He said the home-developed Chinese probe is scheduled for completion by June 2009. The probe, 75 centimeters long, 75 centimeters wide, 60 centimeters high and weighing 110 kilograms, is designed to be able to serve a two-year mission, according to Chen. Its model is on display at the exhibition. The Chinese probe, with Russia's Phobos-Grunt, will be launched by a Russian carrier rocket, Chen said. They are expected to land on Mars in 2010 after 10 month's flight.

The city aims to become a world center for trade and finance - with Lujiazui as its showpiece," said Mori.Lujiazui will have three tall buildings, one of which is the completed Jinmao Tower, each rising above 400 meters. The buildings were planned by local government after an international design competition in the early 1990s.The Shanghai World Financial Center will be the "mountain peak" of the city's skyline, with neighboring buildings descending in height on either side.Mori said the design and technology used in the construction of the building should allay any safety fears.Beams will be used to connect the outer supports and the internal elevator area instead of bolts, as were used in the World Trade Center in New York City."We will use welding to fasten the frame and the triangular construction will enhance its stability," Mori said.Construction of the building began in 1997, but was stopped shortly after because of financial problems brought about by the Asian financial crisis. Building work resumed in 2003.

BEIJING - China is trying to improve the role of the country's more than 2,400 museums to make them more accessible to the public, according to an ongoing national conference attended by directors of provincial cultural relics departments.The museums, which are sponsored by the government, institutions or individuals, hold nearly 10,000 exhibitions on different themes annually. In all, they received about 150 million visitors each year.A big boost, thanks to government efforts, is that more and more Chinese museums have stopped its long-time practice of selling tickets to visitors.Increasingly, critics had complained that the expensive charges collected by educational and cultural institutions had become a big financial burden on Chinese families.To date, more than 1,000 museums and memorial institutions have been officially made educational bases for patriotism and popular science. They received 32 million underage visitors annually.

  

China's State Council on Friday approved a new regulation designed to make it easier for the public to lodge complaints against what they deem unjust government decisions. According to the Regulation on Implementing Administrative Review Law, the public has the right to ask the government to review its actions and decisions that they believe have infringed upon their rights. "It is an important platform for China's administrative organs to solve disputes, ease social tension and strengthen inner monitoring," said an official with the State Council's legal office. To ensure officials do not pass the buck, the regulation also stipulates that government bodies at all levels must take petitions seriously or their chief officials may be sacked. The regulation is based on the Administrative Review Law China adopted in 1999, the official said. Since then an average of more than 80,000 disputes have been resolved every year. The official said that the new regulation would be a more efficient means for the public to file complaints to the government than compared with filing lawsuits and petitioning. "Many of the disputes are thus settled at grassroots and rudimentary level and do not have to go to courts," the official said. "It tightens the affinity between the government and the public, and helps improve the government image." The regulation will take effect on August 1.
