WASHINGTON, D.C. — A home test for COVID-19 will soon be on U.S. store shelves.The U.S. Food and Drug Administration (FDA) on Tuesday issued an emergency use authorization for the first kit that consumers can buy without a prescription to test themselves entirely at home.Regulators granted use for a similar home test last month, but it requires a doctor’s prescription.The new test kit from Australian company Ellume allows users to swab themselves and get the results at home in about 20 minutes.The test detects fragments of proteins of the coronavirus from a nasal swab sample from anyone 2 years old and up. It connect to a digital app to help users interpret the results.Similar to other antigen tests, the FDA says a small percentage of positive and negative results from this test may be false. Therefore, for patients without symptoms, positive results should be treated as presumptively positive until confirmed by another test as soon as possible.Individuals with positive results should self-isolate and seek additional care from their health care provider. Those who test negative and experience COVID-like symptoms should follow up with their health care provider as negative results do not preclude an individual from coronavirus infection.The company says it will have 3 million tests available next month.“The FDA strongly supports innovation in test development and we have worked tirelessly with test developers to support the shared goal of getting more accurate and reliable tests to Americans who need them. WASHINGTON, D.C. – President Donald Trump is continuing his futile appeal to battleground state lawmakers to subvert the votes of their constituents.The president has reached out twice to Pennsylvania House Speaker Bryan Cutler, a Republican, to see what might be possible for Trump to do about the state's presidential vote.A person briefed on the matter told The Associated Press that Trump pressed for the state’s legislature to replace the electors for President-elect Joe Biden with those loyal to Trump. The person was not authorized to speak publicly and spoke to The Associated Press on condition of anonymity.Cutler’s spokesperson, Mike Straub, says Trump did not pressure Cutler to take any sort of action and that the call was informational.Cutler and other top Republican lawmakers have said that, legally, the state legislature has no legal power to override the will of the voters and select a slate of presidential electors.Biden won Pennsylvania by more than 80,000 votes and the state has already certified its election. Nearly every other state has certified as well and Biden has secured more than the 270 Electoral College votes needed to take the White House.The Trump campaign has filed a series of lawsuits in several swing states, claiming widespread voter fraud without substantial proof. The suits have been tossed out of state and federal courts.Trump has also called on lawmakers in Georgia and Michigan to select slates of presidential electors, but they have all refused. 1509

WASHINGTON (AP) — President-elect Joe Biden is naming Susan Rice as director of the White House Domestic Policy Council.The role will give her broad sway over his administration’s approach to immigration, health care and racial inequality and elevates the prominence of the position in the West Wing.He is also nominating former President Barack Obama’s White House chief of staff Denis McDonough as secretary of the Department of Veterans Affairs. The sprawling agency has presented organizational challenges for both parties over the years.In tapping Rice and McDonough for the roles, Biden is continuing to stockpile his administration with prominent alumni of the Obama administration.Under Obama, Rice served as National Security Advisor from 2013 to 2017. She was also a U.S. Permanent Representative to the United Nations and a member of the Cabinet from 2009 to 2013.As for McDonough, he served as White House chief of staff from 2013 to 2017. WEST LAFAYETTE, Ind. -- Target will bring a new type of store to Indiana in 2019.The retailer announced Thursday it will open its first small-format store at 304 W. State Street near the Purdue campus in West Lafayette.The store will offer "a quick-trip shopping experience" with beauty and personal care items, food and beverages, and dorm and apartment essentials.The small-format Target will also offer Order Pickup which will allow customers to buy online and pickup in the store.The nearly 12,000-square-foot West Lafayette store will employ up to 45 people.Development will begin this spring pending city council approval.Target says it has plans to open 130 of these small-format stores by the end of 2019.The stores will be in areas where a traditional Target may not fit, like dense suburban neighborhoods, urban areas and on college campuses.   877
