A tent being used as a polling location for voters who preferred to not wear a mask in New Hampshire reportedly blew over Tuesday afternoon, injuring a poll worker.The tent for “non-masked voting” was set up outside Bedford High School in Bedford, New Hampshire. Those who wanted to cast their ballot without wearing a mask could do so there, as masks were required inside the school to vote.The weather in New Hampshire Tuesday was cold and windy. A gust blew the tent into the air and it fell over.“If anyone has seen 'The Wizard of Oz' and Dorothy and Toto and everything else, or 'Twister,' yes, unfortunately, we did have an incident,” Bill Klein, town moderator in Bedford, told the New Hampshire Union Leader.The 72-year-old poll worker had a cut on his face and was taken to the hospital to be checked out, according to the Washington Post. A second autopsy on the in-custody death of Adrian Ingram-Lopez concludes the way three Tucson Police Officers restrained him contributed to his death.An earlier autopsy by the Pima County Medical Examiner attributed Ingram-Lopez's death to cocaine intoxication and a heart condition.An autopsy commissioned by Eduardo Coronado, the attorney for Ingram-Lopez family concluded those conditions alone were not enough to have killed the man. It concluded officers continuing to hold Ingram-Lopez face down, handcuffed, and with officers putting their weight on his back led to “positional asphyxia”---inability to breathe because of body position.Police were about to fire Officers Jonathan Jackson, Samuel Routledge, and Ryan Starbuck when the three resigned.RELATED: TIMELINE: What happened after a man died while in TPD custodyThe TPD report which recommended firing the officers noted Ryan Starbuck had more extensive medical training than the other two. He is a licensed Emergency Medical Technician. The Arizona Health Department shows an EMT license for a Ryan Starbuck still active. TPD says Starbuck has been an EMT for 14 years.Police body cameras show, when other officers arrived, they recognized Ingram-Lopez was in medical distress and had him re-positioned to allow better breathing. Officers called an ambulance and administered an antidote for opioid overdose but that drug does not work on cocaine. Ambulance EMT’s pronounced Ingram Lopez dead.The family’s attorney hired a former Maricopa County Medical Examiner to do an independent autopsy. It conflicts with the Pima County Medical Examiner’s ruling on death.The Pima County report basically attributes the death to cocaine and a heart condition and mentions how Ingram-Lopez was restrained. It says, in part:“...the cause of death is ascribed to sudden cardiac arrest in the setting of acute cocaine intoxication and physical restraint with cardiac left ventricular hypertrophy as a significant contributing condition.”The alternative report says the cocaine and the heart condition were not serious enough to have killed by themselves. It puts more blame on how the officers restrained Ingram-Lopez and say, “his death is most consistent with asphyxia due to compromised airway which is best explained by a facedown position restricting his breathing.”Attorney Eduardo Coronado says instead of putting their weight on Ingram-Lopez back, officers should have realized he was co-operating and let him sit up and breathe.“What I can say is that there was a complete lack of empathy, a complete lack of humanity, a total disregard for his needs and just indifference, complete indifference.”Now the family says it wants a thorough criminal investigation of what the three former officers did and it’s considering a civil lawsuit.Report details TPD officer misconduct in death of Carlos Ingram-LopezKGUN's Craig Smith first reported this story. 2918

A police department in Arkansas has apologized for sharing a misleading warning about the danger of opioids on its Facebook page."The post about the fentanyl was sent so me from another officer at another Department," the Leachville Police Department wrote on Facebook Thursday. "I simply shared it. I’m should have checked into it further before I posted it. Sorry for the confusion."The Leachville Police Department warned residents to wipe down shopping carts before using them to protect against the dangers of fentanyl, a powerful opioid. "Fentanyl or something like that still on their hands and they touch that cart handle and then you do, it can get into your system," the department originally posted on Facebook. "Scary but worth taking the time to clean the handle. All you'd have to do is rub your nose or touch your child's mouth. I never even considered this possibility. Children being exposed to just the powder or residue is a bad situation that can turn deadly."While a police officer in Ohio recently claimed ot have overdosed on fentanyl by simply touching the substance, some experts dispute the officer's claim.According to the Centers for Disease Control and Prevention, opioids killed more than 33,000 people in 2015. A train carrying dozens of Republican members of Congress, including House Speaker Paul Ryan, to their legislative retreat in West Virginia hit a truck on January 31, 2017 leaving one person dead.Wednesday the National Transportation Safety Board released a preliminary investigation into the crash.They said around 11:15 a.m., a 2018 Freightliner truck equipped with a McNeilus Truck & Manufacturing refuse body was traveling southbound on Lanetown Road in Albemarle County near Crozet, Virginia.The refuse truck, operated by Time Disposal LLC, had a 30-year-old driver and two passengers as it drove towards a highway–railroad grade crossing, later identified. The crossing is active and includes advance warning signs and pavement markings on its approach, the National Transportation Safety Board said. The crossing is also equipped with crossbuck signs, warning lights, bells and gates.As the truck neared the highway a westbound Congressional Special Amtrak train was approaching the highway–railroad grade crossing.The NTSB said the train’s lead locomotive was equipped with a forward-facing track image camera. Data that was taken from the camera showed that as the crossing came into view, the gates were down and the truck was on the grade crossing. Witnesses to the crash reported that the refuse truck entered the crossing after the gates were down.The train’s recorder showed the Amtrak train was traveling about 61 mph when the engineer applied emergency braking. The train struck the left rear of the refuse truck, causing the truck to rotate counterclockwise and then collide with a railroad signal next to the tracks. The refuse body separated from the truck, and the truck’s two passengers were ejected, according to the NTSB.As a result of the crash, one passenger in the truck died. The other truck passenger had serious injuries and the driver of the truck had minor injuries. Three Amtrak crewmembers and three train passengers sustained minor injuries, the NTSB said.NTSB investigators and Albemarle County Police Department officials and the Federal Bureau of Investigation documented the crash scene and the characteristics of the crossing, the train and the refuse truck. The track and operational characteristics of the crossing signals were also examined and documented.The crash remains under investigation.  2354

A Tennessee woman has called her 6-year-old son's daycare facility negligent after he was left alone outside when it closed early in observance of Veterans Day.Megan Talley, of Parrotsville, Tennessee, told WATE-TV that one of her son's school teachers happened to find him alone and crying outside Precious Memories daycare on Friday afternoon."I almost went into a full blown panic attack," Talley told the TV station. 433
