SAN DIEGO (KGTV) -- San Diego Police are searching for an at-risk missing man who disappeared from downtown Saturday morning. According to police, 57-year-old William Groves was last seen at the corner of 7th Avenue and A street around 10:25 a.m. Saturday. Groves suffers from seizures and has short-term memory loss due to a traumatic brain injury. Police say Groves is also a dependent adult with no money or medication and is visiting San Diego from Hawaii with his mother. According to police, Groves is known to be friendly and talkative. He is described as five feet, five inches tall with brown eyes, gray and black hair and light skin. Groves was last seen wearing a yellow t-shirt with checkered shorts and a black eye patch. Anyone with information on his whereabouts is asked to call San Diego Police at 619-531-2000. 837

"This campaign was developed by San Diego ... and for San Diego to communicate the unique opportunities and experiences our region offers to companies and employees alike."Officials unveiled the campaign at Tuesday's San Diego Padres game before about 15,000 in attendance.The privately-funded campaign hopes to elevate the region's standing and dispel the perception of limited opportunities in the region and is set to run through 2019, according to San Diego Regional EDC.The Regional EDC said it's critical to attract talent that appeals to global companies to the area for San Diego to remain competitive.RELATED: Group launches to help women start businesses"The San Diego: Life. SAN DIEGO (KGTV) – San Diego County officials say they are no longer accepting waiver applications from elementary schools looking to reopen for in-person learning.The county’s COVID-19 Education Sector Team made the announcement Tuesday, stating:“This decision is based on the fact that as of September 1, 2020, all TK-12 schools within San Diego County would be permitted to reopen for in-person instruction, if the county’s case rate remains below 100 per 100,000 population for 14 days after coming off the State’s Monitoring List. Today is day 7 of this 14-day period, therefore in one week, all TK-12 schools could be allowed to open for in-person instruction, if the school leadership chooses to do so. Therefore, our application waiver process will be suspended.”The suspension is effective immediately.As of Aug. 20, there were 27 local schools that were approved for waivers. 893

  

SAN DIEGO (KGTV) - Residents in a senior mobile home park in Oceanside are worried about speeding drivers after two ducks were hit and killed Wednesday. Neighbors told 10News a mom, dad and baby duck were crossing the road around 5 a.m. when a newspaper delivery driver ran them over.Several residents reported that the driver responsible delivers the San Diego Union-Tribune newspaper and regularly speeds on their narrow roads.The UT told 10News their carriers are employed by a separate company but issued the following statement: "We have learned that a carrier from an independent distributor, who delivers The San Diego Union-Tribune, may have been involved in an auto collision involving a family of ducks. Safety is a priority for us and we support safe and respectful work practices among the vendors with whom we do business. We share the concerns of the residents and encourage the distributor to review the incident and address any unsafe practices." 970
