it's greed. These stores are profiting from the future suffering of our children, and I am going to stop it."Kendrick wants to make the first offense a 90-day suspension and raise the fine. He also wants more enforcement.The move comes after 15 stores got citations during enforcement stings during the spring. That's a big spike from previous years where as few as one store was cited.Of the 15 stores cited, eight are filing appeals. Six paid the fine for the first offense, and one store took a 90-day suspension for a second offense."This is a huge problem," says Kendrick.But store owners say more punitive penalties are not the solution."Is that going to solve the problem? I don't think so," says Isam Habib who owns the Ranch Liquor store on Washington Avenue."What can you do? When you have to hire employees in and out, and they're young, you train them, you teach them, and they make a mistake," he says.Habib says store owners don't think they should lose a large chunk of their business for one mistake."We just gotta check the IDs," he says. As with everything in real estate, it depends.Selling might be the right move for older homeowners who are looking to downsize to a smaller house, a condo or 55+ living. It also may be ideal for homeowners interested in moving to a lower-priced housing market—if the timing is right, and you absolutely know where you want to go.Dottie Herman, CEO of Douglas Elliman, a Manhattan brokerage firm, says it’s also not a bad time to cash out of the ‘burbs to make a city move if you’ve wanted to do so—especially to Manhattan, where sales were sluggish this spring and summer. “If you really love New York City and you believe as I do that it will come back, it’s a great time to buy in the city,” she says, adding that it might be another three to four years before prices rebound.Beware: Your New House Also May Cost MoreIf you want to stay in the same area, a jump in your home’s price most likely means the house you want has made the same leap.You can still consider trading up, especially if your lifestyle has changed because of the pandemic, and you anticipate it staying somewhat altered when we’re on the other side of it. That may mean more people in the house more of the time—and the need for the space to match. “If you can work from home and you don’t have to commute every day, then that drastically changes your decision matrix,” Wilk says.Falling Interest Rates Can Make a Move Make SensePlus, with interest rates for 30-year mortgages at record lows, getting a bigger mortgage now might make sense in the long term. Just make sure you can still afford the payments and aren’t necessarily banking on that home also becoming a big pay out down the road because the housing market is cyclical and eventually will fall down again.“Rushing to sell your house or buy a house because of the short term isn’t a prudent move,” says Danny McAuliffe, CFP, wealth advisor and head of planning at Perigon Wealth Management. “Making decisions based on what you can afford and make sense for you and your family, that is going to be a better situation for the long term.”If you’re thinking of making that high- to low-cost market move, Herman warns that you should at least live in the place first by renting to see if you really like it. This is especially true for seniors who dream of ditching colder climates for warmer places.Not only does it make sense to get a feel for the area in which you want to live that you can’t achieve while on vacation, but you also will learn if you have the temperament to be away from family for so long. Otherwise, you’ll cash out now and have to buy back in—and who knows what the market will be like then.2. Have Your Home Appraised to Ditch Mortgage InsurancePrivate mortgage insurance (PMI) is usually tacked onto your monthly mortgage payment if you put down less than 20% on the property when you purchased it. PMI is there to protect lenders in case you walk away. But if your home is suddenly worth more, you may hold enough equity to request to have PMI cancelled.To do this, you need to show lenders the home has increased in value, which means paying for a home appraisal. Those typically cost between 0 and 0. Meanwhile, PMI typically costs between 0.05% and 1% of the loan amount annually, which means the appraisal will pay for itself.If you’re staying put, you should also reassess your insurance to make sure it matches what your home is now worth, says McAuliffe. That’s because a policy based on a lower price may not cover the current value of the home, should the worst happen and you need to rebuild.“Specifically you want to make sure that the dwelling coverage in your homeowners policy is sufficient to rebuild your home if something catastrophic were to happen,” he says, adding that these policies typically exclude earthquake and flood insurance.3. Take Equity OutWith interest rates so low, taking some equity out is another option. You can use that money to make renovations to your current home—which may be tax deductible, says McAuliffe—or pay off high interest credit card debt—as long as you don’t then rack up debt on them again.You can take equity out in several ways, including through a home equity line of credit (HELOC) or a cash-out refinance, where you pull the equity out in, well, cash. Homeowners at least 62 years old also can take out a reverse mortgage, which lets them borrow from their home’s equity.Herman says money drawn from equity could be used to buy another property, either as a second home, or to rent out. But only think about becoming a landlord if you have tolerance for it and can cover the mortgage in the case the property is empty between tenants, or tenants stop paying.Just make sure that you aren’t taking all of the equity out. People who got in trouble in 2007 and 2008 “pulled all of their equity out,” Herman says. “When prices dropped, they were stuck because they had used all the equity up in their home for something else.” So don’t press your luck and strip your house of all its old and new equity, or else you may wind up with a house worth less than what you owe on it. 6432

