(KGTV) — Santee voters this November will weigh in on two measures that deal with limits on serving as a City Council member or as Mayor.Measure Q and R each intend to address term limits on City Council and Mayoral positions in the city of Santee, however, they each take a different approach to limit how long someone can serve.The text of Measure Q reads as follows:City of Santee - Measure Q: "Shall the measure amending the Santee Municipal Code to require that no person shall serve as an 'Elected Official,' defined to include the offices of Mayor and Member of the City Council, for more than twelve years, or three terms, whichever is less, with any portion of term, whether by election or appointment, counting as a full term, be adopted?"Measure Q would not allow anyone to serve as either Mayor or a City Council member, or any combination of those positions, for more than 12 years, or three four-year terms, with any portion of a term counting as a full term.The competing measure, Measure R, reads as follows:City of Santee - Measure R: "Shall an ordinance amending the Santee Municipal Code to establish a three-term lifetime limit on City Council service and a separate two-term lifetime limit on Mayoral service, be adopted?"In other words, no one can serve as Mayor for more than two, four-year terms and, separately and in addition, as a City Council member for three, four-year terms, regardless of the district a person represented. SAN JUAN, Puerto Rico (AP) — Puerto Rico's governor says she will reopen beaches, casinos, gyms and movie theaters across the U.S. territory as officials report a recent drop in COVID-19 cases and deaths that some experts worried would once again spike.The changes announced Thursday will go into effect from Sept. 12 until Oct. 2. Face masks and social distancing, especially at the beach, remain mandatory, and a 10 p.m. to 5 a.m. curfew would continue. SEATTLE, Wash. – Amazon is bringing its Prime Day back this October.The company says the two-day shopping event will now start at midnight PT on Tuesday, Oct. 13 and run through Wednesday, Oct. 14. SEATTLE — Police say one person has been wounded in the second shooting in Seattle's protest zone in less than 48 hours. The shooting happened late Sunday night in the area near Seattle's downtown known as CHOP, for “Capitol Hill Occupied Protest.” Police tweeted that one person was at a hospital with a gunshot wound. A hospital spokesperson says that the person was in serious condition. A pre-dawn shooting Saturday had left a 19-year-old man dead and another person critically injured. No arrests in that shooting had been made as of Sunday. Further details weren't immediately available.Protesters have occupied an area in Seattle's Capitol Hill neighborhood for two weeks. Demonstrators moved in when police removed blockades surrounding a police precinct in the area, and eventually abandoned the building when protesters blocked officers from entering. 870

SCOTTSDALE, AZ — Emergency crews have recovered a body after an incident at a Scottsdale aquatic park.Crews were at Eldorado Aquatic Park near Hayden and McDowell road early Monday morning.Scottsdale police say around 12:30 a.m.; an officer was making rounds in the area when he heard what sounded like muffled calls for help.He worked to locate where the calls may be coming from and eventually found them to be coming from a pipe that helps support one of the water slides.Officers were communicating with the victim, said to be a transient, but lost communication with him around 2 a.m.Officials say the man reportedly went up over a tall fence surrounding the park and was up on the slide. He then somehow fell into the pipe structure, where he became trapped.Crews had to dismantle the slide in order to get the victim's body out.He has since been identified as 31-year-old Ryan Kelly.
