SAN DIEGO (CNS) -- San Diego County's recommended .4 billion budget for fiscal year 2020-21, which was released Monday, includes 0 million dedicated to testing, medical supplies, food distribution and other needs related to the COVID-19 public health crisis.Calling COVID-19 "the county's top budgetary priority," county leaders released a statement announcing the Health and Human Services Agency will see an increase of 0 million to support the county's Testing, Tracing and Treatment Strategy, personal protective equipment, and other resources and efforts in its pandemic response.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment and retention.The COVID-19-related economic downturn also affected other sectors of the budget, with county officials expected to dip into reserves and slow or stop "non-essential services and projects" in order to address revenue shortfalls.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Budget increases include an additional .7 million to address homelessness in unincorporated county areas and 0,000 to develop a Flexible Housing Subsidy Pool to help homeless individuals move into permanent housing. Other budgetary increases related to homelessness include million to address homelessness among people ages 24 or younger, and .6 million to the Sheriff's Homeless Assistance Resource Team, which partners sheriff's deputies with local service agencies to help connect homeless individuals with much-needed services.The budget includes a .5 million increase for Child Welfare Services and a .2 million increase for the C3 for Veterans program, which helps local veterans with housing assistance, care coordination and vocational opportunities.The budget also calls for a .7 million net decrease in the Capital Program, but does include 5.9 million toward a number of projects, including .3 million to enhance and renovate the Rock Mountain Detention Facility, million for design and construction of the Innovative Residential Rehabilitation Program, .3 million for expansion and improvements at various county parks, and .2 million to construct the Mt. Laguna and Palomar Mountain fire stations, as well as planning for the East Otay Mesa Fire Station.Other county priorities outlined in the budget include .1 million to implement the Community Air Protection Program to improve air quality, the expansion of Crisis Stabilization Units and commencement of non-law enforcement Mobile Crisis Response Teams, and the design and implementation of an earthquake early warning system pilot program.Virtual budget hearings will begin Aug. 10. SAN DIEGO (CNS) - San Diego County health officials have reported 2,867 new COVID-19 infections, a new record, eclipsing the previous one of 2,287 last Friday by nearly 800 cases, marking more than 100,000 total cases in the county since the pandemic began.Friday marked the third consecutive day more than 2,000 new cases were reported, with 2,050 reported Thursday and 2,104 Wednesday. It is also the 11th day with more than 1,000 new cases and the 19th of the last 22 to reach that mark. It is just the fifth time the daily cases have crossed 2,000 -- all of which have come in the past week.The data released Friday, along with 23 deaths, raises the region's cumulative totals to 102,466 confirmed infections and 1,137 deaths.Of 25,002 tests reported Friday, 11 percent returned positive, raising the 14-day average of new cases to 8% -- a record.The number of hospitalizations continued to rise, with 38 people hospitalized and four patients put in intensive care units. The COVID-19- related hospitalizations increased to 965 -- 249 in ICUs. Since the pandemic began, 5,064 or 4.9% of cases have been hospitalized due to coronavirus, 1,098, or 1.1% have been sent to the ICU.The county's hospitals still have 18% of their ICU beds available, down from 21% Thursday. The state now estimates the ICU bed availability in the 11-county Southern California region at 6.2%, down from 7.7% on Thursday.Of the 4,627 people hospitalized in the county, 20% are due to COVID- 19, and 44% of ICU patients. This compares to 7.7% and 20%, respectively, one month ago.The county has seen a 199% increase in COVID-19 related hospitalizations in the past 30 days and a 148% increase in ICU patients in the same time frame. The previous peak in hospitalizations, in mid-July, topped out around 400 patients.Ten new community outbreaks were reported Friday. SAN DIEGO (CNS) - Pac-Man is the newest inductee into the Comic-Con Museum's Character Hall of Fame, the San Diego-based museum announced Thursday.Pac-Man "is being honored as the original digital game mascot for his enduring impact he has had on the video game industry and the role of storytelling in games," according to the museum, which is scheduled to partially open in Balboa Park in mid-2021.The iconic, hungry yellow circle will be the second character in the museum's hall of fame. Batman was inducted in the hall of fame's inaugural year in 2019.This year marks the 40th anniversary of Pac-Man, which is the highest- grossing video game ever made, according to the museum. As of 2016, the game had generated more than billion in revenue."We thought Pac-Man would be the perfect addition to the Museum Character Hall of Fame because he inspires a sense of nostalgia in many of us and even though he is turning 40, he is still highly relevant in pop culture today," said Eddie Ibrahim, senior director of programming for the Comic-Con Museum. SAN DIEGO (CNS) - The body of a 14-year-old boy was found near railroad tracks by a maintenance crew in the Bay Ho neighborhood, sheriff's officials said.At about 2:50 a.m. Saturday, the crew discovered someone who appeared to be struck by a train in the area of 6000 Santa Fe St., according to Lt. Thomas Seiver of the San Diego County Sheriff's Department homicide unit.After an investigation at the scene by the sheriff's Railroad Enforcement Team, the homicide unit took over the case, Seiver said.The boy has been identified and his next of kin notified, but his name is being withheld because it may jeopardize the investigation, the lieutenant said.The county Medical Examiner's Office will perform an autopsy to determine the cause and manner of the boy's death, Seiver said.Anyone with information about the incident is asked to call the sheriff's homicide unit at 858-285-6330 or Crime Stoppers at 888-580-8477. 929