INDIANAPOLIS, Ind. — A Black Indianapolis physician died on Sunday with COVID-19 after she complained of racist treatment from IU Health North Hospital, according to her family. In a now-viral video, Dr. Susan Moore recorded her every step when seeking treatment after contracting COVID-19 on Nov. 29. Moore claimed she had to beg for CT scans and a drug that could significantly reduce her recovery time called remdesivir. "Why do I have to prove that there’s something wrong with me in order for my pain to be treated," Moore wrote on her Facebook post. After receiving two transfusions of remdesivir, Dr. Moore asked for a third because she was in so much pain. But, the white doctor on her case denied her request. Moore said the doctor claimed he didn't feel "comfortable" giving her any more narcotics. The doctor even tried to send her home after she complained of excruciating neck pain."I was crushed. He made me feel like I was a drug addict, and he knew I was a physician," Dr. Moore said in a Facebook video posted on Dec. 4 from her hospital bed. "I don't take narcotics."After speaking with a patient advocate, Moore said she asked to be moved to another hospital. "If they're not going to treat me here properly, send me to another hospital," she claimed. "Next thing I know, I'm getting a stat CT of my neck with and without contrast."The CT showed that Moore's pain was coming from new pulmonary infiltrates in her lungs and pleural effusion, according to Moore. The hospital staff said they would then treat Moore's pain. "I put forward and I maintain if I was white I wouldn't have to go through that," Moore stated. "And that man never came back and apologized."According to Moore, she continued to wait for hours to get the pain medicine that IU North said they would give her. When she complained to nurses, they fired back, allegedly claiming they "have more patients than you, you know?""This is how Black people get killed. When you send them home and they don't know how to fight for themselves," Moore said toward the end of the video. "Being Black up in here, this is what happens."After talking further with IU Healthcare's chief medical officer, Moore updated that she received much better treatment. She was still sent home, but less than 12 hours later, she was back in the hospital. This time, she went to St. Vincent Hospital in Carmel, where she said, "I am getting very compassionate care. They are offering me pain medicine.""Those people were trying to kill me. Clearly, everyone has to agree they discharge me way too soon," Moore wrote. The 54-year-old's seventh and final update said, "On (BiPAP) being transferred to ICU."Moore leaves her parents, both suffering from dementia, and her 19-year-old son, Henry Muhammed. After graduating from Carmel High School last year, Muhammed enrolled at Indiana University at Bloomington. But, after his grandparents and mother fell ill, he had to put his schooling aside to aide them. His former high school coach, Rashad Elby, wrote this about Muhammed:"For those of you not familiar with Henry and his struggles, he is a young man whose life to date is best summed as a story of obstacles, perseverance, and triumph. Through Henry’s tenure at Carmel High School, he faced many unforeseen adversities that were out of his control."Elby and another local physician close to Dr. Moore created a GoFundMe fundraiser on Wednesday for Muhammed, who is currently one of the only few left caring for his grandparents. Among them, the championship game between unbeaten Coastal Carolina and Top 25 Louisiana-Lafayette was called off.The Sun Belt Conference canceled the contest because of a positive COVID-19 test from a member of Coastal Carolina, which resulted in an entire position group being forced to quarantine in order to follow protocol.“We are very disappointed that the championship game cannot be played, but we are so proud of all of the players and staff members and their hard work during this truly challenging season," said Sun Belt Commissioner Keith Gill. EL CAJON, Calif. — The end of a partnership between a police K9 and his handler created an emotional moment in California.One of the El Cajon Police Department’s K9s, K9 Jester, is being assigned a new partner after his current partner resigned from the department.After working with Jester for the last two and a half years, Officer Jordan Walker voluntarily resigned to work for another agency, according to the department. Walker said he offered to pay for Jester, who was brought in through a Ben Roethlisberger?Foundation grant. K9s cost anywhere from ,000 to ,000 to bring in and train, according to the foundation.Because Jester is still in excellent health, he was assigned to work with a new partner, Officer Randall Gray. Gray and Jester have already started the bonding process and training together, the department said Thursday.
