BRUSSELS, Jan. 11 (Xinhua) -- Chinese and EU leaders on Tuesday signed a first joint declaration on strengthening dialogue and cooperation on youth issues as the 2011 EU-China Year of Youth kicked off here.Androulla Vassiliou, EU Commissioner for Education, Culture, Multilingualism and Youth, said at the opening ceremony that the year would open up new horizons for young people from Europe and China by enabling them to share experiences and learn from each other."I hope that such exchanges will inspire concrete ideas for cooperation and establish long-lasting partnerships," Vassiliou said.The opening ceremony was the first of a series of exchange activities to be held throughout the year in Europe and China. The EU-China Year of Youth was jointly initiated by Chinese Premier Wen Jiabao and European Commission President Jose Manuel Barroso at the 12th EU-China summit held in 2009."The Year will provide an interactive platform for European and Chinese young people to enhance mutual understanding and friendship through creativity, tolerance and openness. We hope they can open a new page of people-to-people contacts between Europe and China," said Wang Xiao, President of the All-China Youth Federation.Wang led a delegation of 100 Chinese young people who arrived in Brussels earlier this week to meet with their 100 European counterparts for the first time.The 200 young representatives from the EU and China also exchanged ideas on a variety of issues including volunteering, mobility, culture and creativity prior to the opening ceremony. Those from China will also visit the European Parliament, the College of Europe and EU's Court of Justice later this week.The yearlong program, co-hosted by the European Commission and the All-China Youth Federation, aims to promote intercultural dialogue and strengthen mutual understanding and friendship between European and Chinese youth, as well as encourage young people to care about and support the development of EU-China relations.The EU-China Year of Youth also coincides with the European Year of Volunteering and the 10th anniversary of the International Year of Volunteering, thus voluntary activities involving young Europeans and Chinese will be encouraged throughout the Year.With Chinese Vice Premier Li Keqiang wrapping up his three- nation Europe tour on Wednesday, the Sino-EU relation has had a good start this year in terms of political mutual trust and economic cooperation, while the kick-off of the EU-China Year of Youth is expected to break new ground in all-round exchanges among young people."The EU and China are now more than just trading partners, but also strategic partners. BEIJING, Dec. 10 (Xinhuanet) -- Provincial level officials and ministers will be held more fiscally responsible under an expanded auditing system, the country's top auditor said on Thursday."The regulation will be significant in supervising officials' power use and corruption prevention," Liu Jiayi, head of the National Audit Office, was quoted as saying in an interview posted on the office's website.Under the regulation, released by the general offices of the Communist Party of China (CPC) Central Committee and the State Council, leaders of public institutions and State-owned enterprises will also be audited.China introduced the first such regulation in 1999, but it only included measures to audit financial records of county-level and below Party and government officials.The audit target was extended to provincial governors and ministers in 2000 on a trial basis and to heads of provincial government departments in 2005.Chinese auditors have uncovered more than 68.4 billion yuan (.2 billion) in illegal use of funds during nationwide audits of some 410,000 Party and government officials and bosses of State-owned enterprises since 1998, according to Liu.During the audit of provincial governors and ministers, their implementation of economic policies, handling of income and expenses, key fund management and project construction will be examined."They have power and control many resources, and how they fulfill their economic accountability will impact local economic and social development," he said.More importantly, the audit can be carried out frequently, so illegal activities can be cleared up before they spread, he said.Liu also said the audit will be made during an official's tenure to solve any problems that exist.Results of the audit will be recorded in an official's file and it will be an important factor in performance assessments, promotions or removal, and rewards or punishments.The audit group will consist of officials from local discipline inspection commissions and sectors including audit, supervision, organization, human resources and State asset supervision and management."It's a big step in cracking down on corruption. And the regulation will deter officials who want to abuse their power," said Liu Xutao, a professor at the Beijing-based Chinese Academy of Governance.

BEIJING, Jan. 11 (Xinhua) -- A Chinese military official said Tuesday that China's military hardware development is not aimed at any other country.Guan Youfei, deputy director of Foreign Affairs Office of the Defense Ministry, made the remarks while responding to a question on the reported test flight of J-20 stealth fighter jet."The development of China's military hardware is not aimed at any other country or any specific target and the timing was a matter of routine working arrangements," said Guan.Weaponry was developed to safeguard China's national sovereignty, security and territorial integrity, and to adapt to the world's military changes, as well as the constant development of new weapons, he said.Guan denied the test flight was timed deliberately to coincide with U.S. Defense Secretary Robert Gates' China visit.China would always take the path of peaceful development, and adhere to the national defense policy, which was defensive in nature, he said.China would not seek hegemony, military expansion, an arms race, nor pose a threat to any country, Guan said.

BEIJING, Jan. 9 (Xinhua) -- China's Ministry of Public Security (MPS) on Sunday ordered traffic police nationwide to prepare for possible traffic disruptions caused by a lingering cold snap.The cold weather that has stopped traffic on national highways in several central and southern provinces since New Year's Day is likely to last ten more days.At a national meeting on coping with traffic disruptions during the cold snap, vice public security minister Huang Ming said local traffic police should be prepared to control and solve traffic problems that icy weather and sleet might cause.Further, local traffic police should make realistic emergency plans, prepare emergency supplies and equipment for de-icing and removing snow, and quickly handle traffic accidents, he said.He added that road closures should be the last choice in handling poor road conditions caused by freezing weather. Additionally, local traffic police should take other measures such as temporarily opening roads to ensure traffic flows.The recent inclement weather is a reminder of the disastrous freezing winter at the beginning of 2008, which stopped traffic, damaged power grids, and disrupted lives of millions in southern China.However, experts believe China is unlikely to suffer similar conditions this winter because of inadequate moisture.
